Medlin Ron Werley Rodger Skirvin District Chairman District Commissioner District Executive 2001 Dan Beard District Planning Retreat Report Page 1 of 9 The Dan Beard District Committee met for their annual planning retreat on January 20, 2001 from 8:00 AM until 3:30 PM at the Becky Medlin Century 21 Real Estate building in Fuquay-Varina, NC. A big THANK YOU to W.E and Becky Medlin for the use of their beautiful facilities and the food and drink, from the Dan Beard District Committee. PLEASE read the entire report, concentrating on the area that pertains to your job in our district. Please call our District Chairman with any changes/comments/corrections you may have, especially if you were not at the retreat meeting. Thank You for your help in Scouting. 2001 DAN BEARD DISTRICT COMMITTEE GOALS Page 2 of 9 The following goals were discussed at the Annual Retreat by the attendees listed on the first page of this report. EXECUTIVE GOALS - W.E. Medlin, Chairman and Stan Belyeu, Vice-Chairman 1. Be a Quality District in 2001 2. Have 50% of committee members available to assist unit leaders at each Roundtable. 3. Help recruit qualified, aggressive, individuals to serve in committee positions. 4. Insure that committee members are trained and recognized for their accomplishments. (Vice Chairman) 5. Insure committee plans are appropriate and executed on schedule, problems are solved, priorities are set and assignments are given as necessary. 6. Make sure that the appropriate committee members attend a new unit's committee meeting within 2 months after the unit is formed. 7. Provide a copy of the district calendar to each of the district's units by mailings, Internet and roundtable. (1 month after the retreat.) 8. Promote fellowship and build teamwork amoung the committee members. 9. Actively represent the district on the Council Executive Committee. (Want both the Chairman and Vice Chairman to attend, if possible.) 10. Insure that committee people are active on their corresponding Council committee, so that they can report to the district committee any information they feel is important to the committee. 11. Provide an accurate database of the district's unit leaders. 12. Make sure that the camping program and Council Camps are supported more actively. 13. Insure that appropriate recurring training is provided on a scheduled basis at roundtable; such as Youth protection, safe swim, safety afloat and etc.. 14. Conduct a district review of the 2001 goals at the June 6, 2001 committee meeting, at a pay for your own informal dinner to be held at a place to be decided on at a later date. 15. Make sure the council and district calendar are on the web site. 16. Insure that each unit committee knows that the district is available for training of their committee if needed. (Post on web site) 2001 DAN BEARD DISTRICT COMMITTEE GOALS Page 3 of 9 DISTRICT COMMISSIONER GOALS - Ron Werley: 1. Recharter all units on time. 2. Perform Quality Unit reviews for all rechartering units. 3. Involve Commissioner Staff in all recharters for District Units. 4. Present unit charters to sponsoring institutions within 90 days of receipt from Council. 5. Complete unit inventories on time for both June and December. 6. Recruit and train 1 active unit commissioner for every 3 1/2 units. 7. Recruit and train an ADC Roundtable Commissioner and a Cub Roundtable Commissioner. 8. Develop and implement Webelos Leader Roundtable sessions. 9. Assure that all Commissioners receive appropriate training. 10. Increase attendance at Commissioner's College. 11. Review individual Commissioner's progress towards their training awards. 12. Provide timely Unit Key 3 updates to the District Committee. CUB SCOUT PROGRAM GOALS - Linda Boggs: 1. Work with the Roundtable Staff and the Cub Training Chairman to help provide better service to the unit leaders and staff. 2. Make sure that everyone understands and participates in 2 deep leadership on all Cub Scout events. 3. To keep the sub-committees informed on the District Committees requests, comments and suggestions and to do the same from the District Committee to the sub-committees. 4. Recruit an assistant Cub Family Campout Chief that will take over as the Cub Family Campout Chief in 2002. 5. Assist in recruiting a Cub Scout Roundtable Commissioner. 2001 DAN BEARD DISTRICT COMMITTEE GOALS Page 4 of 9 CUB SCOUT PROGRAM GOALS (Continued): CUB SCOUT TRAINING GOALS - Gary Thorn: 1. Hold a Cub Scout BLT Quarterly. 2. Promote Cub Scout BLT at Roundtable. 3. Encourage Cub unit leadership recognition awards. 4. Promote Fast Start training at Roundtable. 5. Recruit 4 or 5 trainers for the Cub Scout Training Committee. 