The Dan Beard District Committee met for their annual planning retreat
on January 17, 2003 from 7:30 PM until 10:00 PM and on January 18, 2003
from 8:30 AM until 5:00 PM at the Becky Medlin Century 21 Real Estate
building in Fuquay-Varina, NC. A big THANK YOU to W.E and Becky Medlin,
from all of the Dan Beard District Committee, for their allowing us to use
their excellent facilities (and the food and drink) for both meetings.

The committee met to critique the past year, discuss and plan what our
District wants to do for 2003 and 2004, and to set the dates for the
district activities that are to be included in the 2003 district calendar.
PLEASE read the entire report, concentrating on the area that pertains
to your job in our district. Please e-mail Roger Lear and copy Susan
Long with any changes/comments/corrections you may have, especially if
you were not at the retreat meeting.
Thank You all for your help in Scouting and making our District a Quality
District in 2003.

The following goals were discussed at the Annual Retreat by the
attendees listed on the first page of this report.
EXECUTIVE GOALS - Susan Long, Chairman and Steve Stewart, Vice-Chairman
1. Be a Quality District in 2003 by promoting growth in membership, units,
finances and all program aspects of the District.
2. Recruit qualified and aggressive individuals to serve on the District
Committee and see that fellowship and teamwork are promoted amoung
committee members. Promote committee members' activitiy on their
corresponding Council committees so that the District receives the best
information possible.
3. Represent the District at all Executive Board meetings and other
Council level meetings as requested and appropriate.
4. Work closely with the Council to see that the District re-alignment for
2004 reflects the needs and desires of the current district membership.
Help recruit qualified district committee members for the new districts
which result from the re-alighment.
5. Oversee that the committee plans are appropriate and executed on
schedule and see that priorities are set and assignments given as
necessary, and work to solve problems in a timely manner.
6. Promote appropriate training and recognition for all District Committee
members.
7. Continue to promote visibility of the District Committee by having
committee members present at Roundtables and available to unit
committees for meetings and training of those committees, as needed
(especially new units within their formative first few months).
8. Continue to see that District Committee meeting minutes are posted on
the web site and that the district calendar is received by all units
(via e-mail or US mail).
9. Promote the camping program district wide and especially promote and
support Council Camps.
10. Continue to see that recurring training is provided at or before
Roundtables (eg., Youth Protection, Health and Safety, Safe Swim/Safety
Afloat, Fast Start training).
11. Conduct a review of 2003 goals at the June 2003 committee meeting at an
informal dinner (place to be decided later). At that time set in
motion the Nominating Committee process for the new district
re-alignment.

DISTRICT COMMISSIONER GOALS - Ron Werley:
1. Recharter all units on time.
2. Perform Quality Unit reviews for all rechartering units.
3. Involve Commissioner Staff in all recharters for District Units.
4. Present unit charters to sponsoring institutions within 90 days of
receipt from Council.
5. Complete unit inventories on time for both June and December.
6. Recruit and train 1 active unit commissioner for every 3 units.
7. Recruit new Unit Commissioners.
8. Develop and implement Webelos Leader Roundtable sessions.
9. Insure that all Commissioners receive appropriate training.
10. Increase attendance at Commissioner's College.
11. Review individual Commissioner's progress towards training awards.
12. Provide timely Unit Key 3 updates to the District Committee.
ASSISTANT DISTRICT COMMISSIONER - ROUNDTABLE - Gary Thorn:
CUB AND BOY SCOUT ROUNDTABLE GOALS:
1. Continue to investigate incentives to increase Roundtable attendance
and insure that one representative per unit for at least 50% of our
units attend Roundtable.
2. Track attendance at Roundtable and make the attendance information
available to the District Committee.
3. Publish a monthly Roundtable agenda/program with the subjects for our
Scouting units and put the agenda/program on the District web site.
4. Communicate with all units via e-mail or US mail.
5. Have training classes, in conjunction with the Roundtables, at least
quarterly (eg., Health and Safety, Safe Swim/Safety Afloat, Leader
Awards, Recognition and Fast Start Training).
6. Induce leaders to subscribe to the District e-mail list server so that
it serves at least one representative from each unit in the district.
7. Provide easier sign-in sheets.
8. Analyze a new location for the Roundtable.

TRAINING GOALS - Marv Tharp:
1. Promote the benefits of adult leader training.
2. Encourage participation in training opportunities.
3. Promote training awards.
3. Participate in tri-district training planning.
4. Add a youth training component to the training program.
TRAINING OBJECTIVES:
1. Recruit training committee members for the new districts.
2. Recruit a Den Chief training chairperson for the district.
3. Recruit a Cub Training chairperson for the district.
4. Have promotional material and course applications on training
opportunities at Roundtable and on the district web site.
5. Conduct a Roundtable session on adult training awards and make that
information available on the web site.
6. Offer New Leader Essentials (NLE) and Leader Specific Basic training:
a: Cub Scouts 3 times a year
b: Boy Scouts 2 times a year
c: Venture Scouts 2 times a year
d: Troop Committee 2 times a year
e: Chartered Organization Rep 1 time a year
7. Offer Introduction to Outdoor Leadership Skills (IOLS) 2 times a year.
8. Offer Cub Basic Leader Outdoor Orientation (BALOO) 2 times a year.
9. Offer Fast Start Training in conjunction with Roundtable 2 times a year
(in May and September).
10. Encourage participation in Trainer Development Conference (TDC).
11. Create a list of trainers for each basic course.
12. Represent the district at Council Human Resource and Tri-district
Training Committee meetings and communicate information from those
meetings to the District Committee and to the district's units.
13. Insure that adult training records are updated at least 2 times a year.

