Dan Beard District Committee Meeting Minutes
April 1, 1998
Attendees: Kathy Connelly, John Cortese, David Hearne, Roger Lear,
           Jim McSherry, W.E. Medlin, Steve Merritt, Larry Nessly, David Page,
           Bob Ratledge, Don Schmidt, Bill Slocumb, John Slocumb, Judy Ward,
           Ron Werley and Lisa White (16 Scouters).

Opening: Pledge of Allegiance & Invocation - Bob Ratledge
Minutes: March minutes were approved as written.

                         Reports:

Commissioner Service - David Page and David Hearne: 53 out of 68 unit charters
are in (78%).  15 units are still not in and must be in by June or they will
become dropped units.  They need to be notified to get their charters in:
Packs 159, 202, 211, 228, 307, 313, 320, 392 and Troops 159, 201, 204, 211,
228, 393 and Post 200.  If you know the unit leader, mention to them that
the re-charter needs to be turned in as soon as possible.  There were about
22 units that showed up for the re-charter night, which was a good turnout.

Boy Scout Program - Don Schmidt:

Sub-Committees reporting:

Camping - W.E. Medlin: Camping surveys have not been returned from Troops 42,
50, 159, 211, 232, 31, 361, 10, 165, 204, 209, 228, 316, 331, 391, 131, 201,
205, 210, 216, 231, 356, 392 and 393.  W.E. is going to mail them a reminder.
Again, if you know the SM, mention to him that we would like to have the
survey returned as soon as possible.  W.E. went over the list of information
and internet sites that he has found that deal with Scout camps and especially
noted the Catawba Lodge site that has a great deal of camping info listed.

Camporee - Ron Werley: No one signed up to do the church service yet, but they
are working on it.  All Camporee staff members that are eating their meals with
the staff need to pay their $13.00 by the end of the April Roundtable so that
Troop 320 (our Camporee cooks) can buy the food.  Make your checks out (they
are deductible if you are spending Friday and Saturday night with us) to Troop
320 and give them to Ron or Glen Traylor.  The Tshirts have been ordered and
Steve Merritt will arrange for about 25 radios.  The Scout and Cub program are
on track and getting it all together.

Advancement - No Report.

Eagle Review Board - Jim McSherry & Bill Slocumb: March saw 7 projects and 3
final reviews, with one project rejected as it was a Hurricane Fran cleanup and
any Hurricane Fran cleanups CANNOT qualify as an Eagle Project, as per the
Council.  They have 6 projects and 6 finals scheduled for April and they need
some help.  If you do help, please be on time for the review.  They start at
7 pm at the LDS Church on the corner of Seabrook and the Cary Parkway.

Training - John Cortese: SMF has about 90% of the 64 slots filled.  Wood Badge
has a waiting list of 10, but more should be on the waiting list as quite a few
end up falling out.  Larry Nessly reported that the Council JLT staff training
had 14 youth and 4 adults present, almost the entire staff.

Cub Scout Program - Sub-Committees reporting:

Advancement - Judy Ward: No advancement to report.

Training - Kathy Connelly: Pow-Wow had a good showing with about 180 registered
and 38 Den Chiefs (trained by Lisa White and Paul Hyde) and lots of staff
people.  They had no complaints from the attendees about it being held in
Fayetteville.  March Cub BLT had 8 or 9 Dan Beard people in attendance.

High Adventure - No Report.

OA - Larry Nessly: The OA has been contacting units about elections.  Some
units have been asking for the OA Where To Go Camping manual.  Larry will look
into getting some extra copies for those units.

Day Camp - Laura Purcell: (Lisa White reporting) Cub Day Camp still needs
Webelos BB and Archery leaders.  Lisa attended the Cub Day Camp Program School
and will be the Webelos Program Director for Cub Day Camp.  Cub Day Camp flyers
are available.  The theme for Cub Day Camp is Indian Lore.  The next Cub Day
Camp meeting is scheduled for April 20th.

Activities & Civic Service - David Page for Susan Long:  The Mall Expo had 276
youths and 128 adults from 5 Packs, 11 Troops and 1 Post doing displays.
The Pinewood Derby went well with about 63 Tigers, 96 Cubs and 76 Webelos
entering the competition.  Jane Paige and Dusty Fletcher put pictures and an
article in the Cary News.  Pack 10, Kathy and Dick Fletcher have offered to
do it again next year (an offer to good to refuse)!

Health & Safety - Steve Merritt: Steve will have a short H&S meeting at the
Camporee.  Steve needs about 25 copies of the H&S manual as handouts.

Membership - Lisa White: Three new units are on board, Post 391, Post 31 and
Varsity Team 31.  We are up 215 youth from last year and up 103 adults from
last year.  Spring Roundup is concentrating on Boy Scouts during the April 30th
Roundup.  The Cary location is the First UM Church at 7:30 pm on April 30th.

Finance - David Page: Wake Co. has reached about $74,000 of the $145,000 goal.
The Dan Beard Family Campaign is at $15,000 (it's goal), but they still have a
few big units to canvas.  They are working on the FOS community campaign.

Popcorn - Roger Lear for Ed Williams:  The first meeting has been held.  Ed has
made up an information display for the March RT and following RT's on popcorn.
He hopes to get units signed up early and keep them thinking about selling.

New Business: The Cary Elks Lodge has agreed to purchase the Eagle kits for all
of the Dan Beard District Eagles for this year.  Thanks to the Elks.

To keep the Committee Meetings on time, John Slocumb has asked that we set a
time limit on each person's report, so that we finish on time.  Everyone seemed
to be agreeable to try it and see what happens.  So at the next meeting, keep
your reports brief and concise, and delay long discussions until after 9 pm.

If we can get the E-Mail addresses of unit leaders we can send them the minutes
of our meetings so that they know what is going on at the district level.  If
you know the addresses of any unit Key 3 people, give them to Roger Lear.  It
also has the possiblity of saving our Council a lot of postage costs.

Old Business:  David Hearne wants us all to concentrate on getting the Round
Table attendance up for the rest of this year and next year.  Any ideas, give
them to David or bring them to the Committee meeting.

Committee Members of the Month:  Dusty Fletcher and Kathy Connelly for the
work they did on the Mall Expo and W.E. Medlin for the Camping Survey work.

Executive Minute - David Page: The California Supreme Court agreed that the
Boy Scouts can set the requirements on who they allow in Scouting.

Meeting adjourned at 9:15 pm.  Next meeting May 6, 1998 at 7:30 pm.
