Dan Beard District Committee Meeting Minutes
March 3, 1999

February minutes were approved as written.

District Commissioner - David Hearne: David introduced Will McHenry, our newest UC. David announced that we had 4 people receive the Distinguished Commissioner Award at our February RT; they were David Hearne, Susan Long, Kurt Reichstein and Ron Werley. Congratulations to all of you!

Boy Scout Program Reports - Don Schmidt:

Camping - Ron Werley for W.E. Medlin: Camping surveys have been mailed out to all Scoutmasters. The are supposed to be returned by the end of March.

Camporee - Steve Stewart: The Camporee handbook was handed out at the February RT and the rest were mailed. He will have a pre-registration area at the Mall Expo. There is a $50 pre-registration fee this year to discourage Troops from signing up and then not showing up. Susan Long has Alisa Lew doing the Cub program and they could use some help on Friday night and with the campsite inspections. Call Susan if you can help.

Advancement - Ed Williams: Council has neglected advancement reports again and therefore there is nothing to report.

Eagle Board - Group report: February had 10 projects and 4 finals approved and there are 7 projects and 11 finals scheduled for this month so far, as Scouts try to get Eagle Rank under the old rules. The Board will need help this month as there are sure to be more finals asked for before April. Call Rudy Hines or Jim McSherry if you can sit on one of the boards.

Training - John Cortese: Bear Claw has 56 signed up (max is 64) for the March 12-14 training. John introduced Keith Cook, from the Council Human Relations area (was the Training Committee). Keith gave a report on the new requirements for Scouters who will be training other Scouters. Those requirements take effect on June 30, 1999. See the end of these minutes for the information that Keith related to the committee.

Cub Program Reports - Susan Long: Round Table reminder cards were sent out to all CM's and SM's in February, again thanks to Dusty Fletcher. We had about 60 -75 at the February RT. We need to keep sending the post cards.
Advancement - Judy Ward: The tabulated reports that Judy is getting from the Council are almost worthless. She requested that David Page start supplying the pink sheets for advancement again. Ed Williams and the rest of the District Committee agreed. It is the best way to solve the problem.

Training - Susan Long for Kathi Connelly: Cub BLT is coming up this week-end and about 25 have signed up. See the calendar for other March events.

Cub Day Camp - Lisa White: Most of the parks have denied access to Cub Day Camp due to the "weapons", BB guns and bows and arrows. Garner needs to approve using the "weapons" and Lisa will try to get that done at the March 16 Garner Town Hall meeting at 7:30pm - next to the regional library. If you can show up in uniform to support her, please do so. We are quickly running out of places to have Cub Day Camp due to the "weapons" issue. If you know of a place that allows BB guns and bows and arrows contact Lisa and let her know (467-7271).

Order of the Arrow - Larry Nessly: The OA will have Brotherhood training at the March RT. All but 4 Troops have had their OA elections held.

Safety - Steve Merritt: The H&S camporee training will take about an hour.

Membership - No report

Activities and Civic Service - Dusty Fletcher: 17 units participated in Scouting for Food and they collected a total of 6,485 pounds of food. Some units evidently took the door flyers for the event and then never did the event. The flyers are "generic" so please return them at the Round Table if you can. Dusty needs to know those units that participated and the amounts they collected and who they delivered the food to IF your unit DID NOT take their food to the Walmart parking lot - PLEASE call Dusty at 387-9205.

The Mall folks misfiled our Mall Expo application so we are sharing the Mall with a Life & Science School. Only 16 units are registered and she hopes that will go up as it is very low when compared to past years.

Finance - John Slocumb for David Page: At 63% of our $50K goal ($32K).

Notes on Keith Cook's discussion about the new Scouter Training Requirements:

The Council Human Relations Committee (used to be called the Council Training Committee) is chaired by Ken Moore. Members are Keith Cook, John Cortese and Rod Frankel. Their goal is to boost the figure for trained leaders in our Council from 42% to as close to 100% as they can. As of June 30th, 1999 if you teach on a training course you must have either:
1) gone thru Cub Scout Wood Badge (Council Trainer's Wood Badge)
OR
2) gone thru TTT (Train-The-Trainer) training
OR
3) served on a Boy Scout Wood Badge Staff.
The fine tuning of the requirements are still in process. Exceptions are speciality training areas, like rife and shotgun from the NRA, etc.. The courses MUST teach what is in the BSA National course manuals, but may add items that are not in the manuals. Currently, the District Committee Chairman must put forward the names of those people who are planning to be trainers on CSBLT's, SMF's, etc.. If you have questions you can call the Scout Office or one of the HR Committee members.