DISTRICT CAMPING GOALS - Chuck Carter:
1. Identify and recruit 3 additional adult Scouters to serve on the
District Camping Committee (Cub and Boy Scouts).
2. Meet as a Committee once a month to address issues and activities
outlined in the Camping Committee Guide (Cub and Boy Scouts).
3. Attend the BSA Camporee and Cub Family Campout and work with the staff
to:
a: Gain greater insight
b: Enhance networking
4. Survey and interview all Troops for the following:
a: Participate in work camps
b: Obtain the best contact person
c: Identify their perspectives on improvements or activities
5. Identify 3 work weekends at campsites for either Cub or Boy Scouts to:
a: Identify activities
b: Develop communication plan with Troops to fill
a: Identify additional incentives
6. Summer Camp - obtain 100% timely participation in the District Camping
Survey and develop an action plan based upon the survey results.
7. Develop a SWOT (strengths, weaknesses, opportunities and threats)
matrix for the camping and plot each unit.
8. Work with Training to expand and incorporate Cub Scout and Boy Scout
Leaders in their outdoor training skills training programs.

DISTRICT NESA GOALS - Gantt Edmiston:
1. Encourage adult Eagles to become involved with our units to counsel
Life Scouts in planning their Eagle projects and their path to Eagle.
2. Encourage adult Eagles to serve on the District Eagle Review Board.
3. Plan to hold an annual Eagle breakfast to promote NESA and to encourage
the adult Eagles to become involved in our District.

CUB SCOUT PROGRAM GOALS - Steve Ennis:
1. Work with the Roundtable Staff and the Cub Training Chairman to
help provide better service to the unit leaders and staff.
2. Keep the sub-committees informed on the District Committees requests,
comments and suggestions and to do the same from the sub-committees to
the District Committee.
3. Recruit a new Cub Family Campout Chief that will take over for 2004.
4. Address the issues of Webelos Transition by developing plans with the
appropriate District Committee program areas.
CUB SCOUT ADVANCEMENT GOALS - Pam Sen:
1. Track and report monthly pack advancement.
2. Work with the Scout office to determine the most efficient methods
for completing and submitting Pack advancement forms. Supply this
information to the Packs in the district by April 30, 2003.

CUB SCOUT DAY CAMP - Steve Ennis:
1. Recruit at least 2 new Scouters to attend Cub Day Camp School in 2003.
2. Work with the Council Staff in securing a new location for Cub Day Camp
2003.
3. Recruit a new Cub Day Camp staff group for 2003 and plan and hold a one
week camp.
4. Promote Cub Day Camp at all Cub Scout events.
5. Ensure that our Cub Day Camp is open to any Cub, no matter what his
needs are, whether it is physical limitations or monetary problems.
6. Make sure we have two deep leadership at all times.
7. Insure our camp meets or exceeds all requirements to gain Camp
Certification during inspection.
8. Insure that Cub Day Camp is an enjoyable experience for Scouts and
leaders participating.
9. Increase the number of Cub Scouts and Den Chiefs participating.
10. Examine the possiblity of implementing a Webelos Overnight Campout as
part of the Cub Day Camp, including Boy Scouts participation with
activities and camping.

BOY SCOUT PROGRAM GOALS - Ed Walsh:
1. Improve communications among District Committee Boy Scout team members.
2. Increase the use of the district web page and the e-mail list server
to exchange Boy Scout related information.
3. Coordinate and participate with the Boy Scout Roundtable staff.
4. Promote camping, high adventure activities, and OA functions.
BOY SCOUT ADVANCEMENT GOALS - Ed Williams:
1. Track and report unit advancement based on the available data.
Use the data to report on units not advancing to the Unit
Commissioners for their action.
2. Keep current on the latest BSA National changes in advancement and
communicate this to the units in the best possible manner via
Roundtables, the District Web Page, our e-mail list server or e-mail.
3. Conduct training at least twice a year on the proper advancement
process, especially as it relates to the Eagle Award.
4. Work with Activities and Civic Service and Cub Scout Advancement to
recruit an Adult Recognition Committee.
5. Actively publicize the need for nominations for adult recognition for
the DLC, the Award of Merit and the Silver Beaver Award.

