Medlin Ron Werley Rodger Skirvin District Chairman District Commissioner District Executive 2002 Dan Beard District Planning Retreat Report Page 1 of 10 The Dan Beard District Committee met for their annual planning retreat on January 18, 2002 from 7:00 PM until 10:00 PM and on January 19, 2002 from 8:00 AM until 3:00 PM at the Becky Medlin Century 21 Real Estate building in Fuquay-Varina, NC. A big THANK YOU to W.E and Becky Medlin for the use of their beautiful facilities and the food and drink, from the Dan Beard District Committee. PLEASE read the entire report, concentrating on the area that pertains to your job in our district. Please e-mail Roger Lear and copy W.E. Medlin with any changes/comments/corrections you may have, especially if you were not at the retreat meeting. Thank You for your help in Scouting. 2002 DAN BEARD DISTRICT COMMITTEE GOALS Page 2 of 10 The following goals were discussed at the Annual Retreat by the attendees listed on the first page of this report. EXECUTIVE GOALS - W.E. Medlin, Chairman and Stan Belyeu, Vice-Chairman 1. Be a Quality District in 2002 2. Have 50% of committee members available to assist unit leaders at each Roundtable. 3. Help recruit qualified, aggressive individuals to serve in committee positions. 4. Insure that committee members are trained and recognized for their accomplishments. (Vice Chairman) 5. Insure committee plans are appropriate and executed on schedule, problems are solved, priorities are set and assignments are given as necessary. 6. Make sure that the appropriate committee members attend a new unit's committee meeting within 2 months after the unit is formed. 7. Provide a copy of the district calendar to each of the district's units by mailings, Internet and Roundtable. (1 month after the retreat.) 8. Promote fellowship and build teamwork among the committee members. 9. Actively represent the district on the Council Executive Committee. (Want both the Chairman and Vice Chairman to attend, if possible.) 10. Insure that committee people are active on their corresponding Council committee, so that they can report to the district committee any information they feel is important to the committee. 11. Provide an accurate database of the district's unit leaders. 12. Make sure that the camping program and Council Camps are supported more actively. 13. Insure that appropriate recurring training is provided on a scheduled basis at Roundtable; such as youth protection, safe swim, safety afloat and etc.. 14. Conduct a district review of the 2002 goals at the June 5, 2002 committee meeting, at a pay for your own informal dinner to be held at a place to be decided on at a later date. 15. Make sure the council and district calendar are on the web site(s). 16. Insure that each unit committee knows that the district is available for training of their committee if needed. (Post on web site) 2002 DAN BEARD DISTRICT COMMITTEE GOALS Page 3 of 10 DISTRICT COMMISSIONER GOALS - Ron Werley: 1. Recharter all units on time. 2. Perform Quality Unit reviews for all rechartering units. 3. Involve Commissioner Staff in all recharters for District Units. 4. Present unit charters to sponsoring institutions within 90 days of receipt from Council. 5. Complete unit inventories on time for both June and December. 6. Recruit and train 1 active unit commissioner for every 3 units. 7. Recruit and train a replacement for the Roundtable Boy Scout Commissioner. 8. Develop and implement Webelos Leader Roundtable sessions. 9. Insure that all Commissioners receive appropriate training. 10. Increase attendance at Commissioner's College. 11. Review individual Commissioner's progress towards their training awards. 12. Provide timely Unit Key 3 updates to the District Committee. ASSISTANT DISTRICT COMMISSIONER - ROUNDTABLE - Gary Thorn: 1. Continue to investigate incentives to increase Roundtable attendance. 2. Track and make available to the District Committee a listing of the Roundtable attendees. 3. Publish Roundtable program monthly subjects for Scouting units. DISTRICT COMMISSIONER - CUB ROUNDTABLE - Jenny Elwell: 1. Continue to increase attendance at Roundtables. 2. Offer break-out sessions for Cubmasters, Pack Committees, Cub leaders and Webelos leaders. 3. Get information out to the units so they are aware of the theme/topic that will be discussed at Roundtable. 4. Send out a survey to the units to find out what programs they would like to see at Roundtables. 