Dan Beard District Committee Meeting Minutes
March 1, 2000

Attendees:  Stan Belyeu, Kathy Connelly, John Cortese, Dusty Fletcher,
            David Hearne, Roger Lear, Jim McGraw, Jim McSherry, W.E. Medlin,
            Bob Ratledge, Don Schmidt, Rodger Skirvin, Bill Slocumb,
            John Slocumb, Steve Stewart, Ritchie Taylor, Karl Thiele,
            Judy Ward, Gary Wester, Lisa White and Ed Williams (22)

1. Pledge by Stan Belyeu and Invocation by Karl Thiele.

2. February minutes were approved with one correction, Pack 218 is assisting
   with the Pinewood Derby, not Pack 216.

3. District Commissioner - David Hearne:  4 unit recharters are in.  We need
   to see 75 more between now and March 31.  Come on units, let's get
   going!  David passed around the District Committee recharter so we could
   check our registration address, etc..  David also gave us the news that
   he may be moving out of our area soon if a job he has applied for is
   approved.  We wish him the best of luck in his endeavors.

4. Boy Scout Program Reports - Don Schmidt:

   Camping - Don Schmidt for John Cortese: John and he are going to meet
   W.E. and talk about what they want in the 2000 Dan Beard Camping Survey.

   Advancement - Ed Williams: No report as no information from the council.

   Eagle Board - Steve Stewart:  Last month they approved 5 projects and 2
   finals.  This month they have (so far) 3 projects and 5 final reviews.

   Training - Bill Slocumb:  April 14-16 SMF staff has met once and have
   another meeting scheduled for March 22 at 7:30 pm at the Scout Office.

   Camporee - Jim McGraw:  Jim will have a display and pre-registration
   area at the Mall Expo on March 11.  Patch has been designed and will be
   ordered soon.  He has no program chairperson or camporee vice-chief as
   yet, so there have been no camporee staff meetings.  He has planned
   about 20 events and he feels we have enough troop involvement to staff
   that many. He wants one more program to tell kids what to do if they are
   in a public place and they hear gunfire.  Jim and Don Schmidt said that
   if there were some Cub Packs who had plans in place to attend the
   camporee and could not make the Cub Camporee, that they would be welcome
   to visit the Boy Scout Camporee, but that they should realize that there
   will be no Cub program for them, no camping sites reserved for them and
   that the Camporee program is going to be a "blood and gore" type of
   program that could upset younger Cubs.  Lisa White will coordinate with
   the 2nd year Webelos units that are coming to the camporee.

5. Cub Program Reports - Lisa White:

   Training - Kathy Connelly: Cub BLT to be held at our Round Table
   location on March 6 and March 13 have had about 8 sign up so far.
   They will meet at 6:30 - 9:30 pm and the fee is from $5 to $10.

   Advancement - Judy Ward:  No council advancement information available.

   Cub Day Camp - Lisa White:  Den Chief aides will be expected to pay a
   $25 fee.  Ryan Barney is the SPL.  Applications are going out to Impeesa
   and Sequoyah districts for the second week camp, which is for the year
   round school kids.  There are 45 applications in so far, for both weeks.

   Cub Scout Camporee - Gary Wester:  Gary went over the really great
   program they have put together for the cubs.  He said the Camp McNeil
   folks had been very helpful in helping to plan the camporee.  They do
   need some Boy Scouts to play "injured" people, so if you know of some
   Boy Scouts that want to have some fun and get some service time, call
   Gary at 552-9829 or e-mail him at garizzly@aol.com.  The camporee will
   be held May 26 - 28 at Camp McNeil's Cub World, SE of Fayetteville.
   They are hoping to draw from 1000 to 1500 Cubs and Scouters and parents.

6. Order of the Arrow - Ritchie Taylor:  This Saturday, March 4, the OA is
   planning a cleanup effort at our Scout Camp to clear the thousands of
   trees that the February ice storm took down.  If you can help please
   show up by 8 am and bring chain saws and tools.  See Activities and
   Civic Service for the results of the Scouting for Food good turn.