BOY SCOUT EAGLE BOARD OF REVIEW - Tom Allen and Warren Dunshee:
1. Bring new adults into the Eagle Board of Review process and train
the adults on the roles and responsibilities in the Eagle Boards.
2. Provide a sign-up sheet at Roundtable for Eagle Board volunteers or
have them contact Warren Dunshee (Dunshee@us.ibm.com) or call 362-0741.
3. Provide up to date "Life to Eagle Transition" information to troop
leaders and conduct training at Roundtable.
4. Publish the Eagle Board of Review meeting schedule in the District
Calendar for use by the units and the youth. NOTE: The Eagle Boards
are held the 2nd Wednesday of every month at 7 pm at the Church of
Later Day Saints located at the corner of Cary Parkway & Seabrook Ave.
5. Provide the reports on the Eagle Boards, along with the new Eagle's
addresses, to the Activities and Civic Service Chairperson for use at
the annual District Recognition Event and to the district web master.

HIGH ADVENTURE GOALS - Tom Stalker & Steve Stewart:
1. At a Roundtable offer Safety Afloat and Safe Swim Defense for adult
leaders.
2. Conduct a canoe handling course and a whitewater kayaking course during
the year.
3. Promote the following courses to our district units:
a. Tower Operator Certification
b. Natural Rock Climbing
c. Cope Staff Training

FINANCE GOALS - Rodger Skirvin:
1. Achieve our FOS Family Campaign goal of $46,000.00 and our total FOS
goal of $84,000, an increase over last year of $7,000.
2. Help recruit a new District Popcorn Kernel for the 2003 Popcorn Sale.

ORDER OF THE ARROW - TSUNGANI CHAPTER GOALS - Tom Doligalski:
1. Have at least 30% of eligible Ordeal Members make the Brotherhood
conversion.
2. Offer OA elections to all Troops in Dan Beard District and complete
those elections by 3/15/2003. Identify and put in place a new
Advisor for the Vice Chief of Inductions.
3. Document Chapter service hours and participate in at least one service
project.
4. Run the trading post for District Camporees.
5. Produce a Tsungani Chapter newsletter.
6. Conduct at least one ceremony for each Lodge overnight event. Recruit
at least four new members for the ceremony team.
7. Identify and recruit for all chapter leadership positions. Have at
least 50% of the existing Chaper Vice-Chiefs identify and train an
assistant.
8. Have at least two new Chapter officers attend Lodge Leadership
Development.

MEMBERSHIP/RELATIONSHIPS GOALS - Steve Phillips:
1. Recruit Membership/Relationships committee members.
2. Attend Council Membership/Relationships committee meetings.
3. Coodinate with the District Roundtable staff to promote membership
growth.
4. Promote Year Round Recruiting and Fall Round-up programs.
5. Attend District Committee training for Membership/Relationships.
6. Exceed the Quality District Membership growth requirements.
7. Increase membership in each program area by a minimum of 8%:
a. Cubs - 1901 (8%)
b. Soy Scouts - 1265 (8%)
c. Venture Scouts - 134 (8%)
8. Increase the number of units in our district by 8 for a total of 100
units.

ACTIVITIES & CIVIC SERVICE GOALS - Dusty Fletcher:
1. District Pinewood Derby:
a. Recruit Chairman & Assistant Chairman for 2004.
b. Ensure derby chairman submits rules to district web master to be
included on our web site.
2. District Scouting Skills Public Event:
a. Work with Boy Scout Program, Cub Scout Program and Membership
areas to hold a district/tri-district Scouting Skills Event.
b. Ensure event is well-promoted within the District and through local
media.
c. Submit event information to district web master to be included on
our web site.
3. Hold a Scout Uniform Exchange Event:
a. Ensure event chairman promotes event through our e-mail list server,
poster at Council office, and to each unit; ask for media coverage.
b. Ensure event information is submitted to district web master to be
included on our web site.
4. Scouting for Food:
a. Evaluate 2003's event youth incentive offered (patch for collecting
50 pounds); consider offering this again in 2004.
b. Maintain contact with agencies in need of our help; keep a list of
specific food items needed.
c. Work with OA to coordinate collection sites, provide manpower at
each collection site.
d. Submit event information to district web master to be included on
our web site.
5. Duty to God (in conjunction with the Training Program):
a. Offer Duty to God program to area leaders (to be held at Council
Pow Wow).
b. Distribute BSA materials regarding religious program recognition to
every unit.
c. Maintain list of religious awards recipients.
d. Offer District recognition annually in November for religious awards
recipients.
6. Recognition (in conjunction with all of the other Program Areas):
a. Promote nomination of leaders for Awards of Merit and Distinguished
Leadership Citations through unit awareness and information
available through our district web site.
b. Recruit an M.C. for our annual district Recognition Event.
c. Publicize the event through local media.

WEB DIRECTOR GOALS - Roger Lear:
1. Recruit a web master for our district web site.
2. Investigate a new free web site host for our web site.
3. Investigate putting the unit key three listing on our web site with
e-mail addresses instead of phone numbers and where there is no
e-mail address available, get that person's OK to use a phone number.
Make the web listing available to be changed by key members of the
District Committee, via password.
4. Have PDF forms on our web site converted into PDF forms that can be
filled out, printed and mailed or investigate using DOC (Word) forms
that can be filled out and e-mailed.
5. Have the owner of our YahooGroups e-mail list server set an automatic
monthly reminder to be sent to subscribers 2 days before the Roundtable
to remind them of Roundtables on 3rd Thursdays (except July & Nov).