6. Attend Council Training Committee meetings and communicate information from those meetings to the District Committee. 7. Create a one page summary of Cub Training resources. CUB SCOUT FAMILY CAMPOUT - Jenny Elwell: 1. Insure an organized registration process in 2001. 2. Have a camping experience that the family and the Cub Scout will enjoy. 3. Increase the number of families and Cub Scouts that attend. 4. Get more Cubs involved in making theme campsites and outfits at the Cub Scout Family Campout. 5. Visit Packs, Pack meetings and Blue & Gold's to advertise the campout. 6. Actively recruit Den Leaders to help with the campout programs. CUB SCOUT ADVANCEMENT GOALS - Judy Ward: 1. Using the past monthly reports, keep track of pack advancement. 2. Create a semi-annual chart that shows Cub advancement numbers and share the two charts with the district committee. 3. Achieve two deep leadership. 4. At 2 Roundtables teach how to fill out the Cub Scout Advancement forms. 2001 DAN BEARD DISTRICT COMMITTEE GOALS Page 5 of 9 CUB SCOUT PROGRAM GOALS (Continued): CUB SCOUT DAY CAMP - Linda Boggs and the Cub Scout Committees: 1. Send 2 leaders per Day Camp week to camp school in 2001. 2. Hold 2 one week camps in 2001 and 2002 on the last week of June and the first week in July, so that the year round school students can attend Cub Day Camp. 3. Promote Day Camp at all Cub Scout events, Roundtables, Blue and Gold's, Pack meetings, etc.. 4. Make sure we have 2 deep leadership at all times. 5. Ensure that our Cub Day Camp is open to any Cub, no matter what his needs are, whether it is physical limitations or monetary problems. 6. Insure that the Scouts and leaders enjoy the Cub Day Camp experience. BOY SCOUT PROGRAM GOALS - Jim McSherry (Goals set by the Committee): 1. Maintain routine and open communications among district Boy Scout team members primarily through District Committee meetings, telephone calls, mailings, and the Internet via e-mail or our District's e-mail Listserver at http:\\danbeard@listbot.com or our Web Page at http:\\www.bsa.net\occo\danbeard. 2. Increase the use of the district web page and the listbot service to exchange Boy Scout related information. 3. Coordinate and participate with the Boy Scout Roundtable staff. 4. Promote camping, high adventure activities, and OA functions. 5. Establish a Dan Beard District listbot service. BOY SCOUT ADVANCEMENT GOALS - Ed Williams: 1. Track and report unit advancement based on the available data. Use the data to report on units not advancing to the Unit Commissioners for their action. 2. Keep current on the latest BSA National changes in advancement and communicate this to the units in the best possible manner via Roundtables, the District Web Page, Listbot or e-mail. 3. Conduct training at least twice a year on the proper advancement process, especially as it relates to the Eagle Award. 4. Work with Activities and Civic Service and Cub Scout Advancement to recruit an Adult Recognition Committee. 5. Actively publicize the need for nominations for adult recognition for the DLC, the Award of Merit and the Silver Beaver Award. 2001 DAN BEARD DISTRICT COMMITTEE GOALS Page 6 of 9 BOY SCOUT PROGRAM GOALS (Continued): BOY SCOUT TRAINING GOALS - John Slocumb and Bill Slocumb: 1. Promote adult awards and recognitions related to training. 2. Encourage participation in "train-the-trainer" certification. 3. Provide fast start training for all Boy Scout Troops as needed. 4. Promote unit leader training by holding an annual fast start training session at Roundtable. 5. Promote participation in district, council and national adult leader Boy Scout training. BOY SCOUT CAMPING GOALS - By the Committee (no Camping Chairman): 1. Track the number of troops, the number of youth, and the number of adults, including camporee staff, attending district camporee and summer camps (both in and out-of-council). 2. Make sure all Boy Scout troops have a copy of the OA's "Where to Camp" guide. 3. Continue to improve the annual camping survey and report. BOY SCOUT CAMPOREE GOALS - Ed Walsh: 1. Have adults and boys plan and operate the spring District Boy Scout Camporee. Program and registration information for the camporee will be provided by the 2001 Mall Expo, if not before. 2. Have a good traffic, parking, registration, latrine, and trash plan in place for the camporee attendees. 3. Program and camping arrangements will facilitate second year WEBELOS participation. 4. Provide a draft of a planning process for the 2002 Camporee Chief and a proposed theme for the 2002 Camporee. BOY SCOUT EAGLE BOARD OF REVIEW - Rudy Hines and Warren Dunshee: 1. Bring new adults into the Eagle Board of Review process. 2. Provide a sign-up sheet at Roundtable for Eagle Board of Review volunteers. 