1. The Pledge of Allegiance was led by Susan Long. An invocation was given by
Marv Tharp.
2. June minutes were approved as written.
3. Old Business - Susan Long: The Executive Board met on June 26, 2003, and
voted on the redistricting plan. The decision to realign the districts and
to create two new ones within Wake County was approved. Dan Beard District
will be divided into two districts geographically:
District 4: The area south of Interstate 40 and east of U.S. Highway 1,
commonly known as the Garner/Fuquay-Varina/Holly Springs area.
District 5: The area south of Interstate 40 and west of U.S. Highway 1,
commonly known as the Cary/Apex area.
The District Executives have yet to be assigned, although Martin Banning
will remain in one of the districts. There will be a new District
Executive named to the other. Both districts will be overseen by a
Class 6 Field Director.
Questions relating to this change were handled throughout the agenda and
will be discussed at the upcoming Roundtables. The question of
transitional meetings arose and those will be decided as the need may
arise. Roundtables for both districts will continue to meet together
from January 2004 to June 2004. Separate District Committee meetings
should begin in January 2004. Boy Scout Camporees for the two districts
will be held together for the upcoming year and the Cub Scout Camporees
will be held jointly, too, as plans are at present. No list of unit
assignments were handed out as there are a few small changes to be made.
4. Training - Marv Tharp: Marv is recruiting staff for all courses and there
are many opportunities for training nearing.
Saturday, August 16 at Saint Andrew the Apostle Catholic Church. There is
a Boy Scout Leader Specific Training class scheduled to be held from 7:30
a.m. - 4:30 p.m.. The cost is $10.00. New Leader Essentials (NLE) is not
included in this session. The flyer will be available on the district web
site.
Saturday, August 13 - BALOO training has been rescheduled.
Saturday, September 27 at Highland United Methodist Church, Raleigh.
New Leader Essentials, Cub Leader Specific, Boy Scout Leader specific,
Troop Committee and Youth Protection training will be offered. The cost is
$15.00. Flyers for this course should be available the week of August 11
after the Council Human Resources Committee approves the budget. The Course
Director is Carol Liberty.

Last spring Marv had raised the question about units wanting to receive
training for working with their youth who have special needs. B.S.A. does
not offer anything in this area. Carolin Bolles has picked that subject
up and is working on a training plan to include what type of
training/seminars can be compiled to offer. If anyone would like to offer
assistance or resources, please contact Marv.
5. Commissioner's Report - Ron Werley: With the split of the district, rules
have been created for renaming. The same name will not be kept by either
of the new districts. Two new names will need to be chosen, i.e., local
Indian names, place names/geographic names related to the area, nature,
historic scouters, famous americans, etc.. None of the names presently used
in Wake County can be reused (Dan Beard, Impeesa, Sequoyah). Gary Thorn
will ask scouts to submit names and write a small report as to who/what they
recommend. This information wil be sent out via the district E-mail list
server and will be available at Roundtable. An E-mail address will be set
up for Gary to receive entries: namethedistricts@att.net
Scouts will need to include their name, unit number, address, phone and
other requirements. All entries will be considered by the District
Committee. Names will need to be submitted by September 26, 2003, per
Susan Long. The selections from the District naming contest then will be
announced by mid-October.
The Key 3 (District Chairman, District Commissioner, District Executive)
for each district must be decided by September 9. The realignment will
mean that one new district will have 50 units and one new district will
have 48 units. The next few months will involve a huge recruiting endeavor
for unit commissioners.
Roundtable ADC - Gary Thorn E-mailed report: Effective August 14,
Roundtable will be held at Saint Andrew the Apostle Catholic Church, 3008
Old Raleigh Road, Apex. August will feature a cookout beginning at 6 p.m.
for all Scouters. Following will be a training session for Cub Scout
Round Up at 6:45 and Health and Safety Training at 7:15 p.m. All Scout
Leaders are encouraged to attend. Hot dogs and hamburgers for 100 will be
prepared. District Committee members were asked to bring desserts.
Boy Scout Roundtable - Gary Thorn: Commissioner is needed for this
position.
Cub Scout Roundtable - No report.
6. Activities & Civic Service - Dusty Fletcher:
Roundtable - Hamburgers, hot dogs, side dishes will be prepared for August
14's Roundtable Kickoff. District Committee members will provide desserts.
Dinner's at 6:00 p.m. Flyers were mailed out to each unit committee
chairman and scoutmaster/cubmaster/advisor regarding this.
Uniform Sale - The Uniform Sale will be held Saturday, September 6, from 8
a.m. - Noon at the Troop 165 Scout Hut, Macedonia United Methodist Church,
Jones-Franklin Road, Cary (at the intersection of Holly Springs Road, Tryon
Road, Walnut Street, and Jones-Franklin Road). Flyers were mailed out
regarding this sale.
Scout Sunday - Flyers announcing 2004's dates for Scout Sunday and Scout
Shabat/Sabbath dates were mailed out to each unit along with the District
Activities and Civic Service information; along with the dates was
information regarding the religious programs available to BSA members
through P.R.A.Y.
7. Membership - Martin Banning for Steve Phillips: There has been a large
effort put into this season's recruiting. A four-page flyer has been
distributed to magnet elementary schools to be sent home with Cub Scout age
boys. A new color brochure is being delivered this week to the traditional
calendar schools; brochures will be sent home August 11-15 with the first
folder of the school year. This year's theme is a "Race to Scouting" and
each boy who joins will get a really neat tackle box with pinewood derby
car kit, an antenna ball and more when he attends his first pack meeting.
