Dan Beard District Committee Meeting Minutes
May 7, 2003
Attendees:  Martin Banning, Herb Council, Gantt Edmiston, Steve Ennis,
            Bill Fairhurst, Dusty Fletcher, Roger Lear, Susan Long, Mel Nance,
            Steve Phillips, Rodger Skirvin, Steve Stewart, Marv Tharp,
            Ed Walsh, Ron Werley and Ed Williams (16).

1. Pledge and Invocation by Steve Stewart.  Mel Nance has taken Steve Stewart's
   place as the High Adventure Chairman.

2. April minutes approved as written.

3. District Commissioner - Ron Werley: Ron said there are about 20 charter
   packets left to distribute.

4. Finance - Martin Banning:  The FOS Family Campaign is at $78,175. the
   Community Campaign is at $8263 and the total FOS campaign is at $116,813.

   Popcorn - Martin Banning: Cindy Smith has agreed to be the 2003 District
   Popcorn Kernel with Debbie Phillips as the Co-Kernel and Dusty Fletcher as
   advisor.  Thanks to Cindy and Debbie for stepping up to help the district.

5. Membership and Relationships - Steve Phillips:  We need to pick up about 818
   Scouts to meet our 2003 8% growth goal.  Current membership is 1233 Cub
   Scouts, 1131 Boy Scouts and 118 Venture Scouts for a total of 2482 Scouts.
   We have 36 Packs, 44 Troops and 19 Crews for a total of 99 units.  Fall
   Roundup will be held on August 19 and 21.  Therefore, we are planning on
   moving the August Round Table Kick-off to August 14, if we can find a place.

   LDS Liasion - Herb Council:  No Report.

   National Eagle Scout Association Chapter - Gantt Edmiston:  Gantt will be
   looking into how we can have the NESA Eagles serve our district.  Some
   suggestions were; Merit Badge Counselors, District Committee members,
   associating them with units, Eagle Review Board members, and mentors to
   Eagles via a day-at-work program.  Gantt was also asked to perhaps do an
   interest survey of the NESA members to find out what they would like to do.

6. Activities and Civic Service - Dusty Fletcher:  Dusty stated that she would
   like to continue to be involved in the August RT Kick-off and the annual
   Recognition Event.  It had been Roger Lear's suggestion that perhaps we
   should take some of the load off Dusty by having the DC and RT staff take
   over doing the RT Kick-off meal and having the Advancement Chairpeople take
   over doing the Annual Recognition Event.

   Uniform Sale - Dusty said that we need new uniforms/equipment, etc. for the
   Uniform Sale as our stock of used uniforms was almost all old stye uniforms.
   She will update the Uniform Sale Flyer for our Round Table and our Web Site.

   August RT Kick-off event - Discussion was held on whether to have a pot-luck
   dinner, have attendees pay for dinner, cater a meal or try to get donations
   of meat for the dinner.  Various Committee Members will be looking into the
   possibilities and will report at the June Committee Meeting, as there will
   be no Committee Meeting in July.  August 14th is the planned date.  Martin
   and Rodger will see if the Council will give us $300 for the kick-off event.

   Annual Recognition Event - Dusty needs help getting the God and Country
   Awards information from the units for the November event.  Discussion was
   held on recognizing the Quality Units in our district.

7. Boy Scout Program - Ed Walsh:  No report.

   Boy Scout Advancement - Ed Williams:  Ed reported that 9 Troops showed
   advancements in April.  Troops 42, 208, 226, 307 and 323 have shown no
   advancement in the past 6 months.  4 out of 19 Crews have shown advancement.

   The Eagle Board of Review for April reported 3 finals and 5 projects, all
   approved.

   Boy Scout Camporee - Bill Fairhurst:  The Camporee turned over about $1200
   in profits to the Council.  We collected $342 for the World Fellowship of
   Scouting and we donated about $700 worth of boards (and tools) to the
   Scout Reservation for use in building picnic tables.  Thanks to all the
   units that brought or bought boards for use at the Reservation.  About
   556 Scouts and 210 Adult Scouters attended the event from 27 of our Troops
   and 2 of our Crews.  Mike Kendall (and Jim McGraw) did a great job of
   setting up the 15 events in which the Scouts participated.

8. Cub Program - Steve Ennis:

   Cub Advancement - Pam Sen (via e-mail):  Pam reported that 7 Packs have less
   than 10 advancements since 1/1/03.  Pam will distribute on YahooGroups the
   information that she has put together on how Packs can make sure their
   Advancement Reports to the Council have the correct format and information.

   Cub Day Camp - Steve Ennis:  They have 100 registered so far for the June
   and July Cub Day Camps.  The plan is to cap the registration at 300.

   Cub Family Campout - Steve Ennis for Robert Spivey:  The Cubs turned in
   about $800 in profits to the Council from the Campout.  There were over 700
   Cubs, family members and guests in attendance (312 Cubs, 338 adults and 51
   siblings). 17 of our 36 Packs attended the Campout at Camp McNeill, the
   fourth Campout we have held there.  We had 3 medical emergencies with two
   Cubs breaking an arm (one climbing a tree and one on the obstacle course
   on the hurdles) and one adult who had an allergic emergency.

9. High Adventure - Mel Nance: No report.  Mel's e-mail address is

10. Training - Marv Tharp:  Chartered Organization Rep training will be held
    on May 8 at St. Andrew's and 5 have signed up.  17 have signed up for the
    Cub Training on May 17 at First United Methodist Church.  They need 5 TV's
    and 5 VCR's for the May 17 training or they may have to hold it elsewhere.
    Plans are being made for Venture Training sometime around June 21.

11. Health and Safety - No Report.

12. Order of the Arrow - Susan Long for Tom Dologalski:  The OA "tapped out"
    about 87 at the Boy Scout Camporee campfire ceremony.

13. Camping - Chuck Carter:  No Report.

District Committee Members of the Month:  Robby Spivey for his work on the
Cub Family Campout and Mike Kendall for his work on the Boy Scout Camporee.
