Dan Beard District Committee Meeting Minutes
November 1, 2000
UNIT LEADERS PLEASE TAKE NOTE:  There will be NO ROUND TABLE in November.  The
                                20th Annual Recognition Event will be on that
                                night starting at 6:30 pm at our Round Table
                                location at Raleigh United Pentecostal Church.

Attendees:  Dusty Fletcher, Rudy Hines, Roger Lear, Geri Mangum, W.E. Medlin,
            Jeff Rock, Rodger Skirvin, Steve Stewart, Ritchie Taylor,
            Marvin Tharp, Gary Thorn, Judy Ward, Ron Werley, Ed Williams (14)

1. Pledge by Geri Mangum and Ron Werley.

2. October minutes approved with one addendum: The Cub Family Campout was
   going to try to use May 18-20 for the campout and if facilities were not
   available they were to try March (see CS Program below for the final dates).
   Attached to these minutes is the amended 2000 Annual District Report.

3. Bob Ratledge, our District Chairman for the past year, had to give up the
   position due to the time constraints of his job.  The nominations for W.E.
   Medlin as District Chairman and Stan Belyeu as District Vice-Chairman were
   presented to the committee.  A motion was made by Ron Werley and seconded by
   Steve Stewart to accept the nominations for those positions.  The motion
   was approved unanimously.  Congratulations to W.E. and Stan.

4. District Commissioner - Ron brought us some sad news.  Ray Tiedman died at
   age 57 on 10/26.  Ray was a good friend of Ron's and a Unit Commissioner
   and had been active in our District for many years.  He will be missed.
   Ron also mentioned that Karl Thiele has had to curtail his Scouting for now
   and that means Ron now has 20 Commissioners and he would like to have 30.
   Judy Ward has agreed to become an ADC for Ron.  There are still some units
   that have not picked up their charters.

5. Boy Scout Program:

   Advancement - Ed Williams: No Council advancement information available.
   Jeff Rock reported that the Council Scout Office is about 20 days behind
   on entering advancement data.  They expect to catch up very soon.

   Eagle Board - Rudy Hines:  October had 4 projects approved, 4 projects were
   not approved and 4 finals were approved.  November has, so far, 8 projects
   and 9 finals scheduled.  Rudy needs MORE HELP for those review boards.  If

   Training - Roger Lear for John Slocumb:  The Tri-District SMF held on
   October 20-22 had 43 participants and about 1/3 of them were from Dan Beard.
   Ed Williams and Roger were on the staff and they said the weather was great!
   The next SMF course is on our calendar for April 20-22 but that won't be
   possible because that is the weekend of the OA Conclave.  Roger Lear will
   contact David Purser, last SM and Kevin Carpenter, the next SM, to find out
   what date they are going to schedule it for.

   Camping - No Report.

6. Cub Program:

   Training - Gary Thorn for Pam Strug:  The Cub Scout BLT on October 14 had
   44 participants and 41 of them were from Dan Beard.  The Webelos Leader
   Outdoor Training of October 27-29 has been moved to March 2-4, 2001.

   Advancement - Judy Ward:  Judy reported on the Cub Advancement that she
   thinks is incomplete as they show only 5 Bobcats and 3 Packs advancing.

   Cub Family Campout - Gary Thorn for Jenny Elwell:  Gary reported that the
   Family Campout is now scheduled for March 16-18, 2001 at Camp McNeil (at
   Camp Bowers).  The date was the only time they could get a campground.  The
   Committee approved the date so that she can firm up the reservations.  The
   date for the 2002 Cub Family Campout will be set at the January committee
   annual retreat and planning session.

7. Order of the Arrow - Ritchie Taylor:  The OA has elected new leaders and
   they have planned 3 work days at our Scout Camp before the OA Conclave.

8. Membership - Rodger Skirvin: At the end of October we had 1654 Cubs, which
   is 99 Cubs short of our goal for 2001.  We have 1032 Boy Scouts (already
   over our goal for 2001) and 75 Venture Scouts for a total of 2761 Scouts.
   We now have 36 Packs, 39 Troops and 8 Crews for a total of 83 units.

9. Finance - Rodger Skirvin:  We are at $69,000 of our $70,000 goal.  The
   Trail Blazer training is set for next Thursday (Nov. 9th) at Highland
   United Methodist Church in Raleigh.

   Popcorn Sale - Marvin Tharp:  Marv reported that 50 units have sold more
   than $346,000 worth of popcorn, which is 33% better than last year!  There
   are still 8 units that have not reported.  Our Show-n-Sell sales almost
   doubled and the take order sales jumped about 26%.  What a fabulous jobs
   by the Scouts, Unit Kernels and Area Kernels and of course, Marv himself.
   Those figures mean about $120,000 for the units - Great Job Scouts!

10. Activities and Civic Service - Dusty Fletcher: Dusty needs the Committee's
    help with our 20th Annual Recognition Event on November 16.  She would
    like committee members to show up at around 5:30 or 6 pm to help get it all
    ready for our guests.  Gary Thorn, Steve Stewart and Marv Tharp will each
    provide a Scout so we have a Cub, a Boy Scout and a Venture Scout for the
    flag ceremony for the opening.  Geri Mangum will bring our district flag.
    If you can help, call Dusty at 387-9205 or send her an e-mail.  Let's make
    sure the event gets advertised well by passing the word around to our adult
    Scouters, our past year's Eagles and the Religious Awards recipients.

    Dusty also reported that the District Awards Committee elected 27 of our
    adult Scouters for a Distinguished Leadership Citation, 4 for the District
    Award of Merit and 1 adult for the Scouting Spirit Award.  She wants to
    thank all those Scouters who took time to nominate our outstanding adults.

