Dan Beard District Committee Meeting Minutes
December 18, 2002
Attendees:  Martin Banning, Keith & Robin Biegert, Steve & Kathy Ennis,
            Mary Hampton, Roger Lear, Susan Long, Jim McGraw, W.E. Medlin,
            Rodger Skirvin, Steve Stewart, Marv Tharp, Ron & Nancy Werley,
            and Ed Williams (16)

1. Pledge and Invocation by Marv Tharp.  Introductions by Susan Long of Robin
   Biegert, who is on the Cub Day Camp staff, Steve Ennis, who is our new Cub
   Program Chairman and Mary Hampton, who is helping with Cub Program.

2. November minutes approved.

3. District Commissioner - Ron Werley:  We have over 3,000 youth in our
   district and we have a good chance of being a Quality District this year.
   Next year the cost of BSA registration for adults and youth goes up to $10
   per year.  The person's Social Security number will be required on the forms
   so that National BSA can do a criminal background check on each person
   joining the BSA.  When units pick up their charters Ron will have staff on
   hand to answer any questions they have about the re-chartering process.

4. Boy Scout Program:

   Advancement - Ed Williams: Ed reported that our district had 76 Eagles this
   last year.  December had 10 Eagles approved and Ed reported that 7 Troops
   had advancement in December.

   Training - Marv Tharp:  Marv reported that several Dan Beard leaders had
   attended training in other districts.  The Occoneechee Council web site
   (www.campdurant.com) has a list of the planned adult training schedule for
   this year.  Laura Wester has asked to be replaced as Cub Training Chairlady
   and Marv is looking for her replacement.  A Venturing Leader Specific and a
   Cub Leader Specific training course is in the planning stages to be held
   along with a Boy Scout Leader Specific training course on February 15, 2003.
   New Leader Essentials and Chartered Organization Representative training is
   planned for March 1, 2003 at St. Andrew's Church in Cary. A TDC training
   course is planned to be held on March 8th at Sony-Ericcson, near the RTP.
   March 29, 2003 is the date for the Cub Scout Leader Pow-Wow.  All of these
   courses are still in the planning stages.

5. Cub Program - Steve Ennis:

   Cub Advancement - No report.

   Cub Day Camp - Jenny Elwell and Robin Biegert are helping to plan the camp.

   Cub Family Campout - No report.

6. Finance - Ed Walsh and Rodger Skirvin:  The FOS Campaign is coming together,
   and Ed plans on talking to unit Trailblazers from 6:30 pm - 7:30 pm on our
   December Round Table night.

   Popcorn - Dusty Fletcher: Dusty will get the final figures on the popcorn
   sale later this month.  A Popcorn Evaluation meeting, that unit kernels
   should plan to attend, will be held on January 30, 2003.  Contact the Scout
   Office for the time and location.

7. Camping - W.E. Medlin (Acting):  The Council had conducted a council wide
   camping survey and they will make the figures for our district available to
   us when they are complete.

8. High Adventure - Steve Stewart:  The Winter Fest will be held Jan. 31 - Feb.
   2 in Gatlinburg, TN.  Steve still has some room for attendees.

9. Order of the Arrow - No report.

10. Membership/Relationships - Rodger Skirvin for Steve Phillips:  Our district
    approximate figures for the year end are 1740 Cubs, 1157 Boy Scouts and 119
    Venture Scouts.  We need 2 more units by the end of December but we are
    hoping for 4.  We currently have 89 units; 33 Packs, 40 Troops & 16 Crews.

11. Activities and Civic Service - Roger Lear for Dusty Fletcher:  Our Annual
    Recognition Event went off without a hitch, thanks to Dusty's good planning
    and hard work.  We recognized a lot of good Scout leaders and we thank all
    those who helped with setup, food prepartion and clean up.

12. New Business - District Re-structuring:  W.E. Medlin and Ron Werley:
    The re-structuring of our district will be explained at the Council's
    District Committee Workshop which will be held on January 25, 2003 at
    Highland United Methodist Church in Raleigh, starting at about 9 am.

    NOTE TO ALL COMMITTEE MEMBERS:  Susan Long would like everyone who is on
    our District Committee to attend this meeting.  It is held specifically to
    train district committee members in their job responsibilities.  She asks
    that you attend the district re-structuring meeting and the training
    sessions applicable to your district position.

District Committee Member of the Month: Dusty Fletcher for her work in making
the Annual Recognition Event a big success.

ALL DISTRICT COMMITTEE MEMBERS PLEASE ATTEND THE FOLLOWING!:

Our annual District Committee Planning Retreat will be held on the weekend of
January 17 and January 18, 2003.  We will again meet (thanks to W.E. Medlin)
at the Becky Medlin Realty Building in Fuquay-Varina starting at 7:30 pm on
Friday night (the 17th) for our January District Committee Meeting and the
initial planning for the work to be done on the next day, Saturday the 18th.
We will start the Saturday session with biscuits and coffee for breakfast at
8:30 am (bring money to pay for your breakfast and lunch) and will start the
planning session at 9 am.  We hope to be done by early Saturday evening.

It is very important that all of our District Committee Members attend these
two planning events.  We need you there to put a good yearly plan in place.
Please put it on your calendars now and attend on Friday and Saturday!

The Century 21 Becky Medlin Realty building is located at 407 Judd Parkway NE
(5 buildings South of the corner of NC 55/401 and on the right hand side of
Judd Parkway NE).  There is a Kentucky Fried Chicken store on the corner at the
traffic light on NC 55/401.