2002 DAN BEARD DISTRICT COMMITTEE GOALS Page 4 of 10 DISTRICT CAMPING GOALS - John Slocumb: 1. Encourage leaders of Cub Scout Packs, Boy Scout Troops and Crews and Teams to make the outdoor program an enjoyable and meaningful part of the Scouting Program by the following: A. Roundtable discussions on camping opportunities. B. Promoting the Summer Camp program. C. Promoting a High Adventure program. D. Make Cub Scout Packs more aware of the BSA Family Camping program. 2. Encourage the OA to continue the development of a "Where To Go Camping" guide, with the guide being made available for distribution to the Scouting units of our district. 3. Promote unit participation in council camping opportunities through the cooperation of Unit Commissioners and unit leaders. 4. Promote the use of camperships for members with financial needs. 5. Track the number of units, Scouts and Scouters attending a district or council sponsored camping activity, including Summer Camp. 6. Continue to provide an annual camping survey and report for our district. CUB SCOUT PROGRAM GOALS - Linda Boggs: 1. Work with the Roundtable Staff and the Cub Training Chairman to help provide better service to the unit leaders and staff. 2. Make sure that everyone understands and participates in 2 deep leadership on all Cub Scout events. 3. To keep the sub-committees informed on the District Committees requests, comments and suggestions and to do the same from the sub-committees to the District Committee. 4. Recruit an assistant Cub Family Campout Chief that will take over as the Cub Family Campout Chief in 2003. 5. Assist in recruiting a Cub Scout Roundtable Commissioner. 6. Find new ways to bring more boys and leaders into Cub Scouting. 7. Increase the number of boys that continue from Webelos to Boy Scouts by developing plans with the appropriate District Committee program areas. 8. Train a replacement for the Cub Program Chairperson for 2003-2004. 9. Examine developing a sports team program for Cub and Webelos Scouts. 10. Encourage Cub Scouts to wear uniforms on Scouting Anniversary Day. 2002 DAN BEARD DISTRICT COMMITTEE GOALS Page 5 of 10 CUB SCOUT TRAINING GOALS - Laura Wester: 1. Make available a Cub Scout New Leader Essentials training quarterly; Make Cub Leader Specific training available quarterly; Make Cub Basic Leader Outdoor Orientation training available 2 times per year; all of these working with the Tri-District training teams. 2. Promote Cub Scout training at Roundtables. 3. Encourage Cub unit leadership recognition awards. 4. Promote Fast Start Cub Leader training at Roundtables. 5. Recruit 3 or 4 trainers for the Cub Scout Training Committee. 6. Attend Council Training Committee meetings and communicate information from those meetings to the District Committee and to the district's units, via the e-mail list server. 7. Distribute a one page welcome to Cub Scouting letter, with a summary of Cub Training resources for new leaders. 8. Update adult training records. CUB SCOUT ADVANCEMENT GOALS - Pam Sen: 1. Track and report monthly pack advancement. 2. Contact the person responsible for advancement in each pack to offer assistance and information. 3. Investigate changes in advancement rules and provide this information to the packs. 4. Provide information to the pack advancement chairpersons on the most efficient method for completing advancement forms. CUB SCOUT FAMILY CAMPOUT - Jenny Elwell for Randy Ellis: 1. Insure an organized registration process in 2002. 2. Have a camping experience that the family and the Cub Scout will enjoy. 3. Increase the number of families and Cub Scouts that attend. 4. Get more Cubs involved in making theme camp sites and outfits at the Cub Scout Family Campout. 5. Visit Packs, Pack meetings and Blue & Gold's to advertise the campout. 6. Actively recruit Den Leaders to help with the campout programs. 7. Increase the number of Boy Scouts and Crew members helping on the campout to earn service hours. 2002 DAN BEARD DISTRICT COMMITTEE GOALS Page 6 of 10 CUB SCOUT DAY CAMP - Linda Boggs and the Cub Scout Committees: 1. Send 2 leaders per Day Camp week to camp school in 2002. 2. Hold 2 one week camps in 2002 and 2003 on the last week of June and the first week in July, so that the year round school students can attend Cub Day Camp. 3. Promote Day Camp at all Cub Scout events, Roundtables, Blue and Gold's, Pack meetings, etc.. 4. Make sure we have 2 deep leadership at all times. 5. Ensure that our Cub Day Camp is open to any Cub, no matter what his needs are, whether it is physical limitations or monetary problems. 