3. Provide up to date "Life to Eagle Transition" information to troop leaders and conduct training at Roundtable. 4. Publish the Eagle Board of Review meeting schedule in the District Calendar for use by the units and the youth. 2001 DAN BEARD DISTRICT COMMITTEE GOALS Page 7 of 9 HIGH ADVENTURE GOALS - Tom Stalker & Steve Stewart: 1. Hold Spring Venturing Day in April for Venturing Units in the District and the Council. 2. At a Roundtable conduct a Safety Afloat and Safe Swim training session for unit leaders. 3. Make Venturing more prominent in the District. 4. Conduct aquatic safety and programs for adults, including: A. Canoe handling and safety for lake activities B. Whitewater canoe handling course FINANCE GOALS - Rodger Skirvin: 1. Help recruit a Finance Chairman. 2. Help recruit an FOS Chairman. 3. Achieve our FOS goal of $70,000.00. ORDER OF THE ARROW - TSUNGANI CHAPTER GOALS - Bob Taylor: 1. Complete Shelter for Camp Site #4 2. Formalize a ceremony team to support Cub Scout bridging ceremonies. (We have just begun in this area.) 3. Have at least 40% of eligible Ordeal members make the Brotherhood conversion. 4. Offer O/A elections to all Troops in Dan Beard District and complete those elections by 3/15/2001. 5. Document service hours contributed by the O/A Chapter. 6. Participate in Scouting for Food. 7. Participate in Cub Day Camp. 8. Have at least one member of the Chapter run for Lodge office. 9. Enter Lodge competition for the Roth Award (Recognition for service). 2001 DAN BEARD DISTRICT COMMITTEE GOALS Page 8 of 9 MEMBERSHIP/RELATIONSHIP GOALS - Marvin Tharp: Committee members: Rhonda Chesson, Jeff Miller Our goals for 2001 are: 1. Promote the fun and learning opportunities of scouting to families in the Dan Beard area. 2. Identify and recruit charter organizations for new units. 3. Assist the Commissioner Staff and District Executive in developing plans to help strengthen and retain units that are having problems. 4. Explore ways to balance the recruitment and promotion of established units in the non-growth areas of the District with the needs of our newer units. New unit promotion and growth should not take place at the expense of existing units. 5. Explore ways to promote the growth of Venturing units within the District. 6. Continue efforts to improve communications on membership and relationship matters with unit leaders, the Council and other tri-district membership committees. Our objectives for 2001 are: 1. Increase youth membership and unit enrollments by a minimum of 2% over 2000 results. 2000 Actual 2001 Target Youth in scouting 2929 3000 Number of units 85 87 2. To achieve a net growth of 2 units, identify 7 potential new chartered organizations with the objective of starting 6 new units. 3. Conduct well planned and executed spring and fall roundups: a. In the Spring focus on Tiger (kindergarten) and boy scout (5th grader) awareness. b. In the Fall focus on youth recruitment at all grade and age levels and placement in units. c. Develop new methods of gathering unit membership needs and communicating available units to new scouts. d. Develop a new scout referral tool or method that can be used to assist new or transferring scouts in finding available spots in existing, as well as new units. e. Conduct post-roundup assessments and develop recommendations for improvements. 2001 DAN BEARD DISTRICT COMMITTEE GOALS Page 9 of 9 ACTIVITIES & CIVIC SERVICE GOALS - Dusty Fletcher: 1. Mall Expo and Pinewood Derby a. Recruit Chairman for 2002 and have him/her recruit a 2003 Chairman b. Recruit Derby Chairman for 2002 and have him/her recruit a 2003 Chairman c. Increase promotion of expo through various media (e-mail, US mail, news sources) 2. Hold a Scout Exchange Event (if district wants to do so) a. Obtain lists of separated Scouts within district from Council 3. Scouting for Food a. Approach & recruit OA to handle this Good Turn as their annual service project for a 2-year commitment b. Assist OA in soliciting local sponsorship to help with promotion & recognition 4. Duty to God a. Serve as a resource to encourage growth of religious recognition in units b. Distribute BSA materials regarding religious program recognition available to every unit leader (Scoutmaster, Cubmaster, or Advisor) c. Maintain list of religious awards recipients d. Offer District recognition annually in November for religious awards recipients 5. Roundtable a. Update data base of leaders for committee chairman's use b. Promote attendance through mailings/e-mail at least four times annually, including August, November, February 6. Recognition a. Increase leadership nominations through increased promotion and awareness b. Report event in area newspapers 7.
