Dan Beard District Committee Meeting Minutes
May 5, 1999

Opening and Invocation: District Committee Vice Chairman Bob Ratledge.

April minutes were approved as written.

District Commissioner - David Hearne: Not sure which charters are in as the new National computer system has not been available much since 3/22. The unavailabity of the system has effectively crippled any data entry by the Council. Hopefully it will be fixed in a few months.

Boy Scout Program Reports - Don Schmidt:

Camping - W.E. Medlin: Only 17 surveys have been turned in from 33 units. A better method may be to make the surveys part of the Camporee process and require turn-in when the units check out of the spring camporee next year.

Camporee - Steve Stewart: We had 31 Troops and 23 Packs at the camporee with a total registration of more than 1500 Scouts and Scouters. We had virtually no problems and the weather was great. Look for an article and pictures in both the Cary News and the Garner News soon. Tom Stalker and Crew 208 had more than 50 Scouts participate in the water activities at the camporee. Glen Traylor has agreed to be our Camporee Chief for the 2000 spring camporee.

Advancement - Ed Williams: No report.

Eagle Board - Jim McSherry and Rudy Hines: Bill Slocumb filled in for Jim and Rudy in April as they were both unavailable. April's 7 projects and 8 finals were approved. There are 3 projects and 6 finals scheduled for May.

NEW EAGLE PROJECT FORMS,UNIT LEADERS PLEASE TAKE NOTE:

The Eagle Project writeups MUST NOW be submitted on the NEW EAGLE SCOUT LEADERSHIP SERVICE WORKBOOK forms. These forms are available on the internet at the following locations: a. www.gwd.org - A district web page with more than 50 down-loadable forms. b. www.bsa.scouting.org/boyscouts/eagleproject/packet.pdf - has the graphics enhanced forms which can be printed with Acrobat and then filled in. c. www.bsa.scouting.org/boyscouts/eagleproject/packet.rtf - has the non- graphics version which can be put in a word processor for completion. d. www.bsa.net/occoneechee The forms should be available soon at our local Council office.
Training - Bill Slocumb: The training survey has been distributed and they will be collected in a few months. The April SMF had 6 Dan Beard Scouters on the staff and all 68 registered participants showed up at the training, which is the first time we believe that has ever happened.

The TTT course is scheduled for June 12th at St. Luke's United Methodist Church in Sanford, N.C. Remember that you must take TTT training if you are going to teach any Scout training sessions. If you have been on a Woodbadge Staff then you are considered as TTT trained.

Cub Program Reports - Susan Long: Susan stated that she will be leaving our district for California within the next two months. We need to find someone to take over her job as Cub Program Chairman very soon. Susan wanted to thank Alicia and Mark Lew again for the tremendous job they did with the Cub Program area at the camporee.....thank you Mark and Alicia!
Advancement - Judy Ward: Judy did some manual data gathering and reported that she believes that in March we had 11 out of 36 Packs recording Cub advancement with 2 Bobcats, 17 Wolves, 24 Bears, 16 Webelos and 17 AOL's.

Training - Kathy Connelly: CSBLT has been moved from May 22 to June 5. A place has not yet been found. Dan Beard will host the tri-district event.

Cub Day Camp - Lisa White: Cub Day Camp #1 session (June 14-18) is already 80% full and 20 or more have signed up for session #2 (July 5-9). The dates and location (Optimist Farm (not Park)) are incorrect in the May/June issue of the Scout Sign.

Order of the Arrow - Larry Nessly: More than 70 Scouts and Scouters were tapped-out at the Spring Camporee. The OA (with Jim McSherry heading up the effort) is going to build a shelter at Campsite #4 at Camp Durant.

Safety - Steve Merritt: There is a new 1999 Guide to Safe Scouting manual out. It is available at the www.gwd.org web site. There are no copies available yet at our Council Scout Office.

Membership - Stan Belyeu: Spring Roundup will be held at unit locations on May 25, from 7 to 8 pm. There are 15 Packs and 17 Troops signed up to take part in the Roundup. Flyers and packets will be available to the units at the May Round Table. Fall Roundup has been set by the Council for August 26. Our district prefers early September, but David Page says that we will miss out on all the promotional work done by the Council if we do it then. Stan Belyeu (our new Membership Chairman), will investigate the date issue.

Activities and Civic Service - Dusty Fletcher: The Mall Expo writeup appeared in the Cary News in late April. Dusty will be reminding the entire Committee in June to bring desserts to the August RT kick-off meal.

Finance - David Page: We are at $60,728 ($10K over our goal) with $46,838 being collected from the Family Campaign. The Council so far has $400K of the $450K goal. The Raleigh Trail's End popcorn meeting for 100 people had only 20 to 30 people show up. New prices, new product and removed product were discussed at the meeting. The Council's profit share has been increased; pails and small carmel corns are now $7; the 5 pack microwave, the regular Carmel FF and the Chocolate FF are gone and a new white chocolate 24 oz. carmel corn has been added for $15.

Old Business: David Page stated that the BSA by-laws state that the Charter Partner Representatives must receive copies of the District Committee minutes. Therefore, the Committee recinded last month's request that CPR's only get the minutes if they requested them. The CPR's will continue to receive the monthly committee minutes.

Bill Slocumb has established a Dan Beard District Web page on the BSA NET site. It's address is "http://www.bsa.net/occo/danbeard". He will also maintain the web site at "http://www4.ncsu.edu/~slocumb/bsa" as long as it is practical (in content they are duplicate web sites).

New Business: Don Schmidt said that it has been suggested that each District adopt a site at Camp Reeves and keep that site maintained and in order. The Council Camping/Property Committee has not yet been approached with the idea. Don and Steve Merritt will contact the Council and report.

Rudy Hines has been named as the Program Chairman for the October Council Camporee. Larry Calhoun is the Camporee Chief. It has been suggested that the event be held at the Highway Patrol Training Center in Garner and most of the Committee thought that would be a good place.

District Committee Members of the Month: Steve Stewart and George Hardy for the great job they did on the spring camporee and Bill Slocumb for handling the April Eagle Board review when Jim and Rudy were unavailable.

Next District Committee Meeting: Wednesday, June 2, 1999 at the Cary First Methodist Church Library at 7:30 pm.