11. High Adventure - Steve Stewart:  Steve and Tom Stalker are distributing
    flyers for the Venture Day on April 27-29, 2001 at Camp Durant.  There will
    be many high adventure activities for the Scouts of the attending units.

12. New Business - Rodger Skirvin:  Rodger asked everyone to tell anyone who
    asks "How is Scouting Doing?", that the program continues to grow and is
    healthy.  If they ask how they can help, tell them to contact the United
    Way and ask them to continue to support Scouting.

13. New Business - Ed Williams:  The Council has been granted permission to
    raise a 7th Troop for the National Boy Scout Jamboree.  They need 4 adult
    Scout leaders for the Troop and about 25 to 30 more Scouts for the troop.

14. New Business - W.E. Medlin:  W.E.'s business location has a meeting room
    that we can use for our January Annual Retreat.  Rodger Skirvin would like
    us to have the Retreat on Jan. 19-20, 2001.  If that meets with the
    committee's approval we could meet Friday night and then all day Saturday
    at W.E.'s business in Fuquay-Varina.  That would mean less travel, no over
    night stay, no cooking and perhaps a better attendance.  W.E. can have the
    event catered for Saturday or we can order-in pizza, etc..  W.E. has
    already made sure the room will be available on those dates.  That also
    means that we would have a January Committee meeting.  Any comments?

15. New Business - W.E. Medlin:  We are recruiting Scouters for the positions
    that are open on the District Committee and on the District Commissioner's
    staff.  If you want to help or know of someone you think would serve on our
    Committee, contact W.E. at 552-6554 (home) or 552-4517 (work).

    District Committee Member of the Month:  Dusty Fletcher for her work on
    heading up the District Awards Committee.


COMMITTEE MEMBERS PLEASE NOTE THE FOLLOWING INFORMATION:

Next District Committee Meeting: December 6, 2000 at the home of W.E. & Becky
Medlin at 716 Holland Road in Fuquay-Varina for our annual Christmas Party.
District Committee members and their spouses are invited and uniforms are NOT
required.  The party will start at 7 pm.  Each committee member is asked to
bring some "finger foods" as we have done in the past years.  W.E. asks
everyone to RSVP to Roger Lear as to whether you will be attending or not, so
that we know how many are coming.  Roger's phone number is 467-9391 and his
e-mail address is learbsa@utinet.net.  Roger will have directions to W.E.'s
house that we can e-mail to you.

Dan Beard District Annual Report for September 1999 - September 2000
Here is what helped make Dan Beard District a Quality District in 1999:

Executive - Our annual District Planning Retreat was attended by 17 Scouters.

Commissioner's Area - 100% of our units re-chartered on time.  More than 69% of
our units were Quality Units.  The Unit Commissioner staff has increased by 10.
We have 83 units now; 36 Packs, 36 Troops, 8 Venture Crews and 3 Varsity Teams.

Membership - We formed 4 new Packs, 2 new Troops and 3 new Venture units.
Our Spring and Fall Roundups signed up 337 Cubs, 44 Scouts & 2 Venture Scouts.
We had 1 Pack drop from our rolls in November 1999.  We have a total membership
as of September 2000 of 1463 Cubs, 974 Scouts and Varsity members and 71 Crew
members, for a total membership of 2508, versus 2629 in September of 1999.

Camping - Our Spring Boy Scout Camporee had more than 600 Scouts from 32 units
in attendance.  Our Spring Cub Scout Camporee had more than 500 from 18 Packs
in attendance.  Our Cub Day Camp was held over 2 weeks, (the 2nd week was for
the Year-Round schoolers) and had more than 450 Cubs and Webelos in attendance.
We think that at least 50% of our BS Troops attended one or more Summer Camps.

Eagle Board of Review - The District Eagle Board reviewed 52 Eagle Projects and
completed 42 final Eagle Board of Reviews for the Eagle Rank.

Training - Our District Cub BLT's trained more than 90 new Cub Scout leaders
and 84 of them were from Dan Beard.  Our Tri-district Scout SMF's trained 126
new Boy Scout leaders and 62 of them were from Dan Beard.  More than 80 of our
district's adult volunteer leaders earned various types of training awards.

Advancement - About 800 Cubs and 600 Boy Scouts earned advancements this year.

Finance - For the first time in many years we fell short of reaching the goal
of $70,000 by at least $3,000; nevertheless, the amount raised was the most
ever in the district and the most by any district in the council.
44 units sold more than $263,000 worth of popcorn, almost 1/4 of the total
sales for our Council.  We were the top selling District for the 13th time out
of the 15 years of the popcorn sales.

Activities and Civic Service - At our 19th Annual Recognition Event 30 adult
Scout leaders received the Distinguished Leadership Citation and 4 Scouters
received the District Award of Merit.  90 Scouting Religious Awards were
recognized, along with the 56 Boy Scouts that had earned the Eagle Rank.
Two of our District Scouters received the Silver Beaver Award.

Our Scouting For Food Good-Turn had 12 units involved and they collected more
than 3400 pounds of food which was distributed to 5 local food distribution
agencies.  Our 2000 Annual Uniform Sale netted over $200 in profits.

The 2000 Mall Expo was held at Cary Towne Center with 6 Packs, 8 Troops and 1
Post attending, with a total attendance of about 300 Scouts and Scouters. The
District Pinewood Derby had a total of 26 Packs entered; 39 Tigers, 60 Cubs
and 60 Webelos entered cars in the race and design contests.

The annual Round Table Kick-off dinner had more than 65 Scouters in attendance.

Order of the Arrow - About 123 Scouts and Scouters were elected to the OA.

Audio-video - Our http://www.bsa.net/occo/danbeard website was updated and has
had more than 300 visitors since May of 2000.  Our video tape libraries loaned
out more than 29 tapes to 21 units for training purposes.
