Dan Beard District Committee Meeting Minutes
April 5, 2000
Attendees:  Stan Belyeu, Kathy Connelly, John Dilday, Dusty Fletcher,
            Ron Guess, Rudy Hines, W.E. Medlin, Jim McGraw, Don Schmidt,
            John Slocumb, Stephen Stewart, Ron Werley & Lisa White (13)

1. Opening and prayer by Stan Belyeu. W.E. Medlin presiding.

2. Ron Werley has been selected as the new District Commissioner to
   replace David Hearne.

3. Commissioner's Report:  Ron Werley reported; Of 74 units to recharter
   in March, all but four are in.  Pack 205, Pack 208, Pack 307, Troop
   307 are not in.  Troop 205 plans to sign up for the camporee.

4. Jim McGraw - Camporee Chief
   All events are covered and staffed but he would like more Scouters to
   help out.  The fee is $6 per Scout.  Patches & ribbons have been
   ordered.  He has recruited Ed Walsh as the Activity Chief.  Jim
   thanked Richard Connelly for the wound help provided at Roundtable.
   He has high hopes for a fun time.  Help is needed beginning Thursday
   morning at 10 a.m.  A work crew is needed to help set up beginning
   Friday at 7:30 a.m. on #2 Camporee Field.  Staff camping will be at
   the Wood Badge Shelter, near the commissary.  W.E. Medlin was asked
   to bring metal signs for camporee use.  Stephan Stewart reported that
   the OA would like to hand out OA news at registration.

5. Boy Scout Advancement - Ed Williams - No report.

6. Boy Scout Program - Kathy Connellly reported on Junior Leader
   Training scheduled for July 23-29.  JLT Staff will be meeting Sunday,
   April 9 to stuff envelopes with registration forms.  Applications
   will be sent to Scoutmasters, District Training Chairmen, Cubmasters
   and Unit Committee Chairmen.  A few more adults are needed on staff.

7. Eagle Board of Review - Rudy Hines: They had a total of 11 reviews in
   March, 6 finals (all approved) and 5 projects (4 were approved).  The
   Board of Review was in a bind because people didn't show up who had
   offered to help.  He needs ten adults on Wednesday, April 12.

8. Boy Scout Training - John Slocumb reported that the SMF crew is a top
   notch one.  Sixty Scouters have signed up with two slots open.  Not
   all staff is TTT trained but more will be soon, but not all.

9. Cub Scout Program - Lisa White:  Basic Leader Training was held March
   6 & 13; many thanks to Lisa, Don Schmidt, Geri Mangum, & Pam Strug.
   There were 41 attendees in all with 38 from the Dan Beard District.
   Next BLT will be May 20; the goal is to have fliers at the April 20
   Round Table.

   PowWow - A brief report on PowWow held Saturday, March 25, at Max
   Abbott Middle School in Fayetteville was given by Dusty Fletcher.
   2001 PowWow will be back in the general Raleigh area, possibly
   Durham.  Shawnee Benane will be the Chief and Dusty Fletcher will be
   the Vice-chief.

10. Advancement - Judy Ward:  Problems continue to arise with the
    incomplete advancement reports being turned into the Council.

11.  Day Camp - About 150 applications have been received, most of those
     for the first week.  There will be a mailing going out to
     year-round schools in the Sequoyah & Impeesa districts.  Three-deep
     leadership is in place.  The plans for the shelter are going before
     the Optimist Board within the next few weeks with the intention of
     construction being the first and second weekends in June.  The
     first weekend will be the digging and pouring of the footings and
     the second weekend the roof will go up.

12. May Cub Scout Camporee - Twelve packs of 38 have registered.  Ten to
    twelve adults are needed to staff & work with parents at the events.
    Contact Gary Wester now if you're able to help.  (Prayers for Alicia
    Lew are requested as she goes in for surgery tomorrow and and during
    her recuperation.)

13. OA - Stephen Stewart reported OA Elections were completed last week.
    Ritchie Taylor reported an excellent attendance at the OA Spring Pow-Wow.
    Plans are underway to build a new shelter at the OA campsite as part of
    Spring Inductions.  They will be getting the supplies donated.  They are
    still determining how many OA folks can help at Cub Day Camp.  He said
    the OA will take care of everything they have been assigned at camporee.

