2007 Crosswinds District Program Planning Meeting
The Crosswinds District Committee met for their annual Program Planning
Conference on February 10, 2007 from 8:00am to 11:00am at the Cary First
Baptist Church, Annex #3, in Cary, N.C. A big thank you to the Cary First
Baptist Church for allowing us to use their facilities for the meeting and
to Panera Bread for their donation of breakfast bagels for the Committee.
Thanks also to Jerry Jester and Roger Lear, who supplied coffee, pastries,
goodies and cold drinks for the meeting.

The committee met to critique the past year, discuss and plan what our
District wants to do for 2007 and 2008, and to set the dates for the
district activities for inclusion into the 2007 & 2008 district calendars.
PLEASE read the entire report, concentrating on the area that pertains
to your job in our district. Please e-mail Roger Lear and copy Robbie
Spivey with any changes/comments/corrections you may have, especially if
you were not at the planning meeting.
Thank you all for your help in Scouting and especially for making our three
year old Crosswinds District a Quality District in 2006.

The following goals were discussed at the annual program planning meeting
by the attendees listed in the Program Planning Meeting Information letter.
EXECUTIVE GOALS - Robbie Spivey, District Chairman:
1. Be a Quality District in 2007 as we were in 2006, for the first time in
2 years.
GOALS FOR VICE-CHAIRMAN - Bob Gamble
1. Canvas each unit for candidates for district or council volunteer positions
2. Provide candidates for consideration of all vacant positions

COMMISSIONER GOALS - Jerry Jester:
1. Hold monthly meetings of the Commissioner Staff at the District level.
2. To have each of our unit’s Centennial Quality Unit Goals set and turned in
on time.
3. To have all of the Commissioner Staff involved with the re-charters for all
units in the District, in order to be assured they are checked and turned in
on time, and to encourage the units to use the on-line re-chartering program
as much as possib
4. To encourage the Commissioner Staff to visit their assigned units once a
month, at some type of activity if at all possible. (Look at your Fieldbook
for guidance.)
5. To encourage the Commissioner Staff to openly discuss problems, at the
monthly Commissioners meeting, that they may be having with their assigned
units.
6. Encourage the Commissioner Staff to perform Quality Unit reviews quarterly
to insure that their units are “on track” to achieve their Centennial
Quality Unit Award.
7. To complete the unit inventories by June 30th and December 20th, 2007.
8. To set up a "Life-Saving Team" of knowledgeable Commissioners to be
available to work along side other Commissioners when they feel they need
someone to help them.
9. To continue to recruit new Commissioners up to and beyond the recommended
1:3 ratio.
10. To have a “mentor” Commissioner to work along side of new Commissioners
in order to help them “learn the ropes,” and guide them in working towards
completing their training awards requirements.
11. Ensure that each new Commissioner receives appropriate training at
Commissioner Basic Training courses and continues their training at
Commissioner College and/or at the University of Scouting in the fall.
12. Review individual Commissioner's progress toward training awards and
submit the necessary applications in a timely manner.
13. Encourage and attend regular district Key Three meetings.
14. To ask the Commissioner Staff to encourage their unit's registered leaders
to attend training necessary for the position they hold if they have not
already done so.
15. To ask the Commissioner Staff to try to keep me informed of any changes in
the Unit Key Three as quickly as possible in order to keep the District's
Unit Key Three Roster current.
16. To try to build up a list of influential individuals, not necessarily
Scouters, in the Crosswinds District area that might be able to help the
District in contacting other individuals with specific areas of business,
political, or professionalism
17. To try to build up a list of potential scouters that we need to start
looking to for the eventual time for replacement of individuals that are
now supporting this District at the District Committee level, Camporee
leaders and staff, Cub-o-ree leaders and staff, District Pinewood Derby,
etc. Too many of us have been the “packhorse” for too many years and we
need to start finding some replacements.
18. Encourage everyone we can to continue to help make this the very best
District in the Occoneechee Council.
19. Have the Commissioner Staff inform unit leaders and their Committee
Membership Chair that in the future, if they ever have to turn a youth
away because they cannot accept anymore youth to do the following: Do not
give them the contact name or information about another unit but instead,
give them information to contact the District Chair of Membership as that
person will have all of the necessary information on all units that are
accepting new youth.
ROUNDTABLE GOALS FOR CUB & BOY SCOUT ROUNDTABLES - ADC Gary Thorn:
Gary was not present at the meetings so no goals were set for his area.
CUB SCOUT ROUNDTABLE COMMISSIONER GOALS - Anne McVeigh:
Anne was not present at the meetings so no goals were set for her area.
BOY SCOUT ROUNDTABLE COMMISSIONER GOALS - Ed Walsh:
1. Improve attendance by units at BS Roundtable by 10%
2. Improve participation by leaders SMs, CCs, ASMs, CMs
3. Provide a useful program in the time allowed (1 Hr/Month)
4. Involve Unit leaders in planning upcoming topics for 2007-2008

