Dan Beard District Committee Meeting Minutes
October 2, 2002
Attendees:  Herb Council, Jenny Elwell, Dusty Fletcher, Steve Glass,
            Susan Long, W.E. Medlin, Pam Sen, Rodger Skirvin, Stephen Stewart,
            Marv Tharp, Ed Walsh, Ron Werley and Ed Williams (13)

1.  Pledge of Allegiance by Ron Werley; Invocation by Marv Tharp.

2.  September minutes approved.

3.  District Commissioner - Ron Werley:  District Committee member registration
    forms were handed out and completed.

    District Realignment - Key 3 from the Wake County Districts affected by the
    proposed District realignment have been meeting semimonthly to work out the
    best options for consolidation/realignment of Impeesa, Sequoyah and Dan
    Beard Districts.  The planning now is in the hands of the Council staff.
    By January 2003, plans will be in place and a vote will be taken at that
    month's Council Executive Board meeting for acceptance.  By June 2003,
    District committees will begin to form.  Everyone attending the January 25,
    2003, District Committee workshop will have input.

    Commissioner College - The 26th Annual College of Commissioner Science will
    be held Nov. 2, 2002, from 7:00 a.m. to 8:00 p.m. at Sandhills Community
    College in Pinehurst.  Catalogs containing class info and registration
    forms were passed out and are available from Ron Werley.

4.  Assistant District Commissioner - Round Table - Ron Werley for Gary Thorn:
    Round Table Attendance has increased 20-30% due to training being offered.
    He suggests offering every training every other month. Richard Connelly
    will offer Safety Afloat to all Scout leaders at the October 17 Roundtable.

5.  Cub Roundtable Commissioner - Jenny Elwell:  Cub Scouters are invited to
    attend the Safety Afloat course at the October 17 Round Table.

6.  Boy Scout Program - Ed Walsh:
    Ed reported that the our District Boy Scout Camporee is on for April at
    Camp Durant.  Bill Faircloth is the Camporee Chief.

    Advancement - Ed Williams:  Seven Troops had advancement in September.

    Eagle Board - Ed Williams for Warren Dunshee: September - Nine eagles, all
    approved; six projects, all approved.

    Training - Susan Long:  Several DB Scouters attended the last Training
    Development Conference so we'll have more trainers to call upon.  As of
    today, there are 5 Scouters registered to attend Outdoor Leadership Skills,
    October 25-27, at Camp Campbell.  There are 20 on staff and at least 24 are
    needed to hold the course.  Register today at the Scout Office before the
    course is cancelled.

7.  Cub Program - Training:  30 Scouters were trained at the September 21 Cub
    Training course. Sequoyah District is hosting a two-night Cub Training
    course on October 8 and 15; no one has seen a registration flyer out for
    this.  Curtis VanHorn is the Course Director.

    Advancement - Pam Sen:  Received council advancement forms last week and
    hasn't had time to go through them all; she'll report next month.

    Council Cub-O-Ree - Stephen Stewart:  There are 1733 Scouts and family
    members registered to attend this weekend's Cub-O-Ree to be held at
    Carter-Finley Stadium.

    Cub Scout Family Camporee - Scheduled for April 4-6, 2003, at Camp McNeil.

8.  Trail's End Popcorn Sale - Dusty Fletcher:  Dusty reported Show-n-Sell
    distribution went well, and many thanks to Rodger Skirvin and Martin
    Banning for handling that.  Reports from units are that Show-n-Sell is
    doing well with four units purchasing additional product from Council.
    Thirteen (13) units have accepted the Council's challenge to track their
    weekly sales in order to earn $100 in Scout Bucks.

    Popcorn Distribution - Help is needed from 8 a.m. - 9 p.m. on Friday,
    November 8 in sorting and loading popcorn.  Please let Dusty know what
    hours you're available.

9.  Camping Chairman - reported by Rodger Skirvin and Ed Williams for John
    Slocumb:  Camp Durant had 1100 paid Scouts during this past summer. The
    Trailblazer program will be expanding for 2003; specific funds have been
    designated to expand the Trailblazer area.

10. OA Advisor - Tom Doligalski:  OA Fall Fellowship had 85 Dan Beard Scouts
    and Scouters attending.  51 Scouts and Scouters went through their Ordeal.

11. LDS Relationship Chairman - Herb Council:  The LDS units are going to
    attend 2003 summer camp at Camp Durant.

12. Membership & Relationship Chairman - Marvin Tharp:  Fall Roundup gathered
    321 new Scouts with approximately 24 more still to be registered.  As of
    September 30 Dan Beard had a total of 2774 Scouts registered: 1546 Cubs.
    1117 Boy Scouts (1104 in Aug.) and 111 Venturers registered in 87 units.

    Quality District status - To earn Quality District, a total 3004 Scouts are
    needed (or an increase in the Cub program).

    Second Roundup - Another School Night for Scouting is scheduled for
    Tuesday, October 15 in Garner, Fuquay, and Farmington Woods Elementary
    (Cary), Oak Grove Elementary (Cary), and Dillard Drive Elementary (Cary).

