In attendance: Martin Banning, Herb Council, Dusty Fletcher, Mary Hampson,

Robert Spivey, Steve Stewart, Marv Tharp, Gary Thorn, Ed Walsh,
Ron Werley and Ed Williams (15).
1. The Pledge of Allegiance was led by Steve Phillips. An invocation was given
by Susan Long.
2. August minutes were approved as written (both versions).
3. Old Business - Susan Long: The redistricting plan is moving along. Martin
Banning will remain as the District #5 DE ("Cary/Apex") and a new DE will
hired for District #4 ("Garner/FV/Holly Springs").
Rodger Skirvin will move up to Field Director for Northeast operations.
Stuart Wright will be the DE for District 1, Chris Cardozo for District 2
and Jason Wimmer for District 3.
No nominations from Scouts for new district names for 4 & 5 had been
received by Dusty, but 2 or 3 said their Scouts were submitting them.
4. Membership - Steve Phillips: Roundup got about 375 Cub Scouts in 2 nights
of the recruiting drive. There are now about 100 more applications in for
new Cub Scouts. We need new Packs in the Apex area for alot of those new
Cubs, but they cannot find leadership for the Packs. Last year's recruiting
drive got 165 new Cubs, so this year's 460 Cub Scouts was a big improvement.
Our thanks to Martin Banning, Steve, Robbie Spivey, Jerry Jester and Mark
Christy for the great recruiting effort!
Religious Awards - Robbie Spivey: He is still planning to get to all the
churches in our district to offer religious materials and information for
Scout Sunday and to offer Religious Award classes to Scouts in their church.
5. Commissioner's Report - Ron Werley: We need more Unit Commissioners. With
the new district structure we HAVE to step up and do some heavy recruiting.
Ron and Susan suggest that everyone on the Committee (and all of our Scout
leaders), submit at lease one name and phone number to Ron, of adults
leaving active Scouting roles, so we can try to recruit them as Unit
Commissioners. Steve Phillips will talk to Gannt Edmiston to get the names
and phone numbers of Eagle Scouts that signed up for the NESA breakfast.
Ron agreed that at the September 18 Roundtable, he would show the
Commissioner Fast Start tape starting at 7 p.m. for any interested Scouters.
Boy Scout Roundtable - Gary Thorn: There were 85 Scouters in attendance at
the August 14th Roundtable. 25 first timers were there and 21 attended the
Health and Safety certification class given by Dr. Mann and Susan Long.
NOTE: This month's Boy Scout Roundtable program will be Safety Afloat and
not the one advertised on the District web site.
Cub Scout Roundtable - Gary will contact Jenny Elwell and see if she can
generate a Cub Scout Program listing for the coming year.
6. Finance - Susan Long: They are recruiting FOS Chairpeople for the
"Westaone" and the "Eastaone" districts. District 4's goal (the "Eastaone")
is $44,000 for 2004 and District 5's goal (the "Westaone") is $86,000, The
goals were determined from the 2002 gifts from the 2 different areas.
Popcorn - Debbie Phillips: The September 2 Unit Kernel Kick-off meeting was
attended by 41 of the 46 units selling popcorn this year. Twenty-nine units
are doing "Show-N-Sell" and have ordered $123,000 worth of popcorn. This is
$12,000 worth more of popcorn than ordered last year for Show-N-Sell. Last
year our district sold about $425,000 worth of popcorn and this year we are
shooting for a cool half a million dollars in popcorn sales. Help us reach
that goal by "Eat more popcorn"!
Debbie would like lots of help on September 19, from 3 p.m. to 9 p.m. in
unloading/sorting the Show-N-Sell popcorn at Raleigh's Delta Consolidated
warehouse. Contact Debbie (Debs@utinet.net) if you can help even part of
the time that day.
7. Activities & Civic Service - Dusty Fletcher:
Uniform Sale - Will take place, both drop-off and the sale, at the Scout
hut off the parking lot at Cary Macedonia Methodist Church at the corner of
Tryon Road and Walnut Street, out beyond Crossroads Shopping Center. The
drop-off will be Friday, September 5, from 6 p.m. to 9 p.m. and the Uniform
Sale will be held Saturday, September 6, from 9 a.m. until noon. The sale
will not be successful unless we get lots of people dropping off uniforms to
sell. So tell everyone you know, especially those who have adults or boys
who have left Scouting, to bring their uniforms to Friday night's drop-off.
Scouting for Food - Dusty needs a couple of Scouters to help her with the
Scouting for Food effort. We really need to put some emphasis on this.
Many of the community concerns, like the Dorcas Shop in Cary, and a lot of
the church food closets, are almost totally out of food. Dorcas shop used
to provide food to 2 out of every 5 clients it helped. Due to the area's
growth and unemployment they now provide food to 4 out of every 5 clients.
PLEASE HELP DUSTY WITH THIS EFFORT TO HELP THOSE LESS FORTUNATE THAN US!
Recognition Event - We have only 1 nomination so far for the leadership
awards. We need each unit leader to go to our web site and read the
information on the Recognition Event for 2003.
8. Cub Scout Program - Susan Long for Steve Ennis:
Cub Advancement - Susan Long for Pam Sen: Not much advancement to report.
Day Camp - Susan Long: Our council is discussing having a Wake County Cub
Day Camp in 2004.
Cub Family Campout - Susan Long for Steve Fuller. Steve Ennis and Steve
FUller are looking at the re-scheduling of the 2004 Cub Family Campout. We
will have a report on this hopefully at the next Committee meeting.
9. Boy Scout Program - Ed Walsh:
Boy Scout Advancement - Ed Williams: Ed reported that 13 troops showed
advancement in August. Troops 131, 231, 238, 307 and 431 have shown no
advancement in the last six months.
The Eagle Board of Review for August reported 6 finals, all approved,
and three (3) projects, all rejected.
Camping - No report.
Camporee - Ed Walsh: Ed, Jim McGraw and Jerry Jester are working on the
Emergency Preparedness theme for the campout. They will have a budget done
and will submit it at the next Committee meeting.
This fall's Council Camporee will be held October 17-19 at Fort Bragg's
Normandy Drop Zone. All the Campout information is now available on the
council web site.
10. Order of the Arrow - No report. However, a flyer has been sent out by the
OA and many have received it. It shows the Fall Fellowship as being held
from September 19-21, 2003, which is not that far away.
11. High Adventure - Stephen Stewart for Mel Nance. No report.
12. LDS - Herb Council: No report.
13. Training - Marv Tharp: Marv reported that 6 adults attended the August 16
training.
The training on September 27, for all areas of Scouting, is still on
schedule. Go to the Council Training Calendar page to see the flyers
for these courses and Marv sent the flyers out on the YahooGroups e-mail
list server just a few days ago.
September 13 - BALOO training is being rescheduled, hopefully.
October 11 & 18 - Cub Scout Basic Leader Training (both in the evening).
14. New Business - Susan Long: Nominating Committee for the district is in the
process of being constructed. Susan asked all of the people present if
they would keep their current jobs next year, either in the "Eastaone" or
the "Westaone" district, and all present agreed they would continue to
serve next year.

Jester and Mark Christy for their Cub Scout Recruiting effort and Dusty and
Dick Fletcher for their work on the August 14 Roundtable Kick-off meal.