7.  Health & Safety - David Hearne for Steve Merritt:  The Scouters who
    took the Health and Safety class still do not have their attendance
    cards.  They need them for summer camp.  The committee will contact
    Steve to see if he can get the cards to the class attendees.

8.  Membership - Stan Belyeu:  The new unit at Apex UM Church is ready to
    go, but they lack a Scoutmaster.  St. Mary Magdelene school is going to
    sponsor a Pack in Apex.  Lisa is helping Stan coordinate that effort.
    Peace Presbyterian's Pack and Troop are gearing up and Pack 120 has
    been helping Stan get that going.  They have 5 Cubs and 5 Scouts signed
    up so far.  March Round Table will be the Spring Roundup kickoff and
    flyers will go out to the schools the 3rd week of March.  Look at our
    Dan Beard District Web page and the "Spring Roundup" under Membership &
    Relationships for Roundup information.  Stan can use all the help he
    can get in delivering the flyers to the schools.

9.  Activities and Civic Service - Dusty Fletcher:  Dusty reported that she
    was disappointed in the 2861 pounds of food that 9 units collected.
    Since 1988 we have NEVER collected less than 6000 pounds and this time
    we collected about 1/2 of that amount.  Dusty took a straw vote at the
    last Round Table and only about 30% to 40% of the units present wanted
    to continue with the Scouting for Food Good Turn next year.
    ****   What does your unit want to do?   ****

    IF YOUR UNIT PICKED UP DOORKNOB FLYERS and you did NOT use them or if
    you have any left, PLEASE bring them to Round Table and/or return them
    to Dusty or Ed Williams.  They cost us more than $200.00 to print and
    they can be used next year (that applies to last year's flyers also).

    Mall Expo Report - The NCSU APO cannot judge the events due to the date
    change.  Dusty wants at least 8 to 10 District Committee folks there
    who can judge the displays.  We have 21 Packs registered for the
    Pinewood Derby, BUT ONLY 9 Packs registered for the Mall Expo.

    Are we becoming totally uninterested in helping people and advertising
    Scouting?  We all hope not!  Dusty reported that more than 75% of our
    units participated in Scout Sunday/Sabbath services, so at least we are
    still getting good participation in some areas!

10. Finance - Rodger Skirvin:  The council has pledges for $260,000 out of
    $600,000 for the Finance Campaign.  Steve Merritt is our Family
    Campaign Chairman again this year and our units have given $22,402 out
    of our $70,000 goal and we are about half way thru the campaign.  If
    you have not made your donation yet this year, PLEASE DO IT SOON!

11.  Old Business:  Roger Lear reported that the District Web Pages had
     been mostly updated.  The District Goals were sent out on Listbot and
     added to the District Web site.  Karl Thiele, a software engineer, is
     helping Roger update the site.  If you have any comments send them to
     Roger (learbsa@utinet.net) or Karl (karl_thiele@mindspring.com).

12.  New Business:  On May 11 (Thursday night) at 6:30 pm there will be a
     Occoneechee Council Program Planning kickoff meal and program.  All
     units are invited to send their leaders or someone from their unit.
     Council Program Calendars will be available (finally!) and the meal
     is free.  The program is planned to be held at Meredith College.

13.  New Business:  1999 Popcorn Award and 2000 Kickoff - Unit leaders;
     please send your old and/or new Unit Popcorn Kernel to the North
     Raleigh Hilton Hotel on March 23 at 6:30 pm for a meal and program.
     If you send someone from your unit, your unit will get $25.00 in
     Scout Bucks and you will learn how you can earn $100 more in Bucks.
     THE 1999 JACKETS THAT YOUR UNIT EARNED WILL BE GIVEN OUT THEN ALSO!
     An RSVP is necessary for dinner planning purposes.  Please call Lauri
     Gillie at 872-4884 by Friday, March 17, 2000.

14. Committee Member of the Month:  Gary Wester for his work on the Cub
    Camporee and Stan Belyeu for his work on recruiting new units.

Next District Committee Meeting:  Wednesday, April 5, 2000 at the First
United Methodist Church library at 7:30 pm.
