1. Pledge of Allegiance, invocation by Stan Belyeu.
2. September minutes approved. Dusty Fletcher took these minutes for Roger
Lear, who was absent from the meeting.
3. W.E. Medlin welcomed all in attendance and announced that Ed Walsh and
Herb Council would be working with the District Committee.
4. The District Annual Report as prepared by Roger Lear was handed out (see
attachment #1).
5. Nominating Committee Report - Stan Belyeu:
W.E. Medlin turned the meeting over to Stan Belyeu for the committee member
nominations for the upcoming year. The Nominating Committee took a look at
the past year to see what areas had done well, what areas needed
improvement, etc. From this work, came a proposed slate of members-at-large
that was handed out (see attachment #2). There was brief discussion on
adding names for those persons not listed, and that those could be added at
any time; the issue at hand first was acceptance of the list as recommended.
A motion was made to accept the slate as written (Dusty Fletcher) & seconded
(Ed Williams). A hand vote was unanimously in favor of acceptance.
The next issue was the Nominating Committee's recommendation that W.E.
Medlin continue in his role as District Chairman due to the excellent manner
in which he has lead our committee for the past year. A motion was made to
keep W.E. in the District Chairman's role (Linda Boggs) and seconded (Gary
Thorn). The hand vote was unanimously in favor of acceptance.
The Nominating Committee recommended that Ron Werley continue in his role as
District Commissioner; there was brief discussion. A motion was made to
recommend to the Council that Ron continue as the District Commissioner
(Gary Thorn) and seconded (Linda Boggs). The hand vote was unanimously in
favor of this recommendation.
The Nominating Committee was comprised of Stan Belyeu as chairman, Rodger
Skirvin as advisor, Richard Connelly, and Steve Merritt. W.E. thanked Stan
and his committee for all of the exceptional work they've done in filling
all positions.
W.E. handed out lists of members-at-large with their district positions.
Refer to attachment #2.
6. District Commissioner - Rodger Skirvin reporting for Ron Werley:
Of the 3 Teams, 9 Crews, 36 Packs, and 36 Troops, totaling 84 Units, 64
units were Quality Units (76%).
To adequately service 84 units, the National requested level is to have 28
Unit Commissioners. At this time, we have lost 5 Unit Commissioners this
year and have picked up 5. We have 16 Unit Commissioners and are working on
adding three 3 more very soon. We have 5 Assistant District Commissioners,
1 Roundtable Assistant District Commissioner, 1 Cub Scout Roundtable
Commissioner, 1 Boy Scout Roundtable Commissioner, and 1 District
Commissioner. This totals 28 staff; of this number, 14 still need to fill
out the BSA Adult Application. We still need to recruit 9 more Unit
Commissioners. In response to this need, the LDS churches have been asked
to recruit 5 Unit Commissioners in their wards to assist with this mission.
Next month is Commissioner College, scheduled for November 3. Ron hopes to
have more Dan Beard Commissioner staff attend this year.
Also, the Basic Commissioner Training will be held this Saturday, October 6.
7. Boy Scout Program - Ed Walsh:
Camping - John Slocumb: The new BSA policy for the position of Camping
Chairman directs that the position oversee not only camping for the Boy
Scouts, but also for the Cub Scouts. The Camping Chairman no longer reports
to the Boy Scout Program, but directly to the District Chairman.
Advancement - Ed Williams:
Advancement summary handed out. Ed's hashing out what's going on with
advancement. The reports he's been given show only one unit advancing in
August. Ed has posted a note on the district e-mail list to see if units
can help him. He plans to conduct Boy Scout advancement training at
roundtable within the next few months. Linda asked that he notify us in
advance so that units could be encouraged to attend and to learn. Rodger
Skirvin asked if the number of units using Troopmaster advancement tracking
software is known - four that Ed knows of.
Eagle Board - Ed Williams for Warren Dunshee:
Here are the EBR reports for the last 5 months as reported by Rudy Hines:
May - 8 finals, all approved; 10 projects, 5 approved.
June - 6 finals, all approved; 5 projects, all approved.
July - 6 finals, all approved; 5 projects, 4 approved.
August - 2 finals, none approved; 5 projects, 3 approved.
September - 7 finals, all approved; 6 projects, 5 approved.
Training - Sue Long:
John Slocumb reported that SMF will be held this weekend. Marv Tharp, Susan
Long, Roger Lear and Ron Werley will all be serving as Troop Guides. This
will be the last SMF using the current syllabus.
Marv Tharp would like to offer a Chartered Organization Representative
training class in the first quarter. Both the Boy Scout and Cub Scout
Training Chairman gave their approval.
