1. Invocation - Roger Lear: Roger asked for guidance for our 2 new districts.
2. November minutes approved as written.
3. New Business - Susan Long: The council has approved the names of Hemlock
and Crosswinds for the new districts which becomes effective on 1/1/2004.
The district members that were present at the 12/20/2003 Annual Recognition
Event were sworn.
It was decided that the 2 new districts will share resources and meetings
(for example, Roundtables, Eagle Review Boards, Cub & Scout Camporees)
for at least the next 6 months (or until the new districts can verify new
meeting locations, etc.). The District Committee meetings will be held
separately starting in January, 2004.
4. Membership - Martin Banning: We are at 3105 total membership and we MUST
HAVE 15 more Scouts to meet the Quality District Goals for 2003.
5. District Commissioner - Ron Werley: We need 15 new UC's in the 2 districts.
There will be a UC meeting at the December 18, 2003 Round Table. Rob Spivey
(our new Crosswinds District Chairman) agreed to host a telephone calling
unit inventory on Tuesday, December 16, 2003 to try and find 15 Scouts.
Ron Werley and Rob will put messages out on the Yahoo e-mail list server to
request callers and provide directions to Rob's business location.

Round Table ADC - Gary Thorn: Gary reported that Jenny Elwell will be in
charge of the December 18th Round Table as he will be out of town.
6. Finance - Martin Banning: The FOS personnel are being recruited for both
of the new districts.
Popcorn - Cindy Smith and Debbie Phillips; The 48 units that sold popcorn
showed up at Longistics Warehouse on-time and with sufficient vehicles and
people, that the distribution of the popcorn went the smoothest that we had
ever seen in our district. The people who sorted the 20 tons of popcorn did
a really super job, even though we were limited in the sorting space. Cindy
& Debbie want to thank those who were involved in the popcorn distribution.
7. Activities and Civic Service - Roger Lear for Dusty Fletcher: Dusty is
recovering from the flu. Thank you to all those who helped setup, deliver,
and cleanup at the Recognition Event. It was a fitting end to 23 years.
Scouting for Food will be a shared event for both districts on February 7.
8. Cub Program - Steve Ennis:
Cub Advancement - Pam Sen: No report.
Cub Day Camp - Martin Banning: Plans are continuing for making the CDC a
Wake County event for all 5 Districts.
Cub Family Campout - Steve Fuller: This will be a combined event for the
Crosswinds and Hemlock Districts. Steve needs a Cub Program leader and a
registar for the March 26-28, 2004 family campout at Camp McNeil.
9. Boy Scout Program - Ed Walsh:
Boy Scout Advancement - Ed Williams: Ed reported that 5 Boy Scout Troops
had advancements in November. Troops 238, 307, 361, 231 and 431 have had
no advancement in the past 6 months. Four Crews have shown advancement.
The Eagle Board of Review for November reported 4 finals, all approved and
2 projects approved, and 4 needed more work. We have 69 Eagles so far.
Boy Scout Camporee - This will be a shared event for both the Hemlock and
Crosswinds District. Planning meetins will start at January Round Table.
10. Venturing - No report.
11. Training - Susan Long for Marv Tharp: The Nov. IOLS class had 26 attendees
with 8 or 9 from Dan Beard. The Council is holding a District Committee
Training course on January 25th, from 9 am to 2:30 pm at Raleigh's
Highland United Methodist Church. Susan suggested that all of the new
District Committee members attend if possible.
Susan and Steve and Rob will work on getting a Wake County class
co-ordinator so we can start setting up courses for both districts.
12. New Business - Susan Long: The District Planning Retreat has been moved
to Jan. 10-11, 2004. This will be a planning retreat for both the Hemlock
and the Crosswinds Districts. We will notify everyone of the location and
times when we get them verified.

DE's Minute - Martin Banning: Martin thanked everyone for working hard for the
district during the 2002-2003 Scouting year.
District Committee Members of the Month: Dusty Fletcher for the great job she
did putting together a successful and fun 2003 Annual Recognition Event.
