November 5, 2003

1. Invocation and Pledge - Steve Phillips:  Steve asked for a moment of silence
   in memory of Dan Wilkinson who was a past member of our District.

2. October minutes approved as written.

3. Annual Business Meeting - Susan Long:  Susan presented the proposed slate of
   officers for the 2 new districts (Hemlock and Crosswinds) which will come
   into being on January 1, 2004.  Only those people who will be in those new
   districts could vote for the slate of officers for their new district.

   District 4 - Hemlock District - Fuquay-Varina/Garner/Holly Springs
   District Chairman - Steve Phillips
   District Commissioner - Steve Stewart (approved by Council Commissioner)
   Members at Large - Linda Boggs, Sheila Bullock, Jan Childress,

   It is to be determined if any or all of the officers will be installed at
   the November 20, 2003 Annual Recognition Event.  This concluded the
   Annual Business portion of the meeting.

4. Old Business - Roger Lear:  The Dan Beard District web site will be copied
   in it's entirety sometime in December and the CD will be provided to the
   Hemlock District Chairman.  Roger will check and see what can be done about
   the domain name for the new districts.

5. Membership - Steve Phillips:  Cub Scouts 1741, Boy Scouts and Varsity 1180,
   Venturing 142 for a total membership of 3063 Scouts.  We have 36 Packs, 42
   Troops and Teams and 19 Crews, for a total of 97 units.  We need to work on
   recruitment as we are slightly behind the goals.

6. District Commissioner - Ron Werley: Ron has recruited 6 new UC's in the last
   2 months; 3 attended Commissioner's College and a total of 9 from Dan Beard
   attended Commissioner's College.  Unit inventories will be done in December
   and Ron, Martin and Robbie Spivey will work out the details and the dates
   for a place and a night to call the units.

   Round Table ADC - Gary Thorn:  Gary reported that we had 42 people at the
   October Roundtable and 7 first timers.  Bill Fairhurst reported that 36
   Venturing Scouts were at the Venture portion of the Roundtable.  Since the
   Cub PowWow won't be held until the fall of 2004, it was suggested that the
   Cub Scouters start attending Roundtable to fulfill the requirements for the
   Cub Scouters Award.

7. Finance - Martin Banning:  The FOS Campaign goal for District 4 (Hemlock)
   is $40,000 and the goal for District 5 (Crosswinds) is $86,000.  Karl
   Blackley is the FOS Chairman for District 5, Ed Walsh is the Family
   Campaign Chairman and Robbie Spivey is the Community Campaign Chairman.

   Popcorn - Cindy Smith and Debbie Phillips;  The tentative figures for this
   year's popcorn sale are somewhere around $427,000 to $430,000, which would
   be more than last year's $425,000.  48 units sold popcorn and 33 units took
   part in the weekly sales reporting to the council.  Great job by Cindy and
   Debbie and all those who were involved in the 2003 popcorn sale!

   If you can help sort the popcorn on November 14 at Longistics Warehouse,
   from 8 am to about 7 pm (or for any part of that time), please contact
   Cindy or Debbie.  Their e-mail addresses are on the District web site.

8. Activities and Civic Service - Dusty Fletcher:  Dusty will need help
   setting up the Recognition Event on November 20 at St. Andrew's church.
   She wants to get started at around 1 or 2 pm.  Contact Dusty if you can
   help and she can give you the details.  We will present the new district
   names, a history of Dan Beard and more than 140 Religious recognitions,
   4 Awards of Merit, 45 Distinguished Leadership Citations and 2 Scouting
   Spirit Awards.  It will be Dan Beard's 23rd and LAST Annual Recognition
   event, so plan on attending!

9.  Cub Program - Steve Ennis:

    Cub Advancement - Pam Sen:	No advancement for Packs 307 and Pack 323 in
    the past 6 months.

    Cub Day Camp - Steve Ellis & Martin Banning:  They have tentative plans for
    a Wake County CDC for all 5 Districts during the last 2 weeks of June and
    the first week of July at the Fairgrounds in Raleigh.

    Cub Family Campout - Steve Ennis for Steve Fuller:	They are going to have
    an Olympic based theme and need more help to put it all together.  It will
    be held on March 26-28, 2004 at Camp McNeil.

10. Boy Scout Program - Ed Walsh:

    Boy Scout Advancement - Ed Williams:  Ed reported that 7 Troops showed
    advancements in October.  Troops 131, 231, 307, 361 and 431 have shown no
    advancement in the past 6 months.  Five Crews have shown advancement.

    The Eagle Board of Review for October reported 7 finals, all approved and
    5 projects approved, and 2 rejected. We have 65 Eagles for 2003 at present.

    Boy Scout Camporee - Ed Williams for Jerry Jester:	They are still looking
    for a lead quartermaster, cooks and volunteer adults.

11. Venturing - Mel Nance: Mel suggested that some Venturing type advancement
    activities be held at the Boy Scout Camporee.  Mel and Ed Walsh will
    discuss it at the next Camporee meeting.

