Attendees: Martin Banning, Chuck Carter, Jenny Elwell, Steve Ennis,
Bill Fairhurst, Steve Glass, Mary Hampson, Roger Lear, Susan Long,
Dr. Charles Mann, W.E. Medlin, Steve Phillips, Pam Sen,
Rodger Skirvin, Steve Stewart, Marv Tharp, Gary Thorn, Ed Walsh
Ron Werley and Ed Williams (20).
1. Pledge and Invocation by Steve Stewart. Susan introduced our guests,
Steve Glass, our FOS Chairman, who gave our Committee an FOS presentation
and Chuck Carter, who is our new District Camping Chairman.
2. January minutes approved as written.
3. District Restructuring - Susan Long: The new district structure was
discussed at the Council's Jan. 25th District Committee Workshop. The
results were that the Council will now look at making Wake County a 5 or
6 District area. The concensus of the group was that 4 districts would not
give us growth potential and that 5 or 6 districts would be best. The
Council committee on re-alignment will now come up with additional plans.
4. District Commissioner - Ron Werley: Ron is having a re-charter meeting at
7:30 pm on Feb. 6 at St. Andrew's Catholic Church near Apex. The planned
meeting site at our Roundtable location was being used on Feb. 6. Then on
March 13 at 7:30 pm at the LDS Church on Seabrook Ave. in Cary, they will
conduct a charter turn in question and answer meeting. Ron announced the
location change on the e-mail list server and is calling the units.
Round Table ADC - Gary Thorn: Gary is attempting to identify the userids
on the e-mail list server so that we know what units the userids belong to.
Cub Roundtable Commissioner - Jenny Elwell: There will not be a Safety
Afloat/Safe Swim Defense course offered at the March Roundtable. She is
working with the appropriate people to set up a course for the people, who
are working at the Cub Family Campout, that require that training.
5. Camping - W.E. Medlin (Acting): W.E. introduced Chuck Carter, a uniformed
member of Pack 202 as our new District Camping Chairman. W.E. reported that
the Council camping survey disclosed that our District had 11 troops go to
Summer Camp at Camp Durant and 26 troops went to Summer Camp out of Council,
for a total of 37 troops out of our 41 troops, involving 803 (69%) of the
Boy Scouts in our units. W.E. is still working on putting together 3 or 4
weekends for Scouts to do work on small projects at our Scout Camp.
6. Training - Marv Tharp: Marv reported that there are many training courses
being offered in the next few months, specifically the training on Feb. 15
and TDC on March 8. The COR training will be moved to April and will be
held as evening courses. He is working on a Den Chief training course and
other courses. Refer to the Dan Beard District Web Site and the Council
Training Area Web Site for the latest information.
A Health and Safety course is being planned for the August Roundtable and
one other H&S course sometime during the year.
7. Boy Scout Program - Ed Walsh:
Advancement - Ed Williams: The final count on Eagles for the Dan Beard
District is 77 Eagles for 2002. The council records showed 2 Eagles that
were not in our district. January had 1 Eagle reviewed and approved and
3 projects reviewed, 2 approved and 1 rejected.
Ed reported that 6 units advanced 9 Scouts in January. Ed is also working
on a process for our District to review Venture Silver and Ranger Awards
which are being submitted to the Council for approval.
Boy Scout Camporee - Bill Fairhurst: The April camporee budget has been
completed and the patch design is in process. Projected cost for the
Camporee is estimated to be $7 per person. Andrew Troll has agreed to be
the Youth Camporee Chief.
8. Cub Program - Steve Ennis:
Cub Advancement - Pam Sen: Pam reported that in January 19 Packs advanced
a total of 122 Cubs.
Cub District Pinewood Derby - Martin Banning for Keith Biegert: Keith will
provide the 2003 District Pinewood Derby information package to Martin and
the Council will mail it out to all Cubmasters. The information package is
available on our District web site (and on the e-mail list server, but you
must have a Yahoo user identification set up to be able to view the files).
Cub Day Camp - Steve Ennis: The Fairgrounds youth center will be the site
for the June Cub Camp Week. Steve is looking at the first week in July for
our year round students, but he lacks the adult leadership to run a second
week's program. If he cannot find adults willing to take on the second week
of Cub Day Camp it will not be held. If you are willing to be a Director
or helper for that week, contact Steve. He cannot do it without your help!
Cub Family Campout - Steve Ennis for Robert Spivey: They need qualified BB
and archery range people for the Family Campout (and Cub Day Camp). If you
are range qualified and can help, please contact Steve or Robert. Their
e-mail addresses are shown on the District web site in the District
Committee Members table.
9. Finance - Martin Banning: The FOS Major Gifts breakfast will be held on
May 1, 2003 at the Prestonwoods Country Club. Breakfast chairs cost $250.00
and a table costs $2000.00. Major Gifts has already collected $1500. The
Community Campaign chairmen are: for Fuquay-Varina, Dan Grey: for Apex, Dr.
Kevin Atkins and for Cary, Darryl Black.
Family Campaign - Ed Walsh: The Family Campaign has so far raised $35,600.
Herb Council and the LDS units contributed $12,000. It is believed that the
sucess of the Trailblazers in this campaign, so far, has been the fact that
the people recruited to do the FOS presentations to the units were people
who were directly connected to those units.
Popcorn - Susan Long, Rodger Skirvin and Martin Banning, with the assistance
of Dusty Fletcher, are going to search actively for a 2003 District Popcorn
Kernel.
10. High Adventure - Steve Stewart: Eight youth and five adults attended the
2003 Winter Fest in Gatlinburg, TN. There were more than 2500 Venture and
Explorer Scouts in attendance who enjoyed the Scuba, climbing and ambulance
driving activities put on by the attending units. Crew 397 has agreed to
head up an activity at next year's Winter Fest.
11. Order of the Arrow - No Report.
12. Membership/Relationships - Steve Phillips: The nationwide teleconference
and luncheon for churches to establish Scouting units was held today. The
conference added 26 unit possibilities in our Council, 2400 in the Southern
region and 2600 nationally. Dan Beard membership on 1/31 stands at 1766
Cub Scouts, 1171 Boy Scouts and 124 Venture Scouts. We currently have 93
units, 35 Packs, 41 Troops and 17 Venture Crews.
13. Activities and Civic Service - Susan Long for Dusty Fletcher:
Scouting for Food: The Scouting for Food flyers were distributed on Feb.
1 and the food will be collected on Feb. 8. Dusty had the Scouting For
Food information package put up on the Dan Beard web site and our e-mail
list server and is working with the food distribution agencies to let them
know that the units will be delivering the collected food on Feb. 8,
between 10 am and 1 pm.
14. District NESA Program - Susan Long for Gantt Edmiston: Gantt will be
trying to get Eagles in our District to counsel Life Scouts working on
Eagle and getting the Eagles to serve on the Eagle Boards of Review.
15. District Committee FOS Results - Steve Glass: Steve announced that the
FOS Campaign collected $2950.00 in pledges from the Committee members at
this meeting.
