March minutes were approved as written.
District Commissioner - David Hearne: We have 1 new unit, Venture Crew 397. The March 23, 1999 re-charter turn in night had only one unit show up. 15 units were re-chartered by 3/30 and more than 50 units showed up at the Scout Office to recharter in the PM on March 31st. This totally swamped the Scout Office. David will present a plan to keep it from happening next year. We have 76 active units; P42, P307 and T307 are dropped units and we have 14 lapsed units - P208/211/228/320/331/361/392 and T211/228/238/261/392/790 and Venture Crew 200. We only have 10 Quality units so far.
Boy Scout Program Reports - Don Schmidt:
Camping - W.E. Medlin: Only 11 surveys have been turned in so far. W.E. will try to catch up with the units not responding at the Spring Camporee.Camporee - Steve Stewart: If you want to help at the Camporee try to get there Friday morning. Susan will need help with the Cub Camporee starting at 5pm on Friday. Only 12 Packs and 15 Troops have pre-registered and we usually have about 40 pre-registered.
Advancement - No report.
Eagle Board - Jim McSherry and Rudy Hines: March was the biggest month we have had since the Eagle Board started operation. They had 11 finals (all approved) and 7 projects (with 3 needing some revision work). For April we have 8 finals and 7 projects so far, so Rudy and Jim need your help again on April 14. If you can help, please call one of them. The Council processed 60 Eagle Applications in March, one of the biggest months ever.
Training - Bill Slocumb, Don Schmidt and John Cortese: Bear Claw had about 50 people in attendance. Bear Claw is being re-organized to teach it at a basic, intermediate and advanced level, with emphasis on how to do the training. The TTT course for June is in limbo and if it does not happen well before July 1, 1999, then the requirement to have TTT to teach a course may become null and void for now. Kathy Connelly still needs a couple more Scouts for the JLT course. If you have a mature Scout that is interested please call Kathy at 779-6784.
Cub Program Reports - Susan Long: Round Table reminder cards are still being sent out by Dusty Fletcher but there are still problems with the Scout Office and postage payments according to Dusty.
Advancement - No report.Order of the Arrow - No report.Training - Kathy Connelly: CSBLT is coming up on May 22 with Keith Cook as the leader. March Cub Leader Pow-Wow had more than 200 in attendance.
Cub Day Camp - Lisa White: Cub Day Camp, both sessions (June 14-18 and July 5-9) will be held at the Optimist Farm on Optimist Farm Road. The budget is in place and Lisa is working on the particulars.
Safety - Steve Merritt: No report.
Membership - John Slocumb for Paul Hyde: We are at 2800 (above last year's figures), but we know we are going to loose alot of double entries when the Scout Office switches to the new computer registration system.
Activities and Civic Service - Dusty Fletcher: Information on the Mall Expo went to the Cary News for inclusion in their Scouting section.
Finance - John Slocumb for David Page: We are at $54,000 ($4K over our goal) and we met the goal ahead of schedule. FOS will now concentrate on the Community and Large Giver Campaigns.
New Business: Bill Slocumb has put a Dan Beard District Web Page up on the NCSU network. The internet address is: http://www4.ncsu.edu/~slocumb/bsa The web page will contain the DCM monthly minutes, the calendars and other pertinent district information. Bill is continuing to try to get a web page up on the bsa net. We will provide that address when it is available.
New Business: The Council is sending copies of our monthly minutes to the Charter Partner Representatives because they are part of our District Committee. The Committee requests that the CPR's contact David Page and tell David if they want to continue to get the minutes by either e-mail or US Mail. The Committee feels that unless the CPR's specifically request a copy of the minutes that we should not spend the $25 postage every month to send them. UNIT LEADERS - Please tell your CPR to contact David if he/she wants to receive the minutes, otherwise they will NOT receive them.
District Committee Members of the Month: Eagle Board of review Chairmen Jim McSherry and Rudy Hines for the great job they are doing and David Hearne for the hard work on getting the re-chartering process in motion.
