PLEASE read the entire report, concentrating on the area that pertains to your job in our district. Please call our District Chairman with any changes/comments/corrections you may have, especially if you were not at the retreat meeting. Thank You for your help in Scouting. 2000 DAN BEARD DISTRICT COMMITTEE GOALS Page 2 of 9 The following goals were discussed at the Annual Retreat by the attendees listed on the first page of this report. EXECUTIVE GOALS - Bob Ratledge and W.E. Medlin: These goals are for the Chairman, Vice Chairman and DE: 1. Be a Quality District in 2000. 2. Improve communications among committee members by establishing a committee listbot. 3. Have a minimum of 50% of committee members available to assist unit leaders at each Roundtable. 4. Respect the time of the committee members by starting and ending each committee meeting on time. 5. Conduct an interim district goal review at the June 7, 2000 committee meeting at a "pay-for-your-own" informal work dinner. 6. Help recruit qualified individuals to serve in current/projected unfilled committee positions. 7. Achieve 2-deep leadership of all appropriate committee positions. 8. Insure that the appropriate committee members attend a new unit's committee meeting within 2 months after the new unit is formed. 9. Insure that committee members are appropriately trained and recognized for their service (Vice Chairman's responsibility). 10. Provide a copy of the current district calendar to each of our district units via Mall Expo, mailings, Internet and Roundtables. 11. Help strengthen the District Commissioner's staff. 12. Provide a reasonably accurate database of district unit leaders. 13. Support the Venturing program by developing a Venturing break-out session at the district Roundtable. 14. Insure appropriate recurring training, i.e., Youth Protection, Safe Swim Defense, Safety Afloat, etc., is provided on a scheduled basis, such as at Roundtables. 2000 DAN BEARD DISTRICT COMMITTEE GOALS Page 3 of 9 DISTRICT COMMISSIONER GOALS - David Hearne: 1. Recruit and train a new District Commissioner by February. 2. Recruit and train 1 active unit commissioner for every 4 units. 3. Refine the plan enacted in 1999 to improve Roundtable attendance. 4. Assure that all commissioners receive appropriate training. 5. Involve Commissioner Staff in ALL recharters for District Units. 6. Recharter all units on time. 7. Perform Quality Unit reviews for all units rechartering. 8. Complete unit inventories on time for both June and December inventories. 9. Present unit charters to sponsoring institutions within 90 days of receipt from Council. 10. Provide timely Unit Key Three updates to the District Committee. 11. Review individual Commissioner's progress towards training awards. 12. Develop and implement Webelos Leader Roundtable sessions. 2000 DAN BEARD DISTRICT COMMITTEE GOALS Page 4 of 9 CUB SCOUT PROGRAM GOALS - Lisa White: 1. Work with the Roundtable Staff and the Cub Training Chairman to create better communications on changes in the Tiger & Cub Program. 2. Be 2 deep in leadership. 3. Provide better communications to sub-committees and Key 3 members. 4. Add a Health and Safety Chairperson for Cub Scouts. 5. Add a Cub Camporee Chief for Cub Scouts. 6. Help start a Tiger & Webelos Leader breakout session at Roundtable. CUB SCOUT TRAINING GOALS - Kathy Connelly: 1. Hold a Cub Scout BLT Quarterly. 2. Promote CSBLT at the monthly Roundtables. 3. Encourage Cub unit leadership recognition awards. 4. Promote Fast Start training at Roundtable. 5. Hold Fast Start for new Cub Units. 6. Find Replacement and assistant for Cub Training Chairman. CUB SCOUT ADVANCEMENT GOALS - Judy Ward: 1. Using the past monthly reports, keep track of pack advancement and report packs that have no advancement for 2 consecutive months. 2. Create a semi-annual chart that shows Cub advancement numbers and share the two charts with the district committee. 3. Achieve two deep leadership. 4. At 2 Roundtables teach how to fill out the Cub Advancement forms. CUB SCOUT DAY CAMP - Lisa White: 1. Send 2 Scouters per camp week to Camp School in 2000. 