6. Insure that the Scouts and leaders enjoy the Cub Day Camp experience. 7. Increase the number of Cub Scouts and leaders participating. 8. Have more than 1 leader trained for each leadership position. 9. Implement a new Tiger Cub program at Cub Day Camp. 10. Train a Director for Cub Day Camp for the 2003-2004 Scouting year. BOY SCOUT PROGRAM GOALS - Ed Walsh: 1. Improve communications among District Committee Boy Scout team members. 2. Increase the use of the district web page and the e-mail list server to exchange Boy Scout related information. 3. Coordinate and participate with the Boy Scout Roundtable staff. 4. Promote camping, high adventure activities, and OA functions. 5. Attend council Boy Scout Program meetings. BOY SCOUT ADVANCEMENT GOALS - Ed Williams: 1. Track and report unit advancement based on the available data. Use the data to report on units not advancing to the Unit Commissioners for their action. 2. Keep current on the latest BSA National changes in advancement and communicate this to the units in the best possible manner via Roundtables, the District Web Page, our e-mail list server or e-mail. 3. Conduct training at least twice a year on the proper advancement process, especially as it relates to the Eagle Award. 4. Work with Activities and Civic Service and Cub Scout Advancement to recruit an Adult Recognition Committee. 5. Actively publicize the need for nominations for adult recognition for the DLC, the Award of Merit and the Silver Beaver Award. 2002 DAN BEARD DISTRICT COMMITTEE GOALS Page 7 of 10 BOY SCOUT TRAINING GOALS - Susan Long: 1. Continue to promote adult awards and recognitions. 2. Encourage participation in Trainer Development Conference and work toward setting up TDC on a Tri-District level. 3. Clarify the need for Fast Start training for Boy Scout troops and offer as needed, as well as annually at Roundtable (May & September). 4. Promote participation in district, council and national Boy Scout training. Concentrate on setting up a schedule for a new training syllabus on a Tri-District level beginning in the fall of 2002 (to include New Leader Essentials, Boy Scout Leader Specific training and Outdoor Leadership Skills). 5. Provide Troop Committee training in the spring of 2002 in conjunction with Chartered Organization Representative training. Set date for other Boy Scout Leader Specific training for the spring of 2002 (not including Outdoor Leadership Skills). 6. Send each troop in the district a copy of the Adult Training Record form from the council web site and give instructions for committees to update training records for the council records. 7. Recruit a replacement for the Boy Scout Training Chairperson. BOY SCOUT CAMPOREE GOALS - Ron Werley: 1. Have adults and boys plan and operate the spring District Boy Scout Camporee. Program and registration information for the Camporee will be provided on the Camporee web site. 2. Have a good traffic, parking, registration, latrine, and trash plan in place for the Camporee attendees. 3. Program and camping arrangements will facilitate second year Webelos participation. 4. Provide a draft of a planning process for the 2003 Camporee Chief and a proposed theme for the 2003 Camporee. BOY SCOUT EAGLE BOARD OF REVIEW - Ed Williams for Allen and Dunshee: 1. Bring new adults into the Eagle Board of Review process. 2. Provide a sign-up sheet at Roundtable for Eagle Board volunteers. 3. Provide up to date "Life to Eagle Transition" information to troop leaders and conduct training at Roundtable. 4. Publish the Eagle Board of Review meeting schedule in the District Calendar for use by the units and the youth. 5. Provide the reports on the Eagle Boards, along with the new Eagle's addresses, to the Activities and Civic Service Chairperson for use at the annual District Recognition Event and to the district web master. 2002 DAN BEARD DISTRICT COMMITTEE GOALS Page 8 of 10 HIGH ADVENTURE GOALS - Tom Stalker & Steve Stewart: 1. At a Roundtable offer Safety Afloat and Safe Swim Defense for adult leaders. 2. Conduct a canoe handling course and a whitewater kayaking course during the year. 3. Promote the following courses to our district units: A. Tower Operator Certification - May 3-4, 2002 at Camp Durant. B. Natural Rock Climbing - March 8-10, 2002 at Pilot Mountain. C. Cope Staff Training - April 6 and September 7, 2002 at Camp Durant. 