TRAINING GOALS - William Highsmith:
1. Promote the benefits of adult leader training and encourage
participation in training opportunities.
2. Establish repeatable training program to ensure long-term success.
3. Utilize resources from other Districts and Councils to maximize
effectiveness.
TRAINING OBJECTIVES:
1. Establish course descriptions for all adult courses on our website.
2. Build clear training paths for all positions in the District.
3. Establish District training inventory.
4. Establish clear procedure for obtaining web-based training records
from Council.
5. Promote the new role of Pack Trainer for all Packs.
6. Promote the role of Unit Committee member for Training in all other
units.
7. Represent the District at Council Human Resource Committee meetings.
8. Establish relationship with all District training representatives in
the Council.
9. Communicate pertinent information to the District Committee and units.
10. Recruit training committee members.
11. Develop information on District Training awards for our website.

CUB SCOUT DAY CAMP - Wake County Day Camp:
1. Assist as best we can with promoting attendance of Crosswinds District
Cub Scouts and assisting the Wake County Cub Day Camp staff.
The Cub Day Camp is now administered by Wake County area Scouters under
the direction of our Council's Staff.

HIGH ADVENTURE (VENTURING) COMMISSIONER GOALS - Bill Fairhurst:
Bill was not at the meeting but he sent these goals in via e-mail.
1. Get an accurate list of the key three of all crews in the district!
Easier said than done. Name, address, phone, email, days you meet,
Adviser, Committee Chair & Charter Rep names.
2. Get all crews involved in Teen Leadership Council
3. Get each of the crews "Powderhorn" and other Trained"
4. Provide 2 or 3 plug in events for crews each year
5. Visit each of you three times a year.
6. See that Council efforts to assist crews and Venturing are successful.
7. Assist each and every Charter organization in being presented with
Venturing as an extension of their youth services.

FINANCE GOALS - Martin Banning:
1. Achieve our FOS Campaign goal of $141,500.00 which is made up of a
$52,000 Major Gifts goal, a Community Gifts goal of $5,500 and a
$84,000 Family Campaign goal.

MEMBERSHIP/RELATIONSHIPS GOALS - Bill Reynolds:
Year Round Friendly Recruiting Is the Main Theme for this year
1. Attain Membership Goals set by our Key-3 for the 2007 Centennial District
Award
2. Recruit more people to help with membership duties such as fall roundup and
new unit starts
3. Help each Pack establish a year round recruiting plan
4. Persist to have 100% participation with Fall RTCS
5. Identify other churches (including non-denominational) to approach for new
units
6. Encourage Units to support new council recruiting initiatives
7. Develop "Early Start" Recruiting effort for March & May
a. (may be linked to some sort of Invite-A-Friend Campaign)
8. Attend 2 – 3 Town Fairs to promote Scouting and Recruiting
a. Apex Peak Fest, Spring Daze, Lazy Daze are examples
b. Have Pack/Troop/Crew Support to run activities and do service projects
c. Enhance relationships with Cary & Apex by providing some sort of service
project
9. Develop 2007 District Membership Plan and Budget by March 15, 2007
10. Make recommendations to council on Wake Service Area Fall RTCS

ACTIVITIES & CIVIC SERVICE GOALS - OPEN POSITION:

WEB DIRECTOR GOALS - Roger Lear:
1. Help the various committees maintain the listings on the web site. Lists of
Committee members, unit key three, unit location lists, etc., need to be
updated at least once a quarter by the Commissioner's Staff, the District
Chairman, DD and Membership areas and once the information is sent to the
Web Site Director, the updates will be made as soon as possible.
2. Continue using password protection on lists that should not be viewed by
just anyone on the site. Find out what levels of protection to use and the
levels of data to be exposed. Investigate taking the password OFF of the Key
3 and Committee list, IF the information would be useful to our Unit and
District Scouters.
3. Continue the District's Yahoo Groups e-mail list server.
a: Continue setting an automatic monthly reminder to be sent to subscribers
three days & one day before the Roundtable to remind them of Roundtables
on third Thursdays (except July & Oct.).
b: Use the Yahoo Groups E-mail list to promote activities of the District.
4. Contnue the District Committee's Yahoo Groups e-mail list server (new in
2005).
a: Continue setting an automatic monthly reminder to be sent to subscribers
three days & one day before the Committee Meetings to remind them of the
first Thursday's meetings (except July).
b: Use the Yahoo Groups E-mail list to promote activities of the Committee.
5. Do a yearly review of all files on the website, eliminating old/outdated
information and site map information.
6. Continue to work with experts to find the best way to present/use our
website, technically and information wise.