2. Hold 2 one week camps in 2000, one in June and one in July making sure that one coincides with the year round schools. 3. Promote Day Camp to Packs at Roundtables and unit Blue and Golds. 4. Ensure CDC attendance is within the capabilities of the support staff and facilities. 5. Ensure two deep leadership. 2000 DAN BEARD DISTRICT COMMITTEE GOALS Page 5 of 9 BOY SCOUT PROGRAM GOALS - Don Schmidt: 1. Maintain routine and open communications among district Boy Scout team members primarily through District Committee meetings, telephone and our listbot service (on the Internet). 2. Increase the use of the district web page and the listbot service to exchange Boy Scout related information. 3. Coordinate and participate with the Boy Scout Roundtable staff. 4. Promote camping, high adventure activities, and OA functions. 5. Establish a Dan Beard District listbot service. BOY SCOUT ADVANCEMENT GOALS - Ed Williams: 1. Track and report unit advancement and report on units not advancing. 2. Keep up with new advancement changes and communicate to district and unit leaders. 3. Publish any advancement related information on the district web page and listbot service. 4. Conduct a training session on advancement requirements and the advancement process at a Roundtable. BOY SCOUT TRAINING GOALS - John Slocumb and Bill Slocumb: 1. Promote adult awards and recognitions related to training. 2. Encourage participation in "train-the-trainer" certification. 3. Provide fast start training for all newly formed Boy Scout Troops. 4. Promote unit leader training by holding an annual fast start training session at Roundtable. 5. Promote participation in district, council and national adult leader Boy Scout training. BOY SCOUT CAMPING GOALS - the Committee for John Cortese: 1. Track the number of troops, the number of youth, and the number of adults, including camporee staff, attending district camporee and summer camps (both in and out-of-council). 2. Make sure all Boy Scout troops have a copy of the OA's "Where to Camp" guide. 3. Continue to improve the annual camping survey and report. 2000 DAN BEARD DISTRICT COMMITTEE GOALS Page 6 of 9 BOY SCOUT PROGRAM GOALS (CONTINUED): BOY SCOUT CAMPOREE GOALS - Jim McGraw: 1. Have adults and boys plan and operate the spring District Boy Scout Camporee. Program and registration information for the camporee will be provided by the 2000 Mall Expo, if not before. 2. Have a good traffic, parking, registration, latrine, and trash plan in place for the camporee attendees. 3. Program and camping arrangements will facilitate second year WEBELOS participation. BOY SCOUT EAGLE BOARD OF REVIEW - Rudy Hines and Steve Stewart: 1. Bring new adults into the Eagle Board of Review process. 2. Provide a sign-up sheet at Roundtable for Eagle Board of Review volunteers. 3. Provide up to date "Life to Eagle Transition" information to troop leaders and conduct training at Roundtable. 4. Publish the Eagle Board of Review meeting schedule in the District Calendar for use by the units and the youth. HIGH ADVENTURE GOALS - Tom Stalker: 1. Conduct aquatic safety and programs for adults, including: A. Safety Afloat program B. Canoe handling and safety for lake activities C. Whitewater canoe handling course 2. Organize a high adventure whitewater/rapelling/biking activity during the summer of 2000, open to Scouts in the Dan Beard District who are 14 years old and older. 3. Maintain a fleet of whitewater canoes and make them available to any of our council's units at a reasonable cost. 4. Continue preparation of a pamphlet on whitewater activities for Scouts and Scouters in North Carolina. 2000 DAN BEARD DISTRICT COMMITTEE GOALS Page 7 of 9 FINANCE GOALS - the Committee for Rodger Skirvin: 1. Help recruit a Finance Chairman. 2. Help recruit an FOS Chairman. 3. Achieve our FOS goal of $70,000.00 ($20,000 Family Campaign; $20,000 Community Campaign; $30,000.00 Major Givers Campaign). ORDER OF THE ARROW - TSUNGANI CHAPTER GOALS - Bob and Ritchie Taylor: 1. Youth leaders to be responsible for and actually run the Chapter. 2. Have at least 50% of youth leaders attend Lodge Officer Training in February. 