8. Cub Scout Program - Linda Boggs:
Training - Gary Thorn:
A superb Cub Scout Basic Leader Training with the New Leader Essentials was
held last Saturday at Saint Michael's Catholic Church in Cary. Many thanks
to Jim Conrad for assistance with the facility. There were 50 attendees of
which 47 were from Dan Beard, 2 from Three Rivers and 1 from Sequoyah.
Roundtable - Gary Thorn:
Gary presented the figures for recent Roundtable attendance and wanted input
from the committee on how to increase attendance and how to manage the time
for program. The idea of changing the time to 7:00 p.m. was tabled due to
OA conflicts. It was recommended that the announcements section of the
overall Roundtable be kept solely to issues affecting all units, and then
other announcements pertaining to only one area can be made in the breakout
session.
Advancement - Rodger Skirvin for Judy Ward:
For the month of September, there were 20 Bobcats, 12 Wolves, 9 Bears and no
Webelos or Arrows of Light earned. Suggestions were made by the committee
that the report should reflect which units are advancing monthly, similar to
the Boy Scout report presented.
Camping - Linda Boggs for Randy Ellis:
Wild, Wild West is the theme for the next district family campout. Randy is
trying to lock in the date of March 8-10, 2002, at Camp McNeill.
Gary Thorn, Steve Ennis, & Jenny Elwell will attend Day Camp school.
9. Trails End Popcorn Sale - Dusty Fletcher:
49 Units are selling. Show-n-Sell pick up was almost two weeks ago, August
22. Several units have reported the sales are going well; one unit requested
additional items.
Half-way status postcards are to be mailed in to Council Finance (Don and
Lauri) next week so that they're received by Oct. 15. Dusty suggested to
units that they e-mail their figures to assure delivery on time.
October 27 is the call-in or e-mail date for Dan Beard unit orders. No late
orders accepted. Units do not need to round-up orders to full cases; they
can order the exact number of items needed. Paperwork for orders needs to
be turned in to the Council office by Oct. 30.
Popcorn Orders pick-up will be Friday, November 9 at Longistics, the same
warehouse as last year. Area Kernels plus more help is needed for sorting
and loading.
District Committee members who wish to place an order, please contact Dusty.
The orders will be combined with a troop's order but proceeds will benefit
district functions.
10. Finance - Rodger Skirvin:
He is working on getting an overall FOS chairman with a response expected
within a few days. The council is planning to hold a breakfast kick-off at
the end of February-March. The Scout Sign will indicate a plea for units
to sign up for Friends of Scouting presentations. Please contact Ed Walsh,
FOS Family Campaign Chairman, to schedule your unit's presentation. Ed
will make presentations to unit committees beforehand in order to help
Scouters understand the importance of this campaign. This year the FOS
campaign wants to be done earlier than last year with its goal to be
finished by the end of March, rather than May as last year. The goal is
$77,000. Last year Dan Beard reached $73,500 of a $70,000 goal.
11. OA - No Report:
12. Membership - Marv Tharp:
The Round-up Re-do, a second night for Round-up, will be held Tuesday,
October 16 at the Bond Park Senior Center from 7 - 8:30 p.m. If units
request, their names will be added to the fliers and they can be delivered
to area schools. Please contact Rhonda Chesson. This will be one week
after Sequoyah and Impeesa are holding their meetings. Marv has asked for
help in how to promote this night to home schoolers.
Recruitment for Tigers is down this year. Numbers for other levels are
okay. He's estimated that 391 Cubs were recruited from this year's Spring
and Fall round-ups. Overall, we're down a few hundred scouts from last
year.
There are several units in the downtown Garner area and in Fuquay who have
expressed a need for Scouts.
13. Activities & Civic Service - Dusty Fletcher
Recognition - The deadline for District Leadership Citation and Award of
Merit nominations has been extended to October 18 Roundtable. Unit leaders
and Unit Commissioners are asked to look at their rosters for scouters who
need to be thanked for their efforts in making the program a success. To
date, we've received approximately 15 DLC nominations and 5 nominations for
the Award of Merit. Forms are available on the district web site under
"Activities & CS" (http://www.bsa.net/occo/danbeard/). The selection
committee meets October 23, at 6:30 pm at Dusty & Dick Fletcher's home.
Silver Beaver Nomination forms are available on the Council Website and at
the Council Office and are due by November 1, 2001.
Three units have submitted information related to religious awards. Those
are also needed by October's Roundtable.
The Class of 2000-01 Eagle Scouts will be invited to attend the November
Recognition event via letter.
