                              CROSSWINDS DISTRICT

Robert Spivey Susan Long Martin Banning
District Chairman District Commissioner District Executive

Attendees: Keith Biegert, Mark Christy, Tom Doligalski, Steve Fuller,
Bob Gamble, Brian Garrett, Jerry Jester, Kevin John, Roger Lear,
Susan Long, Jim McGraw, Chris Siegl, Suzie Slopek, Robbie Spivey
           and Ed Walsh, (15).

1. The Pledge of Allegiance was led by Robbie Spivey.

2. Crosswinds District minutes for January 2004 stated that there were 55 units
and should have stated that Crosswinds had 57 units in January 2004.

3. Old Business - Steve Fuller (from Hemlock District):
Steve gave us an update on the Cub Family Campout and the status of the
campout program and physical arrangements. He has some concern about
parking as there is another event going on at Camp McNeill that weekend.
   Thanks for updating us Steve!

4. Executive - Robbie Spivey: The following positions have been filled since
the last meeting. Suzie Slopek and Cindy Smith will act as our District
Co-Kernels in 2004; Mark Christy and Suzie Slopek will act as our District
Membership & Relationships Co-Chairpeople for 2004; Kevin John will handle
our Camping and Jim McGraw will handle the District Health and Safety. Ken
Truelove and Robin Biegert will head up the 3rd week of our combined 2004
Cub Day Camp. Thank you Scouters for stepping forward to help our District!

We still need Cub, Boy Scout and Venture Training people, a Cub Program
Chairperson, a Civic Service and Activites Chairperson and a Cub Round Table
Commissioner. If you want to help please contact Robbie Spivey.

5. Commissioner's Report - Susan Long: The Commissioner's College date is in
question and Susan will try to find out for us when it will be held. They
had 53 units out of 57 do their re-chartering pickup on Feb. 5th at Saint
Andrew's. March 11th is the charter turn-in date and is by appointment
only at Saint Andrew the Apostle Catholic Church near Apex.

ADC Roundtable - Roger Lear for Gary Thorn: Gary put out refreshments at
the January Roundtable along with a "voluntary donation" container. We will
hear how it worked out at the February Roundtable.

Boy Scout Roundtable - Jerry Jester: Bill Fairhurst's Crew 111 will do a
High Adventure program for the February Roundtable. It was decided to move
the May 20th Round table up one week, to May 13, 2004 due to a conflict with
a St. Andrew program. Because we moved the Roundtable to May 13, we had to
move the May District Committee meeting from May 13th, back to May 6, 2004.

Cub Scout Roundtable - Open position.

6. Activities and Civic Service - Open position:
Roger Lear reported on the Scouting for Food that was held on February 7.
We only had 3 Packs and 4 Troops do Scouting for Food and at last report
it looked like about one ton of food was collected. More to report later.

7. Finance - No report.

   Popcorn - No report.

8. Cub Scout Program - Open position:

   Cub Advancement - No report.

Cub Day Camp - There will be 3 Cub Day Camps held and they will be ran by a
team from all 5 Districts of Wake County. The third week date, mainly for
year round school kids, is from July 5 to July 9.

Cub Family Campout - Steve Fuller is the 2004 Cub Family Campout Chief.

9. Boy Scout Program - Ed Walsh:

Boy Scout Advancement - Tom Doligalski: Tom had nothing to report as he has
received no advancement sheets from the Scout Office yet.

Eagle Board of Review - Tom Doligalski for Tom Allen: The Eagle Board of
Review for February 11, had 5 final reviews (4 approved and 1 on hold) and
12 projects (2 rejected and 2 on hold).

Camporee - Ed Walsh and Jerry Jester: The planning is going well. Events
are planned and units are signing to run the events up on the Camporee web
site page, but there are still some events that do not have a unit. The
patches have been ordered and will be a "ghost" patch of Dan Beard (our old
district). Bob Gamble has updated the Camporee web site page so that the
Camporee agenda is available for units to print. That will save us the age
old problem of printing Camporee Programs. So units, if you want an agenda
for the Camporee, go to the Crosswinds web site and print it. Eleven (11)
units have signed up to attend the Camporee and the others need to do it.
There will be a Camporee staff meeting later in February.

10. Order of the Arrow - Tom Doligalski: The OA is in the midst of unit
elections. They hope to be done by the end of March. The next 2 meetings
(at Round Table) will be devoted to Brotherhood development. So come to
the February and March Round Table if you want to get your Brotherhood.

11. High Adventure/Venturing - Chris Siegl and Bill Fairhurst: Chris reported
that a Teen Council will be held on February 18. The Crosswinds web site
now has a link to the "Occoneechee Venture Teen Council" under the site map
for "Venture/High Adventure". Great job by the Venture Scouts, go look at
    the link.

12. LDS Liasion - No report.

13. Training - Brian Garrett: Brian has taken this position and will publish
some training dates for adults across the Wake County Scouting Districts
that will share the training load. Brian's e-mail address is on our
Committee page. Full schedules will be published as soon as approved.
There are training opportunities for Basic Leader training on March 13 and
Basic Camping for Women at Camp Reeves on March 24 and 25. See the web
    site for the latest information.
The discussion and planning about putting Training under 5 different
people was not done by the District's Key 3 prior to tonight's meeting.
The item from the January minutes still needs to be discussed, decided
    and reported on.

District Committee Member of the Month: Bob Gamble for doing the great work on
the District Camporee web page (and has for the last couple of years)!
