Dan Beard District Committee Meeting Minutes
May 6, 1998
Attendees: Larry Gracie, David Hearne, Roger Lear, Susan Long, Jim
McSherry, W.E. Medlin, Bob Ratledge, Don Schmidt, John Slocumb, Stephen
Stewart, Judy Ward, Ron Werley, Lisa White and Ed Williams (14).
Opening: Pledge of Allegiance & thought for the day - Bob Ratledge
Minutes: April minutes were approved as written.
Commissioner Service - David Hearne: There are still 10 units that have not
rechartered. They are P&T159, P&T211, P&T228, P218, P356, T393 and Post
200. The need for a Roundtable ADC and a Boy Scout Roundtable Commissioner was
discussed. Don Schmidt will try and recruit a RT ADC and Bob Ratledge
will try and recruit a BS RT Commissioner so that they can be in place by August.
Boy Scout Program - Don Schmidt:

Camping - W.E. Medlin: W.E. has published a document listing various
camping resources and contacts that can be used for troop camping. The document
also lists web sites on the internet that have camping information. If you

The camping survey has had about 24 troops respond and the final results
of the survey were discussed. The key point was that although we have a good
percentage of our district troops attending Camp Durant Summer Camp, a
much higher number of our scouts are attending Summer Camps out of our
council. The district will present the camping survey and the Scoutmaster
responses to the Council Key 3 at the June meeting, if it can be arranged.
Camporee - Ron Werley and Stephen Stewart: The camporee was attended by
more than 1100 Cubs and Scouts and when you add the parents of the Cubs it was
more like 1200-1400 in attendance. The weather was perfect, the traffic
control went smoothly and there were no serious injuries or complaints. Due to
the high attendance we ran out of camporee patches, but we have re-ordered
200. A camporee critique session will be held at the June Roundtable.
Advancement - Ed Williams: There were no figures for advancement
available for the second month as the Council has not yet entered the advancement
records for the troops. Ed estimated that about 18 out of 37 units had no
advancement.
Eagle Board of Review - Jim McSherry and Bill Slocumb: Jim reported that
in April they did 6 final reviews and 6 project reviews. This month there
is an estimated 5 final reviews and 6 project reviews scheduled.
Training - Don Schmidt reporting for John Cortese: SMF course went
smoothly and there were 66 participants out of the 73 signed up. The council JLT
course needs to sign-up more scouts as the sign-up so far has been slow.
Cub Scout Program
Sub-Committees reporting:
Advancement - Judy Ward: There were no figures available from the
council but Judy reported that in April they had 9 Bobcats, 1 Wolf, 1 Arrow of Light.
Three out of 34 units showed advancement as far as she could tell.
Training - No report.
Cub Day Camp - Lisa White reporting for Laura Purcell: Materials are
needed for making teepees for the Webelos overnighter. They are trying to get
as many scouts involved as possible in Cub Day Camp to show the Cubs what they
can do when they get into Boy Scouts.
OA - Larry Nessly and Terry Putman: No report.
There was some discussion about the OA elections not being held at the units as the OA had
evidently decided that the units should contact them if they needed an election
team. The District Committee decided to recommend to the OA that they return to
the method of contacting each troop to find out if and when they needed an OA
election. That method seemed to work much better as far as the troops
were concerned. However, we should all remember that as we get more and more
troops, it becomes very difficult and time consuming for anyone to try to
contact all adult Scoutmasters (especially those that do not return
calls)! Larry Nessly will be asked to see if the District Committee's
recommendation is acceptable to the OA.
Activities and Civic Service - Susan Long: There was some discussion
about whether or not we are going to have a uniform sale this year. Roger Lear
had removed all of the Dorcas Shop scout uniforms and equipment from the
scout storage shed and returned them to the Dorcas Shop as they are now selling
the used uniforms. Roger informed Dick Fletcher and suggested that if the
district was going to have a sale, that some method had to be devised to get used
uniforms and equipment to sell. Dick is looking into that and will give
us his input by late June or mid-July. John Slocumb will contact Dick and
discuss the uniform sale plans with him.
Membership - Lisa White: We are down 155 youth and 52 adults from last
month, but all the recharters are not in yet, so that is not a very accurate
account. The Boy Scout Roundup was a total flop; no new boys were signed up, but
we did pick up 2 Cub Scouts. More than 4000 flyers were distributed to the
elementary and middle schools, but evidently most of them did not get to the school
kids. A new method of getting the Roundups advertised must be found!
Advertising in school menus, etc. costs money, so maybe we can approach the sponsoring
organizations to help us advertise scouting in their areas or perhaps we
can do more at the Mall Expos, Pinewood Derbies, etc.. A sub-committee was
appointed consisting of John Slocumb, David Page, Lisa White, Don Schmidt and Larry
Gracie to brainstorm some of the ideas we could use.
Popcorn - Ed Williams: Popcorn sales may start earlier (in September)
and Ed is going to try to recruit people to head up our 7 scouting areas to get
the units recruited to sell popcorn and communicate with those areas. Ed
needs help in getting those people recruited. A more detailed report will come
after the next council level popcorn meeting (which includes a free meal).
Finance - John Slocumb for David Page: The unit drive is doing extremely
well. The council has two weeks left to get from the $89,200 to the goal of
$150,000. Afternoon and evening telethons are being planned to work the FOS cards
that have not been worked yet.
Other Business: District web site will be up in a month or so; Bob
Ratledge will present a camporee critique questionnaire at the next Roundtable.
Committee Members of the Month: Ron Werley and Steve Stewart for a
really remarkable camporee.
