1. The Pledge of Allegiance was led by Stephen Stewart.
2. September minutes were approved as written.
3. Old Business - Ron Werley:
Name Selection for New Districts - Lengthy discussion was held regarding
the entries submitted by Scouts in the naming contest for the new
District 4 and District 5. Two names were selected from the entries and
will be submitted to the Council.
4. Membership - Steve Phillips: A few applications from Cub Round Up are
coming in. Current membership totals vs. 2002 year end status: Cubs -
1681 (-80); Boy Scouts - 1167 (-4); Venturing - 133 (+9);
Total - 2981 (vs. 3056 as of 12/31/2002).
5. Commissioner's Report - Ron Werley: September Roundtable included a
10-minute preview of the Unit Commissioner Fast Start video. Ron recruited
two new unit commissioners that evening and is searching for more. An
additional segment of the Unit Commissioner Fast Start video will be shown
at October's Roundtable. Anyone knowing of persons who want to serve in the
UC role should contact Ron.
Commissioner's College will be held Saturday, November 1 at Sandhills
Community College in Pinehurst. Class information and registration forms
are available on the Council web site:

Ron also will have registration forms available at the October Roundtable.
6. Boy Scout Roundtable - Gary Thorn: Hurricane Isabel caused the September
18 Roundtable to be postponed to September 25 and was held at White Plains
United Methodist. Attendance was about 33 people and Susan will get the
list to Gary Thorn as she collected the evening's sign-in sheets. Tom
Stalker presented Safe Swim, Safety Afloat instruction to Boy Scout leaders.
October Boy Scout Roundtable will feature an Order of the Arrow presentation
by Gantt Edmiston.
Cub Scout Roundtable - No report.
7. Finance - Susan Long: The first FOS meeting will be held October 23, 2003.
Ed Walsh has agreed to serve as the 2004 Family Campaign Chairman for both
districts and will attend this meeting. Recruiting is underway for the
overall FOS chairman.
Popcorn - Debbie Phillips and Cindy Smith: The Show-n-Sell popcorn pick-up
was delayed one week due to our recent hurricane and was held September 24
at Delta Consolidated warehouse. All went well with the twenty-nine (29)
units picking up orders; Debbie thanked everyone for their help in getting
the orders quickly and finishing by noon.
Weekly Sales Tracking program - The first of the weekly sales tracking
information is due Monday, October 6; send figures in via E-mail or call
Debbie or Cindy with the sales. Turning in figures for all five weeks will
earn your unit $100 in Scout Bucks. Other due dates are:
Week 2 Monday, October 13
Week 3 Monday, October 20
Week 4 Monday, October 27
Week 5 Monday, November 3
The Take Order portion of the sale began on September 20 and will continue
to October 28, unless individual units have set alternate dates. Orders and
all paperwork must be turned in to Debbie or Cindy November 1 or 2. Please
note that the sale was extended one week, also due to the hurricane. Take
Order Popcorn pick-up currently is scheduled for Friday, November 14 at
Longistics Warehouse, out past the RDU Airport. LOTS of help is needed for
distribution. Helpers for sorting and loading can sign up with Debbie now
(debs@utinet.net).
8. Activities & Civic Service - Dusty Fletcher:
Uniform Sale - Took place September 6 with $90.00 in proceeds. There were
many potential customers turned away due to the lack of Cub Scouting
uniforms to sell. Roger Lear asked Scouters present at the September
Roundtable for ideas on how to get more uniforms for this annual sale.
Dick Fletcher is compiling an inventory of items on hand and will place
that on the District's web site. Anyone having Scouting equipment and
uniforms to sell throughout the year can drop them off at the monthly
Roundtable or contact Dick Fletcher at 387-9205 (richard.fletcher@att.net).
November Recognition - Nominations for Distinguished Leadership Citations
(DLC) and Awards of Merit (AoM) are being received at a slow pace this
year. We have a total of 13 nominations received, with 2 of those for Award
of Merit. October 17 is the deadline for submissions. The event will be
held November 26 at Saint Andrew's Catholic Church, our new Roundtable site.
9. Cub Scout Program - No report.

Day Camp - No report.
Cub Family Campout - No report.
10. Boy Scout Program - Ed Walsh:
Boy Scout Advancement - No report.
Several speculations about the numbers but no one knew specific figures.
Eagle Board of Review - E-mailed to Roger Lear from Tom Allen:
The Eagle Board of Review for September 10 reported 10 finals, all
approved and 5 Projects, with 3 approved and 2 needing some work.
Camping - No report.
Camporee - Ed Walsh: The budget has been turned in to Council and
everything is going smoothly. Registration will be $8 per person.
Placing the patch order is delayed until the new district names have been
submitted to the Council and are approved. Emergency Preparedness is the
theme for the campout. Plans include activities in the morning where
Scouts will learn emergency preparedness skills and activities for the
Scouts to practice these skills in the afternoon. A "map room" type
exhibit will be assembled with information regarding the new BSA
Emergency Preparedness program and the new joint BSA-Red Cross training
program. Venture Crew 208 and Tom Stalker will offer a water-related
program for Venturers only at the District Camporee.
There will be a women in Scouting training weekend held at Camp Reeves
this same weekend but no space conflicts are expected.
Council Camporee - This fall's Council Camporee will be held October 17-19
at Fort Bragg's Normandy Drop Zone. All the Campout information is now
available on the council web site. Bill Fairhurst reported that the
Venture activities had been cancelled for this event due to geographic
restrictions placed on training areas due to the Iraqi war.
11. Order of the Arrow - Tom Doligalski via e-mail: Tsungani Chapter had 93
go thru their Ordeal at the Fall Fellowship on 9/19-21. 23 Remain eligible
until the Spring Inductions on 5/14-16, 2004, due to Hurricane Isabel.
Total attendance (all chapters) was 213 existing members, 128 new members
and 44 Brotherhood conversions. 19 new members joined our Chapter.
A presentation about the OA will be presented at our October 16 Roundtable.
12. High Adventure - No report.
13. LDS Liasion - Herb Council: No report.
14. Training - Marv Tharp: Marv reported that over 140 adults attended
September 27's training sessions. Thank you to the DBD instructors:
Linda Boggs, Gary Thorn, Steve Ennis, Susan Long and Suzie Slopek.
Marv wants to add Den Chief Training and BALOO to this year's training
and will advise the committee when these courses can be arranged.
