Crosswinds District Committee Meeting Minutes
January 4, 2007

				  BOY SCOUTS OF AMERICA
				   OCCONEECHEE COUNCIL
				   CROSSWINDS DISTRICT

Robert Spivey Jerry Jester Martin Banning
District Chairman District Commissioner District Director

Attendees: Beckie Dayton, Bob Gamble, Will Highsmith, Jerry Jester, Roger Lear,
Lu Little, Susan Long, Monte McCaw, Bill Reynolds, Robbie Spivey,
	   Gary Thorn and Bryson Trexler (12 + 3 Guests = 15)
Guests: Fillmore Bowen T201, Don Hiller T152, Gregg Gigson T/P131

1. The Pledge of Allegiance was led by Robbie Spivey. Our guests introduced
themselves (they were invited by the Commissioner as they are unit COR's).

2. The Crosswinds District Committee meeting minutes for November 2006 were
approved as written (there was no Committee Meeting held in December 2006).

3. Commissioner Service - Jerry Jester: A new process to have UC's help units
is called the Centennial Award. It allows the UC to help the units set goals
for their units and commit them to paper so they can be measured. Jerry
mentioned that recharters are due on March 15.

Round Table ADC - Gary Thorn: Gary is off to Europe again but Jerry will
   cover for him at RT.

Susan Long mentioned that Steve Glass, who did our RT's for years, will give
the RT training at the District Committee Training Workshop on Jan. 27, 2007
at Providence Baptist Church from 8am to about 2pm.	There is a free lunch,
and if you are going you need to contact Linda Grady (lgrady@bsamail.org) to
let her know you'll be there.

4. Membership/Relationships - Bill Reynolds: There is a unit survey being done
asking the units how effective the last Roundup was thought to be. He will
report on it at the next meeting. We are a Quality District this year for
the first time in 3 years. We did not have any membership figures to report
but we do know that we must have picked up about 11 Venture Scouts or we
would not have made Quality District.

5. Finance - Jerry Jester: Jerry is our Family Campaign Chairman and reported
that about 80% of our 40 units have set dates for their FOS meetings. Jerry
said we are looking for a Major Gifts Chairman. We also need to focus on
soliciting local businesses (like your garage, barber, etc.) for donations
to Scouting. Our Community Campaign has, for years, been our weakest link
in giving and this in the city rated #5 in the nation, with 110,000 people
and probably more than 1,000 businesses. If we got half of them to give us
$10 each, it would more than double or triple what we normally get.

Popcorn - Beckie Dayton: Beckie said we sold more popcorn than any district
in the Council and our total sales of $312,664, was the highest ever for us.
Beckie's personal goal was $300,000 and she did almost $13,000 better! Great
job by Beckie and the units. We sold 28% of the $1,134,086 worth of popcorn
sold by our 5 district Service Area and we sold 16% of the $1,944,104 worth
of popcorn that our entire Council sold. Thanks to all the Unit Kernels &
Area Kernels who helped Beckie make it our best popcorn year ever.

6. Eagle Board of Review - Gantt Edmiston (via e-mail): The December EBOR
approved 5 Eagle Ranks and at a special board held later in December
approved another Eagle for a total of 6 Eagles for December. That gave our
District a total of 63 Eagles for 2006 and 163 Eagles in our District since
our formation on 1/1/04. Only one Eagle Project was approved in December.

7. 2007 BS Spring Camporee - Bob Gamble: Bob is the Camporee Chief for our
2007 Camporee. They need the units to start picking people that they can
commit to help at the Camporee. The registration site is now open for site
   selections, etc., http://crosswinds.cary.nc.us/camporee/index.html.

8. Training - William Highsmith: Will and Lu Little have put together three
training courses for January 20, February 6 and March 10. Flyers have been
put on the Council website and will be put on the district website and sent
out on our e-mail list server. Will is working on creating a program that
can be used to record the training level of all of the unit leaders in our
   district.

9. Scouting's 97th Birthday is on February 8, 2007. Scout Sunday is on
February 4, 2007 (with Methodists celebrating it on February 11, 2007).
Please remember to get your unit involved in your church's program for that
Sunday. If you don't do that, at least show up as a group in uniform.
District Committee Members should remember to wear their Scout uniforms to
   church on that Sunday.
PS- Don't forget the Council Eagle Recognition Banquet on February 17, 2007.
You need reservations for that Banquet. Contact the Council Office.

10. Order of the Arrow - Monte McCaw: The serving of pizza has helped the
attendance at the Chapter meetings. They are discussing a way to recognize
OA members who provide meaningful service at the Boy Scout Camporee.

11. DISTRICT COMMITTEE MEMBERS PLEASE TAKE NOTE OF THE FOLLOWING:

There will be NO District Committee MEETING ON FEBRUARY 1, 2006.

We will hold our annual program planning session on February 10, 2007 at
Cary First Baptist Church in Annex 3 (our normal meeting place) from 8am to
1pm (end time is an estimate). We will probably have an abbreviated
February Committee Meeting at the start of the program planning session.
Breakfast will be provided at the start of the meeting.

IT IS ESSENTIAL THAT ALL DISTRICT COMMITTEE MEMBERS ATTEND THIS MEETING!
PLEASE DO YOUR HOMEWORK FOR THIS PLANNING MEETING AND WRITE DOWN THE
THINGS YOU WOULD LIKE TO DO THAT FALL IN YOUR AREA OF RESPONSIBILITY!!
The District Committee Goals for last year can be found on our web site.

We don't want to put down our own ideas and plans for your area if you
are not there, but WE WILL, if you have not submitted your goals to us, as
we need to know your plan and how it fits into our program for 2007/8.

IF YOU ABSOLUTELY CAN'T MAKE THE MEETING, please send your program goals
list and any suggestions or comments you may have about next year to Martin
Banning (mbanning@bsamail.org) AND Roger Lear (learbsa@allvantage.com) by
FRIDAY MORNING Feb. 9, so they can be read and discussed at the meeting.

Committee Member of the Month:	Beckie Dayton for the fabulous job she did on
the 2006 Popcorn Sale.