14. Membership Report - Stan Belyeu: (see attached report from Stan).
    John Dilday and Ron Guess from Peace Presbyterian visited the
    Committee to report on their new units at Peace Presbyterian.  Last
    weekend there were 14-16 campers and 6 adults on an outing.  There
    are nine active boys in the pack.  They wished to praise Stan for
    all of his help in getting these units off to a good start.

    John Dilday reported the Council Camping Committee meets the second
    Thursday of each month at Hayes-Barton during the breakout, around 8
    pm.  He would like to invite the Dan Beard Committee rep to attend.

15. Mall Expo & Pinewood Derby - Dusty reported on these two events.
    Many thanks to Dick Fletcher, the Scouters with Pack 218 who so
    generously provided the use of their track and served at the event,
    and the Scouts of Troop 165 who served as registrars and judges.

16. Mentioned:  Tom Stalker and the upcoming May canoe handling courses
    Popcorn kickoff meeting and need for a new district kernel to
    replace Sherri Garrett who has gone on to the Council level;
    Summer Camp; boating area will be relocated & complete by summer
    camp.       Adjourned at 8:47 p.m.

Next District Committee Meeting:  Wednesday, May 3, 2000 at the First
United Methodist Church library at 7:30 pm.

March Accomplishments as reported by Stan Belyeu, Chairman:

* Charters completed for 4 new units:

 Troop 226 -- Apex United Methodist Church
 Pack 224 -- St. Mary Magdalene School, Apex
 Pack 244 -- Peace Presbyterian Church, Cary
 Troop 244 -- Peace Presbyterian Church, Cary

* Conducted the following meetings for new units:

 3 meetings with Institutional Heads
 1 inaugural pack committee meeting
 1 pack meeting
 1 den meeting
 1 organizing committee meeting

* Training: Promoted SMF and CSLBT to new unit leaders. Distributed Fast
  Start Tapes to P244 and T244.  Asked John Slocumb to train the Troop
  Committee for T244. Need other training initiatives for all new units.

* Met with the Rev. Kermit Braswell (District Superintendent for the
  Raleigh District of the United Methodist Church) to discuss
  relationships with several Dan Beard Methodist Churches and the units
  they sponsor.

* Presented a proposal for Fall Roundup to the Professional Staff

* Completed the design and verification of the Cub Scout & the Boy Scout
  Flyers for Fall Roundup.  Submitted master versions of the flyers for
  publication and for Wake County School System review.

* Conducted 3 meetings at Olive Chapel Baptist Church in order to
  strengthen Troop 205's relationship with the church and to reinstate
  Pack 205.

 1. A discussion with the Pastor to secure Olive Chapel's support for a
    Scouting Ministry.  Reviewed the God & Country Award program and the
    Chartered Organization concept.
 2. A relationship building discussion with the Pastor & Scoutmaster.
 3. An organizing committee meeting with the Pastor and 3 church members
    to find Adult Scout leaders within the church, to install a Troop
    Committee, and to reinstate Pack 205.

*       The Basic Organizing Committee Initiatives:
        1.   For the Boy Scout Troop:
           * Form a Troop Committee and Kickoff its operation
           * Find an Assistant Scoutmaster

        2.   For the Cub Scout Pack:
           * Find 1 or 2 key leaders
           * Participate in an Information/Sign-up event on 4/25

        3.   For both the pack and the troop:
           * Contact candidates and recruit new Scouts from within the
             church

* Specific Organizing Committee Actions:
*  Make a list of leader candidates from within the church
*  Conduct 1-on-I visits with those candidates
*  Advertise for Scouts in the church bulletin, newsletter, pulpit, etc.
*  Visit Sunday School classes, especially K, 1st grade and 5th grade
*  Call all K, 1, and 5 parents to invite them to either the 4/25 event
   (for Cub Scouts) or to a troop meeting (for Boy Scouts)
* Promote (within the church) and participate in the 4/25 Cub Scout
  Sign-up event