Uniform Sale - There were 9 people consigning items to be sold; 34 items
were sold for a gross proceeds of $291.50, of which $148 was district
profit. Thank you to South Hills Mall for hosting us again.
Jamboree on the Air /Jamboree on the Internet - Units are encouraged to
make new Scouting friends around the world by participating in the Jamboree
on the Internet to be held October 20-21. For units to host a session,
please visit http://de.joti.org/en/index.html for information. Jamboree on
the Air within the Dan Beard District has been cancelled due to lack of an
organizer.
Mall Expo - The District Expo and Pinewood Derby will be held Saturday,
March 2, 2002 at Cary Towne Center. Bruce Elwell will be the chairman and
Jim Conrad will chair the Pinewood Derby. Contacts with the mall
management will be this month.
14. Venturing - Stephen Stewart:
Crew 397 will be doing the opening ceremony at Friday night's Hurricane
game at the Raleigh Entertainment & Sports Arena.
15. Committee Member of the Month - Stan Belyeu for his work with the
Nominating Committee.

ATTACHMENT #1 Dan Beard District Annual Report for September 2000 - 2001
Here is what helped make Dan Beard District a Quality District in 2000:
Executive - Our annual District Planning Retreat was attended by 16 Scouters.
Commissioner's Area - 98% of our units re-chartered on time. More than 76% of
our units were Quality Units. The Unit Commissioner staff has increased by 2.
We have 84 units now; 36 Packs, 36 Troops, 9 Venture Crews and 3 Varsity Teams.
Membership - Last year we formed 1 new Pack, 1 new Troop and 1 new Venture unit.
Our Spring and Fall Roundups signed up 662 Cubs, 24 Scouts & 5 Venture Scouts.
We had 2 Packs and 2 Crews drop out last year. Our total membership is
approximately 1356 Cubs, 1060 Scouts and Varsity and 66 Crew members, for a
total of 2482 in 84 units, versus 2508 in 83 units in September of 2000.
Camping - Our Spring Boy Scout Camporee was attended by 500 Scouts and 140
Scouters from 29 Troops. Our Spring Cub Family Campout had about 800 Cubs and
Scouters from about 18 Packs attending. Our Cub Day Camp was held during 2
weeks and had more than 285 Cubs and Webelos in attendance. We think that at
least 70% of our BS Troops attended one or more Summer Camps.
Eagle Board of Review - The District Eagle Board reviewed 86 Eagle Projects and
approved 66 Boy Scouts for advancement to the Eagle Rank.
Training - Our District Cub BLT's trained more than 135 new Cub Scout leaders
and 130 of them were from Dan Beard. Our Tri-district Scout SMF's trained 117
new Boy Scout leaders and 35 of them were from Dan Beard. More than 30 of our
district's adult volunteer leaders earned various types of training awards.
Our training tape video libraries did not loan out any tapes to units in 2001.
Advancement - About 1355 Cubs and 697 Boy Scouts had advancement this year.
Finance - We exceeded our Friends of Scouting goal of $73,000 by $3,000. This
amount was the largest amount ever raised in our district and the largest
amount raised by any of the 11 districts in our council.
Popcorn Sale - 29 Packs and 21 Troops sold more than $344,000 worth of popcorn,
about 26% of the total council sales. We were the top selling District for the
14th time out of the 16 years of the popcorn sales.
Activities and Civic Service - At our 20th Annual Recognition Event 31 adult
Scout leaders received the Distinguished Leadership Citation and 4 Scouters
received the District Award of Merit. 91 Scouting Religious Awards were
recognized, along with the 56 Boy Scouts that had earned the Eagle Rank.
Two of our District Scouters received the Silver Beaver Award.
Our Scouting For Food Good-Turn had 23 units involved and they collected more
than 7,300 pounds of food which was distributed to 5 local food distribution
agencies. Our 2001 Annual Uniform Sale netted over $148 in profits.
Our 20th annual Mall Expo was held at Cary Towne Center with 6 Packs and
9 Troops putting on displays, with a total attendance of 203 Scouts and 104
Scouters. The District Pinewood Derby had a total of 60 Tigers racing from
27 Packs; 70 Cubs racing from 31 Packs and 67 Webelos racing from 29 Packs.
88 Tigers, Cubs and Webelos from 25 Packs entered the Best Design and the
Most Unique Design categories.
The annual Round Table Kick-off dinner had more than 65 Scouters in attendance.
About 110 Scouts and Scouters were elected to the Order of the Arrow.
Our http://www.bsa.net/occo/danbeard website has had more than 1000 visitors
since June of 2001 and our DanBeard e-mail list server has 150 district and
unit leader subscribers.