12. Training - Ed Walsh for Marv Tharp:  IOLS course Nov. 14-16 and a Cub Scout
    Leader Specific course in 2 evening sessions (for Cub Leaders who can't
    attend weekend training courses) on Nov. 11 and Nov. 18. at St. Ralphael's
    Church in Raligh.  Look at the District and Council web sites for flyers.

13. New Business - Dusty Fletcher:  Dusty and Dick attended the Red Cross
    meeting with our council.  The Red Cross wants Scouters to get certified
    as CPR trainers (if you are already CPR certified).  Contact Robin Powell
    at the Red Cross if you are interested in becoming a CPR trainer.  There is
    a charge for this.	Dusty and Dick are attending the classes and can give
    you more details.

14. New Business - Bill Fairhurst:  Venture Crew 111 is hosting a Red Cross
    Lifeguard and BSA Lifeguard certification program on May 23-25, 2004.  If
    you are interested in being trained in both contact Bill Fairhurst.

DE's Minute - Martin Banning:  Martin says we have to work on recruitment as we
are not currently meeting our 2% growth figure.  We also need more Unit
Commissioners (in both District 4 and 5) and they need to be trained and up to
date on what the District is doing.  If you are interested in becoming a Unit
Commissioner, contact Martin or Ron Werley.


District Committee Members of the Month:  Cindy Smith and Debbie Phillips for
the outstanding job they have done on the 2003 Popcorn Sale!

 The LAST Dan Beard District Annual Report for September 2002 - October 2003

Here is what helped make Dan Beard District a Quality District in 2002:

Executive - We had 16 Scouters attend our January Annual Planning Retreat.

Commissioner's Area -  About 96% of our units re-chartered on time.  61 out of
our 97 units were Quality Units.  The Unit Commissioner staff increased by 5.

Membership - Last year we added 10 units (2 Packs, 1 Troop, 3 Teams & 4 Crews).
We have 97 units; 36 Packs, 36 Troops, 6 Varsity Teams and 19 Venture Crews.
Our Spring and Fall Roundups signed up about 600 Cubs and Scouts.  October 2003
membership is 1739 Cubs, 1180 Scouts and Varsity and 142 Crew members, for a
total of 3061 in 97 units, versus 2645 in 87 units in September of 2002.

Camping - Attendance at our Spring Boy Scout Camporee was 556 Scouts and 210
Scouters from 27 Troops and 2 Crews.  Our Cub Family Campout had 700 Cubs and
Scouters from 17 Packs participating.  Our Cub Day Camp was again held for 2
weeks and had over 226 Cubs, Scouters and Boy Scouts in attendance.  We think
at least 80% of our BS Troops attended one or more Summer Camps.

Training - Our District Cub trainers trained about 250 new Cub Scout leaders
with about 167 from Dan Beard.	Our District Scout trainers trained about 200
Scout leaders and almost 100 of them were from Dan Beard.  We trained about 30
leaders in Health & Safety and our training tape video libraries loaned out
4 tapes to units in 2003.

Advancement - About 1641 Cubs and 678 Boy Scouts had advancement this year.
The District Eagle Board reviewed 75 Eagle Projects and approved 87 Boy Scouts
for advancement to the Eagle Rank between November 2002 and October 2003.

Finance - We exceeded our Friends of Scouting goal of $84,000 by $36,000.  This
amount was again the largest amount ever raised in our district and the largest
amount raised by any of the 11 districts in our council.

Popcorn Sale - 1627 Scouts from 48 units sold $425,068 worth of popcorn, about
25.5% of the $1,661,513 sold in the Occoneechee Council.  We were the top
selling District for the 16th time out of the 18 years of the popcorn sales.

Activities and Civic Service - More than 170 Scouters attended our 22nd Annual
Recognition Event where we recognized 4 Scouters with the District Award of
Merit and 42 Scouters with the Distinguished Leadership Citation.  54 Scouting
Religious Awards were recognized, along with the 68 Boy Scouts who had earned
the Eagle Rank, 4 Venture Silver Awards and 4 Venture Ranger Awards earned by
Crew members. One of our District Scouters received his Silver Beaver Award.

Our Scouting For Food Good Turn had 130 Scouts from 12 units involved and they
collected 5,805 pounds of food that was given to 4 local food distribution
agencies.  Our 2003 Annual Uniform Sale netted about $90 in profits.

Our District Pinewood Derby had a total of 26 Packs entering 234 Tigers, Cubs
and Webelos.  Of the 234 Cubs 159 of them actually raced and 75 of them entered
the Best Design and the Most Unique Design categories.

The annual Round Table Kick-off dinner had more than 110 Scouters in attendance.

92 Scouts and Scouters were inducted into the Order of the Arrow.

Our http://danbeard.cary.nc.us Danbeard website has had more than 5200 visitors
since October of 2002 and our DanBeard e-mail list server has 221 subscribers.