3. Have elections in 90% of the troops with candidates for O/A by March 31, 2000. 4. 50% of existing Tsugani youth and adult members to Brotherhood by the end of 2000. 5. Participations in service projects; including but not limited to: Scouting for Food; Camporee support; Cub Day Camp support. 6. Have a ceremony team trained and available to perform pre-ordeal ceremonies by May 2000. 7. Have Ceremony team ready to perform Ordeal Ceremony by Sept. 2000. 8. Ceremony Team to compete at Conclave 2001. This will be a challenge as I think we are the Conclave host in 2001. 9. Have election teams trained/rehearsed by 2/15/00. 10. Each new Ordeal member to participate in an area of chapter function of their interest at the direction of the vice chief of that area. 11. By October of 2000 have at least 50% of the troops have an O/A youth representative. 12. Have O/A Chapter meetings run concurrent with Roundtables to assist youth in being able to get rides to meetings. 13. Obtain advisors for vice chiefs. 14. No later than Sept. 2001 have a member of Tsungani elected to a Lodge Office. 2000 DAN BEARD DISTRICT COMMITTEE GOALS Page 8 of 9 MEMBERSHIP/RELATIONSHIP GOALS - Stan Belyeu: 1. Meet "youth in scouting" and "total units" objectives that represent a moderate district growth (as shown below): Total 1999 2000 ---------------------- ---- ---- Youth in Scouting 2800 2900 Number of Units 80 82 2. Define and begin to implement a "quantum leap" plan to take district membership to a level where there is at least a 20 to 30% year-to-year "youth in scouting" increase. 3. Emphasize quality New Unit starts by "conducting early identification of 5 potential new chartered organizations" and 3 New Units. 4. Work with the Service Function to identify problem units early, offer support to those units and to retain more units than in 1999. 5. Establish a special membership focus on Cub Scouts with special emphasis on Tigers. - Improve the number of new Tigers by 20% over 1999. 6. Conduct well-planned Roundups in the Spring and Fall: - Renovate the Spring Plan to focus only on flyer distribution and "advertising." - Execute a Fall Roundup that is consistent with the overall Council Plan with recognition of the "lessons learned" in the Dan Beard District in 1999. 7. Present a proposal for the use of Venturing in the district set of New Unit initiatives. 8. Implement a Hispanic outreach program with a target of starting one new Hispanic unit having strong partnership connections with an existing unit. 9. Conduct in-depth analysis for each Roundup campaign and establish a consistently increasing set of "lessons learned." - Expand beyond "just paper reports." 10. Develop techniques and tools to expedite communications with unit leaders on membership/relationships topics. - Implement timely web site posting for Roundup execution and planning. 11. Establish mutually beneficial connections to the council Membership and Relationships committees. - Emphasize recruitment-oriented marketing and new chartered organization identification. 12. Enlist earlier commitments of more volunteers for Roundup campaigns. 13. Recruit a district New Unit Organizer. 2000 DAN BEARD DISTRICT COMMITTEE GOALS Page 9 of 9 ACTIVITIES AND CIVIC SERVICE GOALS - Dusty Fletcher: 1. Mall Expo and Pinewood Derby: a. Recruit chairman for 2001 b. Recruit derby chairman for 2001 c. Promote expo through various media (e-mail, US mail, listbot) 2. Hold a Scout Exchange event 3. Scouting for Food: a. Increase unit participation in collections b. Solicit corporate sponsorship to help with promotion & recognition c. Promote OA's involvement 4. Duty to God: a. Contact units to maintain list of religious awards earned by Scouts & Scouters in order to offer adequate recognition at the November recognition event 5. Roundtable: a. Create a data base of leaders and make it available to the committee chairman for his distribution b. Promote attendance through mailings to leaders 6. Recognition Event: a. Promote nominations from units to increase applications b. Report event in newspaper 7. Promote Scouting on the Air & Scouting on the Internet event to be held in October.
