Dan Beard District Committee Annual Business Meeting and District Committee Meeting Minutes
October 7, 1998

Attendees: John Slocumb, Roy Alfred, John Cortese, Dusty Fletcher, Louis Hanemann, Roger Holton, Paul Hyde, Susan Long, Jim McSherry, W.E. Medlin, David Page, Bob Ratledge, Bill Slocumb, Tom Stalker, Steve Stewart, Judy Ward, Don Williams and Ed Williams

Opening: John Slocumb, District Chairman and Invocation by Bob Ratledge, Vice-Chairman.

Introductions: New members and guests were introduced and welcomed by John Slocumb.

September minutes approved as written.

1998 District Achievements: John Slocumb read the 1998 Dan Beard District Report (attached) as compiled by Roger Lear. John commented on the good year in the district.

District Commissioner: No report.

Boy Scout Program Reports:

Camping: W.E. Medlin reported that he has received no feedback on changing the camping survey form, so it will probably remain the same for 1999.

Advancement: Ed Williams announced the changes in Boy Scout rank requirements. Ed reported that the new changes will be reviewed and discussed at the next few Roundtables to hopefully avoid problems, as implementation of the new requirements is slated for April 1, 1999.

Eagle Board: Jim McSherry and Bill Slocumb reported 3 finals and 3 project reviews at September's Review Board - all were approved. October's slate has 7 finals and 2 projects for review.

Training: John Cortese reported that 38 leaders were trained at September's Tri-District SMF, about 15 of these were from our district. Bear Claw is scheduled for the end of March, 1999 - Impeesa District is in charge. Spring Tri-District SMF will be held in May of 1999 - David Purser from Impeesa District is the Scoutmaster.

Cub Program Reports:

Advancement: Judy Ward reported 11 Bobcat, 6 Wolf, 5 Bear, 1 Webelos and 1 Arrow of Light badges were awarded in September. Four packs out of 35 advanced in September.

Training: Susan Long reported that 69 leaders were trained at the Sept. CSBLT hosted by the Impeesa District, approximately 25 were from Dan Beard. Council CSBLT was cancelled for lack of a location and a Cubmaster for the course. Next Wake County area CSBLT will be Nov. 12 and 19, hosted by the Sequoyah District.

Order of the Arrow: Louis Hanemann reported that the Tsungani Chapter made a fine showing at the Fall Inductions held Sept. 18 - 20 at Camp Durant. Chapter elections are scheduled for the Oct. 15 chapter meeting. Adult advisors are in place and are receiving job descriptions. 1998-99 chapter goals are: 1) to have more efficient chapter organization, 2) increase membership at meetings and 3) promote better communications.

Safety: No report.

David Page reported 36 packs, 34 troops, 4 teams and 4 Venture crews in the district. Total Cub Scout membership got a big boost with September's Round-Up and applications are continuing to come in.

Activities and Civic Service: The upcoming Recognition Event to be held on Nov. 5 was discussed. The event will be held at First United Pentecostal Church - reception begins at 6:30pm with the ceremony following at 7:15pm. Susan Long requested that all district committee members bring a dessert to share and the Awards Committee would take care of getting a cake. Volunteers to help with the reception were asked for with Dusty Fletcher coming foward to help with punch. Susan reminded district committee members that the Recognition Event is also the installation of the 1998-99 District Committee and as many members as possible need to be there.

Dusty Fletcher reported that the 1999 Mall Expo theme has been selected; it will be "Spirit of America". A patch design contest for the Mall Expo patch was announced to be kicked off at the November Roundtable.

"Scouting for Food" was discussed to be done in Feb., 1999 as a district good turn. Tsungani Chapter OA has agreed to head up "Scouting for Food".

High Adventure: Tom Stalker announced spring canoe training - flat water (basic) training to be held in April probably at Camp Durant and whitewater training to be held April 30 - May 2, 1999. Post 208 plans to offer Scouts 14 years and older a weekend kayak training in the Spring of 1999. Details will be forwarded in January.

Finance: David Page reported that $152,174 has been raised in the Wake County campaign exceeding the goal of $145,000. David congratulated the district for doing a great job in the campaign. He also said that pledges were still being taken.

New Business: Election of District Committee Members - a slate of candidates was presented by Bob Ratledge, with John Slocumb presented for District Chairman and all other candidates were listed as well as Members at Large. The election was carried by voice vote of all of the members present approving the slate of candidates. Attached is a list of those approved with the positions they have agreed to fill. David Hearne will be presented to the Council for approval as District Commissioner.

Other Business: Ed Williams reported that 43 units are signed up to sell popcorn. Dominos warehouse in Garner will be the pick-up point again this year. Ed and his area "kernels" are in touch with units on orders.

David Page presented an idea for a silent auction as a fundraiser to be held at Roundtables in the coming months. Fylers will be available at the October Roundtable.

The January District Planning Retreat was discussed - the Admin Building at Camp Reeves will be under renovation (floors) and unable to be used. David Page will look into something at Durant and John Slocumb will check out a Durham location.

District Committee Member of the Month: Bob Ratledge for his work as Chairman of the Nominating Committee.
