1. Pledge by Ron Werley; invocation by Stan Belyeu.
2. September minutes approved as written.
3. Rodger Skirvin read the District's Annual Report as prepared by Roger Lear.
The District Derby and some training video information needs to be added to
the annual report. The District Pinewood Derby had a total of 26 Packs
entered; 39 Tigers, 60 Cubs and 60 Webelos entered cars in the race and
design contests. The training tapes were shown as 17 tapes to 13 units and
it should show 29 tapes to 21 units (Roger had forgotten to add in the tapes
loaned out from the Swift Creek Family Video store). The annual report has
been updated to show the above.
4. The slate of District Committee members at large for the year 2000-2001 was
presented by Rodger Skirvin. The slate is attached to these minutes.
A Motion was made to accept the slate of members as read (Dusty Fletcher);
and was seconded (Judy Ward).
The District Committee discussed Ron Werley's desire to continue to serve
in his role as District Commissioner. Stan Belyeu commented on the
exceptional performance Ron has exhibited since his assuming the duties of
District Commissioner. A Motion was made to recommend Ron to the Council
for District Commissioner (Judy Ward); seconded (Gary Thorn).
5. District Commissioner - Ron Werley: Ron reported there are five (5) Scouters
signed up for the October 7 District Commissioner training. Twenty-seven
(27) charters remain to be distributed. Commissioner College will be held
November 4 at the Garner Highway Patrol Training Center. Dan Beard has 21
Unit Commissioners and needs 29 to be at the top of the national average.
Ron is working on recruiting 8 more; anyone who wants to serve as a Unit
Commissioner should contact Ron.
6. Boy Scout Program:
Camping - No Report.
Advancement Report - Dusty Fletcher for Ed Williams. Ed has prepared Troop
advancement figures for the year. His report is available if requested.
Eagle Board - Rudy Hines: October Board of Review has 8 new projects and 2
finals scheduled. September had 6 finals approved, 6 new projects presented
of which 5 were approved. Rudy & Stephen Stewart passed around a sign up
sheet to help at the October 11 BOR. Anyone willing to help should contact
them beforehand.
Training - No Report.
7. Cub Program - Linda Boggs:
Linda reported the Day Camp program directors have been meeting weekly for
planning; meetings will change to bi-weekly in December.
Training - Gary Thorn for Pam Strug. Nineteen (19) Scouters are signed up
as of today for the October 14 BLT at Cary's First Baptist Church.
Advancement - Judy Ward: No advancement reported for September. If packs
have had advancement during the month, they need to check with the Council
to ensure it has been entered. All charters have been entered so the
advancement reports should be current next month. Judy submitted an updated
advancement report for the past year.
UNIT LEADERS NOTE: Rodger Skirvin requested that units which are using
Troopmaster or Packmaster software submit two copies of the advancement form
to the Council office, just as they would for the BSA form.
District Cub Family Campout - Jenny Elwell: The patch sketch was presented
to the committee. There have been significant problems locating a site for
the May date. Camp Bower is available but the dining hall is not. Other
sites have been investigated and found inadequate. Jenny requested the
Committee revert the date to the original one in March (May?). Jenny also
requested the date for the 2002 event be approved by the committee so that
a facility can be secured well in advance. She was informed the District
Committee's annual calendar planning retreat in January, 2001 will be the
time to request this event addition to the future calendar. Barney Hale
offered to help Jenny by calling Presbyterian Point at Kerr Lake to see if
it was available for Scouts' use in May. Barney & Jenny will work together
on this. A motion was made to reschedule the campout to the last weekend in
March, 2001 (March 30 - April 1); motion carried.
8. Trails End Popcorn Sale - Marv Tharp: 53 units are selling. The Show an'
Sell pick up was two weeks ago. Chocolate popcorn distribution is this
coming Friday afternoon, October 5. Units will be assigned to an area
kernel for assistance should they need it. October 28 is the phone order
call in date. Absolutely no orders will be accepted late. Approval has
been received for Dan Beard units to order by the item and they do not have
to round up to full case orders.
9. FOS - Rodger Skirvin: We are at $67,250 of the $70,000 goal. If you want to
make a donation, contact Rodger at 872-4884.
10. Order of the Arrow - Stephen Stewart: The OA elected youth leaders
last month.
11. Membership - Stan Belyeu: As of August 23, there are 555 new scouts on the
rolls. 117 showed up for Join Scouting Night and didn't register that
night. Stan is working on a test case with a unit that wasn't accepting
new Scouts. There are a few problems that have been recognized and he is
working on solving them.
12. Activities & Civic Service - Dusty Fletcher: The November Recognition
event is fast approaching. Nomination forms for Distinguished Leadership
Citations and Awards of Merit have been sent to all Cubmasters,
Scoutmasters, Venture Crew Advisors and Committee Chairmen. Requests
were also sent to these leaders for names of youth who have earned
religious awards since November, 1999, as the youth will also be recognized
for their accomplishments. UNIT LEADERS PLEASE RESPOND!!!
The Awards Committee will meet October 24 for the selection process.
Silver Beaver nominations are due to the Council November 1. The Jamboree
on the Air/Internet event has been cancelled this year due to the lack of
planning. The Uniform Sale held at South Hills Mall on September 9 grossed
$311.50, with $121.25 going to donors, and $190.25 net for District. In
addition, another $40-45 worth of items has been sold by Roger, Ed & Dick.

13. High Adventure - Stephen Stewart for Tom Stalker: Stephen Stewart
announced the Venture Crew day to be held with the help of Sequoyah
District on Saturday, November 4 at Camp Durant. It will offer rapelling,
black powder, canoeing, and more. Contact Stephen or Tom for more info.
14. Roundtable - Geri Mangum: Geri is resigning his post as Cub Roundtable
Commissioner; he has attempted to replace himself for three years. All
District Committee members are asked to help find his replacement.
15. 2001 Jamboree - Rodger Skirvin: Rodger is working on rosters for the
troops. The Scoutmasters have been named. There are 216 Scouts signed up
for the troops and 24 youth on a waiting list; most likely the youth on the
waiting list will fill available spaces in nearby council contingents. The
first Occoneechee meeting will be Saturday, January 20, 2001, with the
shake-down campout scheduled for May 11-13, 2001. Councils in the Southern
Region have requested twenty (20) more troops be added and National is
trying to create a new subcamp to accommodate them.
16. District Committee Member of the Month: Marv Tharp, for his work on
the Trails End popcorn sale.
Next District Committee Meeting: Wednesday, November 1, 2000, at the First
United Methodist Church Library in Cary at 7:30 PM.
