Attendees: Tom Allen, Martin Banning, Keith Biegert, John Cortese,
Tom Doligalski, Bob Gamble, Brian Garrett, Jerry Jester, Kevin John,
Roger Lear, Jim McGraw, Robert Spivey, Chris Siegl, Suzie Slopek,
Cindy Smith, Gary Thorn, Ed Walsh, Paul Young and Ron Werley (19).
1. The Pledge of Allegiance was led by Ron Werley and Robbie Spivey.
2. Dan Beard District minutes for December 2003 were approved as written.
3. Old Business - Ron Werley and Martin Banning:
Dan Beard District was a Quality District in 2003. There was an 8% growth
in units (ended up with 99 units) and a 4% growth in membership (ended up
with 3176 Scouts). Occoneechee Council was a Quality Council with a 3.5%
growth in units and a 4% growth in membership.
4. Executive - Robbie Spivey: The following positions were filled by
volunteers previous to this meeting or at this meeting. Chris Siegl will
co-chair the Religious Awards program with Robbie Spivey. Chris Siegl and
Bill Fairhurst have agreed to co-chair the High Adventure/Venturing
Chairpersons position. Gantt Edmiston has agreed to co-chair the Eagle
Board of Review with Tom Allen. Jerry Jester agreed to be the 2005 Boy
Scout Camporee Chief and Kevin John agreed to be the Vice-Chief. Jerry also
agreed to be the Boy Scout Roundtable Commissioner. Thank you Scouters for
stepping forward to help our District do it's job!
Robbie would like to see us fill the vacant Committee positions as quickly
as possible, especially the Training positions. He would also like to see
two deep leadership in all positions. That provides training for the second
person, with the hope that the second person will take over for the first
person when it becomes necessary.
Open District Positions - Overall Training Chairperson, Cub Scout Training
Chairperson, Venture Training Chairperson, Membership and Relationships
Chairperson, Cub Scout Roundtable Commissioner, Popcorn Kernel, Activities
and Civic Service Chairperson, Cub Scout Program Chairperson, Cub Scout Day
Camp Director and Boy Scout Advancement Chairperson.
Several of these positions have possible candidates and specific members of
our Committee will contact those candidates within the next month and
report back at the February 12th, 2004 Committee Meeting.
5. Commissioner's Report - Ron Werley for Susan Long: There are currently 55
units in the Crosswinds District. Martin Banning will provide us with a
list of the units for inclusion on our Crosswinds web site (which is at URL
http://crosswinds.cary.nc.us).
ADC Roundtable - Gary Thorn: The theme for the January Roundtable will be
"Fiesta". Gary wants to start refreshments at the next Roundtable. He will
purchase drinks and snacks and put out a "voluntary donation" container so
that all the attendees can help pay for the refreshments.
Boy Scout Roundtable - Jerry Jester: Jerry has agreed to take this position
for 2004. We will follow the presentations for the 2004 Boy Scout
Roundtable that were planned out in 2003 (see http://Crosswinds.cary.nc.us
and the file under Boy Scout Program called "2004 Round Table Programs").
Cub Scout Roundtable - Open position.
6. Activities and Civic Service - Open position: Discussion was held about the
A&CS position NOT handling the August Roundtable Kick-off meal and the
annual Recognition Event. The August RT kick-off would be handled by the
Roundtable Commissioner's staff and the annual Recognition Event would be
handled by the Boy Scout and Cub Scout Advancement Chairpersons. Dusty
Fletcher has agreed to handle the Scouting for Food for both districts, with
Roger Lear helping for Crosswinds. The SFF date is being addressed. The
Council date is March 20, but that is a bad date for our area, as the OA
Spring Pow-Wow is on that weekend. Some units prefer the February date.
7. Finance - Martin Banning: The 2004 FOS goals for the Crosswinds District is
$86,000 overall, with $50,000 targeted for the Family Campaign, $29,000 for
the Major Gift Campaign and $7,000 for the Community Campaign. A discussion
of the Community Campaign followed with the concensus being that with the
right leadership we should be able to have a much more agressive Community
Campaign. Roger Lear offered to make some calls to get some names for
possible leaders/workers for the Community Campaign. Ed Walsh has agreed to
lead the Family Campaign (for the 3rd year in a row). Ed stated that 33 of
our units have signed up for Family Campaign kick-off presentations. Karl
Blackley heads up the FOS Campaign, Anthony Blackman heads up the Major
Gifts Campagin and we are looking for a Community Campaign Chairperson.
Popcorn - Cindy Smith (as past District Kernel): Cindy will help the
District find a District Popcorn Kernel. She will call some people and let
us know at the February District Committee Meeting.
8. Cub Scout Program - Open position:
Gary Thorn is going to talk to someone about taking this position. We need
to fill it rapidly as it is the position that coordinates all of the
District's Cub activities.
Cub Advancement - No report.
Cub Day Camp - Open position: Martin Banning will talk to a candidate and
report the results at our February meeting. We have a possible candidate
for the Cub Day Camp Program Chairperson, who will contacted before the next
District Committee meeting.
Cub Family Campout - No report. Steve Fuller is the 2004 Cub Family Campout
Chief.
9. Boy Scout Program - Ed Walsh:
Boy Scout Advancement - Open position: Ed Walsh will talk to some
candidates for this position and report at the next District Committee
Meeting.
Eagle Board of Review - Tom Allen: The Eagle Board of Review for December
had no final reviews for Eagle. Gantt Edmiston has agreed to co-chair the
Eagle Board with Tom.
Camporee - Ed Walsh and Jerry Jester: This will be a combined Boy Scout
Camporee for the Crosswinds and the Hemlock District units. The theme is
the first of a repeating cycle of programs and for this year it is
"Emergency Preparedness". Bob Gamble will again be the registrar for our
Camporee (for the 3rd or 4th time). The registration web site may be
available soon, watch for announcements on our web site.
10. Order of the Arrow - Tom Doligalski: Tom reported that the OA is in the
final stages of preparing an updated "Where to Go Camping" booklet. It had
not been updated in the past 3 or 4 years. Tom reported that there will be
two OA Chapters, one for each District, but that there will be only one
Ceremonies Team.
11. High Adventure/Venturing - Chris Siegl and Bill Fairhurst: Chris and Bill
will have more to report at the next meeting. Bill's Crew 111 has the
February BS Roundtable breakout program on "High Adventure".
12. LDS Liasion - No report.
13. Training - Open position: This position needs to be filled quickly so that
planning dates can be set up for adult training across the "five-districts"
that usually share the training load. If you or anyone you know is
interested in taking this position, please contact Robbie Spivey or someone
on the Committee.
John Cortese, who is on the Council H&R Committee, explained how the
Council has broken up the training into 5 areas. Basic Leader Training
(Fast Start, NLE, Specific Training,etc.); Leadership Training (WB, TDC,
JLT, etc.); Outdoor Leader Training (BALOO, IOLS, Powderhorn, etc.);
Continuous Training (Pow-Wows, Climbing, Biking, etc.) and Red Cross
Training (Health and Safety, Emergency Preparedness, etc.). Since this
is a new concept, it may lead to us having more than one Training position.
More discussion and planning will be done by the District's Key 3 prior to
the February meeting. They may be prepared to report at that meeting.
District Committee Member of the Month: Ron Werley for his outstanding work as
the District Commissioner for the last several years!!