4. Offer Venture Leader Specific Training during the year. FINANCE GOALS - Rodger Skirvin: 1. Achieve our FOS goal of $77,000.00. ORDER OF THE ARROW - TSUNGANI CHAPTER GOALS - Tom Doligalski: 1. Implement new Chapter Brotherhood conversion process and have at least 30% of eligible Ordeal members make the conversion. 2. Offer O/A elections to all Troops in Dan Beard District and complete these elections by 3/15/2002. 3. Document Chapter service hours. 4. Participate in Scouting for Food. 5. Produce a Tsungani Chapter newsletter. 6. Conduct at least one ceremony for each Lodge overnight event. 7. Identify, recruit, and fill all Chapter leadership positions. MEMBERSHIP/RELATIONSHIPS GOALS - Marvin Tharp: Our goals for 2002 are: 1. Fix the recruitment problem. 2. Reach the Quality District Membership requirements. 3. Establish the program content in the Relationships area. 4. Recruit additional Membership/Relationships committee members. 2002 DAN BEARD DISTRICT COMMITTEE GOALS Page 9 of 10 MEMBERSHIP/RELATIONSHIPS GOALS (Continued): Our objectives for 2002 are: 1. Increase membership in each program area by a minimum of 2%: A. Cubs - 1790 (3%) B. Soy Scouts - 1126 (2%) C. Venture Scouts - 105 (2%) 2. Increase the number of units in our district by 2. 3. Expand Roundup to include charter schools, home schools, non-public traditional schools and day care centers. 4. Conduct one non-Roundup recruiting event. 5. Publish a comprehensive district unit directory: A. Unit listing by program area. B. Charter Organization name and contact information. C. Key-three leader names and contact information. D. Unit meeting information (dates, times and locations) E. Unit web site. 6. Conduct a training class for Chartered Organization Representatives. 7. Create and publish presentations and scripts on the religious emblems program. 8. Create a traveling display on the religious emblems program. ACTIVITIES & CIVIC SERVICE GOALS - Dusty Fletcher: 1. District Pinewood Derby: A. Recruit Chairman & Assistant Chairman for 2003 by July, 2002. B. Ensure derby chairman promotes event at Roundtables in August, November, January, February and through other media (our e-mail list server and local newspapers). C. Ensure derby chairman submits rules to district web master to be included on our web site. 2. District Mall Expo / Scouting Skills Event: A. Recruit chairman for 2003 Mall Expo -OR- B. Work with Chairmen of Boy Scout Program, Cub Scout Program and Membership areas to hold a district/tri-district Scouting Skills Event. C. Ensure event is well-promoted within the District and through local media. D. Hold a Scout Uniform Exchange Event: A. Ensure event chairman promotes event through our e-mail list server, poster at Council office, and to each unit; ask for media coverage. B. Ensure event information is submitted to district web master to be included on our web site. 4. Scouting for Food: A. Evaluate 2002's event youth incentive offered (patch for collecting 50 pounds); consider offering this again in 2003. B. Maintain contact with agencies in need of our help; keep a list of specific food items needed. C. Work with OA to coordinate collection sites, provide manpower at each collection site. D. Submit event information to district web master to be included on our web site. 5. Duty to God: A. Offer Duty to God program to area leaders (to be held at Council Pow Wow). B. Distribute BSA materials regarding religious program recognition to every unit. C. Maintain list of religious awards recipients. D. Offer District recognition annually in November for religious awards recipients. 6. Recognition: A. Promote nomination of leaders for Awards of Merit and Distinguished Leadership Citations through unit awareness and information available through our district web site. B. Recruit an M.C. for our annual district Recognition Event. C. Publicize the event through local media. WEB DIRECTOR GOALS - Roger Lear: 1. Recruit a web master for our district web site. 2. Create a place on our web site for our local district forms. 3. Investigate putting the unit key three listing on our web site with e-mail addresses instead of phone numbers and where there is no phone number available, get that person's OK to use a phone number. This list would include the items in the Membership/Relationships objective #5. We could eliminate duplicate web site files & save work. 4. Have PDF forms on our web site converted into PDF forms that can be filled out, printed and mailed or investigate using DOC (Word) forms that can be filled out and e-mailed.