13. Activities & Civic Service - Dusty Fletcher:
    District Uniform Sale - Dusty reporting for Dick Fletcher:
    Gross proceeds from the September  sale were $342.25, $104.75 paid out to
    consignees, and $237.50 profit to District (vs. $148.75 in 2001).  There
    were 7 consignees with a total of 75 items sold (vs. 9 and 34 in 2001).
    Markdowns were made in order not to carry the merchandise over to next
    year.  Quite a few old style uniforms remain in the District inventory and
    probably will never sell.  There was a lot of interest in Tiger, Wolf, and
    Webelos I uniform parts and many were turned away because of no
    merchandise to sell.  Comments on how to obtain additional uniforms for
    next year are welcome and can be directed to Dick.

    Recognition Event - The 2003 Recognition will be held Thursday, November
    21, 2002, in place of Round Table.  Nominations for Distinguished
    Leadership Citation and District Award of Merit are due by October 17
    Round Table.  There are many Scouters in Dan Beard deserving of District
    Recognition -- remember to nominate them.  Dusty will post a reminder on
    the Dan Beard E-mail list of the due dates and forms location.

14. Venture Scouting - Steve Stewart:  Venturing Vortex will be held this
    weekend at Camp Durant, October 4-6.  Scouts interested in seeing what
    types of high adventure activities are in store for Venturers should
    attend.

    Venture Training - Stephen Stewart is offering Venturing New Leader
    Essentials Specific Training on Saturday, October 12, 2002, from 9 a.m. to
    1 p.m. at Optimist Farm.

15. Steve Glass, this year's District Committee Nominating Chairman presented
    the nominees for the positions of District Chairperson and District
    Commissioner.  Susan Long was elected as our new District Chairperson and
    Ron Werley was elected, (he continues in that position), as our District
    Commissioner.  Steve thanked all of the District Committee for the work
    they have done in the past year, with special thanks to W.E. Medlin for
    the great job he has done as our District Chairman for the past 2 years.


  District Committee Members of the Month: Rhonda Chesson, for her work on the
  Fall Roundup.

ATTACHMENT: DISTRICT ANNUAL REPORT

     Dan Beard District Annual Report for September 2001 - September 2002

Here is what helped make Dan Beard District an outstanding District in 2001:

Executive - We had 20 Scouters attend our January Annual Planning Retreat.

Commissioner's Area -  81 out of 83 units re-chartered on time.  About 70% of
our units were Quality Units.  The Unit Commissioner staff increased by 6.

Membership - Last year we added 6 Venture units; we lost 2 Packs and 1 Troop.
We have 87 units; 34 Packs, 35 Troops, 3 Varsity Teams and 15 Venture Crews.
Our Spring and Fall Roundups signed up about 300 Cubs and Scouts.  Our present
membership is 1431 Cubs, 1104 Scouts and Varsity and 110 Crew members, for a
total of 2645 in 87 units, versus 2482 in 84 units in September of 2001.

Camping - Our Spring Boy Scout Camporee was attended by 560 Scouts and 174
Scouters from 29 Troops.  Our Spring Cub Family Campout had 919 Cubs and
Scouters from 21 Packs participating.  Our Cub Day Camp was again held for 2
weeks and had more than 200 Cubs and Webelos in attendance.  We believe that
at least 75% of our BS Troops attended one or more Summer Camps.

Training - Our District Cub trainers trained about 130 new Cub Scout leaders
with about 110 from Dan Beard.  Our District Scout trainers trained about 200
Scout leaders and almost half of them were from Dan Beard.  We trained 45
leaders in Health & Safety and we did Fast Start Training for 33 Dan Bearders.
Our training tape video libraries loaned out 10 tapes to units in 2002.

Advancement - About 1200 Cubs and 637 Boy Scouts had advancement this year.
The District Eagle Board reviewed 85 Eagle Projects and approved 71 Boy Scouts
for advancement to the Eagle Rank.

Finance - We exceeded our Friends of Scouting goal of $77,000 by $6,000.  This
amount was the largest amount ever raised in our district and the largest
amount raised by any of the 11 districts in our council.

Popcorn Sale - 1479 Scouts from 49 units sold $367,793 worth of popcorn, about
24.9% of the total sold in the Occoneechee Council.  We were the top selling
District for the 15th time out of the 17 years of the popcorn sales.

Activities and Civic Service - More than 200 Scouters attended our 21st Annual
Recognition Event where we recognized 4 Scouters with the District Award of
Merit and 40 Scouters with the Distinguished Leadership Citation.  79 Scouting
Religious Awards were recognized, along with the 65 Boy Scouts who had earned
the Eagle Rank. One of our District Scouters received her Silver Beaver Award.

Our Scouting For Food Good Turn had 35 units involved and they collected more
than 6 1/2 tons of food which was distributed to 9 local food distribution
agencies.  Our 2002 Annual Uniform Sale netted over $237 in profits.

Our 21st (and last) annual Mall Expo was held at Cary Towne Center with 3 Packs
and 5 Troops putting on displays, with a total attendance of 100 Scouts and
Scouters.  The District Pinewood Derby had a total of 31 Packs entering 260
Tigers, Cubs and Webelos.  179 of them were in the actual races and 81 of them
entered the Best Design and the Most Unique Design categories.

The annual Round Table Kick-off dinner had more than 100 Scouters in attendance.

103 Scouts and Scouters were inducted into the Order of the Arrow and 10 Ordeal
members advanced to Brotherhood and 2 Brotherhood members were tapped out for
the Vigil honor.

Our http://www.bsa.net/occo/danbeard website has had more than 4000 visitors
since June of 2002 and our DanBeard e-mail list server has 189 subscribers.