The Council has been working on recorded morning announcements, school
rallies, and open house presentations. A direct mailer similar to the
color brochure will be directed to all boys of Cub Scout age, targeted by
ZIP code. Round-up training will be offered after/during dinner at the
August 14 Roundtable Kickoff at Saint Andrew the Apostle Catholic Church.
8. Finance - Ed Walsh, Susan Long: The FOS Campaign ended at 144% of the goal.
The Council Friends of Scouting (FOS) recruiting meeting for 2003-4 will be
held soon and Susan Long will attend.
Popcorn - Cindy Smith:
*** AREA AND UNIT POPCORN KERNELS PLEASE TAKE NOTE ***
The Dan Beard District Popcorn Kick-off Meeting will be held Tuesday,
September 2, at 7:00 p.m. in the Luther Chapel, Christ the King Lutheran
Church, 600 Walnut Street, Cary (across the intersection from Cary Village
Shopping Center & T.J.Maxx). Each Unit Popcorn Kernel should plan to attend
this meeting to see this year's product lineup and sales program and pick
up the materials for their units popcorn sale.
Show-n-Sell Popcorn will be picked up at Delta Consolidated's warehouse
again this year, and Longistics has again offered us it's warehouse space
for Take Order popcorn distribution in November.
Area Kernels will meet tomorrow night, August 7, to see if this year's goal
of having 50 units has been reached and ones to recruit. Prize brochures
and samples of sales materials will be passed out also. There are few
units signed up for Show-n-Sell to date; Area Kernels will be contacting
units for their participation.
9. Cub Scout Program - Steve Ennis.
Cub Advancement - Pam Sen: No advancement to report.
Day Camp - Steve Ennis: Steve reported two enjoyable weeks of day camp were
held this summer.
Week 1 was held June 16 - 20 at Harrell Youth Center on the N.C. State
Fairgrounds with 150 youth attending. Camp Director was Steve Ennis and
Robin Biegert served as Program Director.
Week 2 Camp Director was Shelia Bullock with Robin Biegert serving as
Program Director. It was attended by 76 youth and was held at the Raleigh
Elks Lodge from June 30 to July 4.
Thirty-four (34) families on the combined weeks camped out on Thursday night
for the Webelos overnighter.
Cub Family Campout - Steve Ennis for Steve Fuller. The Cub Family Campout
is scheduled for April 2-4, 2004 at Camp Bowers. Since Wake County Public
School's traditional schedule shows spring break as April 5-12, they will
see if the event can be rescheduled so as to not conflict with family
vacations. If the date needs to be changed, the committee will take care
of this in September.
10. Membership and Relationships - Martin Banning: There are currently 2522
registered Scouts (133 Venturers, 1152 Boy Scouts, and 1237 Cub Scouts).
We have 96 units (35 Packs, 42 Troops and 19 Crews). In order to make
Quality District for the year, we will have to end the year with 3100
members - and increase of 578 members.
Relationships - Rodger Skirvin for Robbie Spivey: Robbie will be inserting
flyers regarding the religious programs into church bulletins; churches
are being called to see if they would like to have the flyers for their
services.
11. Boy Scout Program - Ed Walsh:
Program - Chuck Carter: No camping report.
(Numbers of attendees at Camp Durant and numbers of scouts who attended
summer camps outside of our council are needed.)
Boy Scout Advancement - Ed Williams: Ed reported that 17 troops showed
advancement in June and July. Troops 253, 307, and 323 have not shown any
advancement in the last six months. Crews 208, 31, 531, and 397 have shown
advancement this quarter.
The Eagle Board of Review for June reported 5 finals, all approved, and
five (5) projects, 3 accepted and 2 rejected. The Eagle Board of Review
for July reported nine (9) finals, all approved, and four (4) projects,
all accepted.
The Council has requested help from the District Committee regarding Eagle
projects. The Council no longer will accept the projects at the office.
They must be turned in to either Tom Allen or Warren Dunshee.
Camporee - Ed Walsh: Ed is temporarily serving as Camporee Chief. Jerry
Jester has offered his service, most likely to help with program. The
Emergency Preparedness theme will be used again and there are three months
of Roundtable programs planned for Early 2004, which will tie into getting
ready for the camporee. Ed will check to make sure the date set for the
event is clear (April 23-25) and check for school schedule conflicts.
This fall's Council Camporee will be held October 17-19 at Fort Bragg's
Normandy Drop Zone. Preliminary information from the Council was mailed
out to all units last week. Registration information will be forthcoming.
12. High Adventure - Stephen Stewart for Mel Nance. No report.
13. LDS - Herb Council. The 531 units are up and running; they should be in
their new facility this fall.
14. Order of the Arrow - Tom Doligalski E-mailed report: Special Lodge
Executive Council meeting is scheduled for Saturday, August 9. At that
time Tom will be told about the plans to realign the Lodge, with chapters
to mirror the new districts; there will be five (5) new chapters.
OA Tsungani Chapter meeting will take place in conjunction with the
August 14 Roundtable meeting. There will be annual chapter elections for
new officers.
The last opportunity for those tapped out at Spring Camporee to go through
the Ordeal is during Fall Fellowship, scheduled for September 19-21 at
Camp Durant. For Ordeal members, if it's been over ten (10) months since
their ordeal, they can seal their membership and achieve Brotherhood status
at the Fall Fellowship.
