1. The meeting was called to order by Jerry Jester and the Pledge of Allegiance
was led by Jerry Jester. Rodger Skirvin led us in prayer. Jerry and Rodger
introduced Jean Ristaino, who is thinking of joining the District Committee.
2. The minutes for November 2008 were approved as written. There was no
District Committee meeting or Christmas party in December 2008 and there was
no District Committee meeting on New Year's Day, January 1, 2009.
3. Review 2009 Centennial Quality Committments - Rodger Skirvin & Jerry Jester:
We reviewed the 2009 Quality Committments that we need to meet to be a
Quality District in 2009. We were NOT a Quality District in 2008 (only 3
districts in the Occoneechee Council made Quality District in 2008).
Jerry stated that the Unit Centennial Quality Committment Goals were due in
to him by 2/27/09, by 2pm.
Jerry would prefer to get the committments electronically.
4. Finance - Jerry Jester: Our 2009 FOS has all units lined up for FOS Family
presentations. Our total FOS goal this year is about $153,000. The Family
Campaign goal is $90,000 and we are targeting the Community Campaign to
raise about $5,000 and the Major Gifts Campaign to collect about $58,000.
Anthony Blackman is our Major Gifts Campaign Chairman this year.
5. Popcorn - Beckie Dayton: We had the biggest year of selling ever in 2008
and we, for the first time, sold more Show-N-Sell popcorn than Take Order
popcorn. The final figure looks to be $340,491. We will need a warehouse
location for 2009 and Beckie suggests it have 10,000 sq. ft. available for
us to use. Beckie asked the District to put out the word about specific
dates of the 9.5 oz. carmel corn possibly having bad peanuts in them from
the Georgia plants that spread the salmonella laden peanuts to all over the
world. Trail's end will replace the popcorn that is in those date ranges.
6. Membership/Relationships - Bill Reynolds: Bill is still working on getting
a Membership Committee together to help him. He reported that we have 974
Cub Scouts, 1005 Boy Scouts, 6 Explorer Scouts and 49 Venture Scouts for a
total of 2034 Scouts. We have 25 Packs, 25 Troops, 1 Post, 1 Ship, 4 Crews
and 2 Teams. The Council is putting out a Membership Playbook which we will
have a link to on our District web site, when the Council web site adds it.
7. Training - Will Highsmith: Will stated that he and the Training Committee
are restructuring the Training area. They will probably need about 5 new
Training Committee members to do the restructuring. He said they are going
to do courses in March and April and Mega Training in September. Refer to
the Council Training calendar on the www.ocscouts.org web site for dates.
If Scouters take an on-line training course, they should tell their unit
training coordinator that they took the course, so the unit can record it.
8. Activities & Civic Service - Chris Thomson: Chris reported that Scouting
For Food has collected 1623 pounds of food and $1610 in donations, which the
unit turned into food gift cards which they gave to the organization to
which they were donating the food.
There is a Flag Retirement Ceremony that is being planned for March or
April, to which units will be invited. A JOTA event will be held on October
17, 2009 and Scouts will be invited to participate in the November Veteran's
Day Parade, the Spring Days and Lazy Days events and in July 4th ceremonies.
9. District Camporee - Bob Gamble (via e-mail): The Camporee Staff has helped
direct plans for the March 27-29, 2009 Camporee. Our Scout units are, for
the first time that we can remember, running this year's District Camporee.
The Camporee Chief and some other District Scouters will direct the cracker-
barrel and facilitate the Chaplin's Service, the cooking contest judging and
and a total Camporee Campsite Inspection. The OA will be directing the flag
ceremonies, campfire program, Tap-Out and the Trading Post. Information on
the Camporee and units registered, etc., can be seen on our District web

NOTICE:
It has been announced that NO Occoneechee Council Districts will hold any
Camporees in 2010. Since it is the 100th anniversary of the BSA in the US,
the Council is going to do the Cub and Scout Camporee on October 8, 2010 and
they will have a Council-wide Scout-O-Rama on April 24, 2010. Information
about these events will be put on the Council web site as it develops.
10. Eagle Board of Review - Gantt Edmiston (via e-mail): The November 2008
Crosswinds EBOR approved 6 Eagle Ranks and reviewed and approved 5 Eagle
projects. The December 2008 Crosswinds EBOR approved 6 Eagle Ranks and
reviewed and approved 7 Eagle Projects. The January 2009 Crosswinds EBOR
approved 4 Eagle Ranks and reviewed and approved 7 Eagle Projects.
11. Commissioner Service - Jerry Jester: Jerry said that the Council is
starting an Honor Unit/Gold Card program for units, that will provide Scout
Shop discounts and reduced fee camping at OC camps. More information is
available at http://www.ocscouts.org/council/finance/GoldCard.html . The
council would like Scouters to review the draft documents on the program.
NOTICE:
There will be no RoundTable held on April 16, 2009. Our Scouts and
Scouters are encouraged to attend the opening ceremonies for the Camp
Durant Grand Lodge, which will start at 4pm with an open house until 6pm,
at which time they will have the ribbon cutting ceremony and at 6:15pm the
dinner and program. Tickets are $10 and include a patch, and your
registriation MUST be in by April 9, 2009. We are asking you to try and
carpool with other Scouters from our area, to conserve gas and share costs.
Hemlock District may be using buses and maybe we could share with them?
Mr. Robert Mazzuca, the Chief Scout Executive of the BSA, will be at the
event. A registration form (and on-line registration and payment options)
are on the Council Web Site News at http://www.ocscouts.org .
12. Web Site Fee - Roger Lear: Our $100 per year web site fee has been paid to
RTPnet Services with the payment coming from the Occoneechee Council.
13. NRA Dinner - Todd Ellis: Todd mentioned that the National Rifle
Association's annual dinner is being held at the Shriner's Club on Leadmine
Road in Raleigh, on March 25, 2009. The fee is $35.00, but $12 of that is
tax deductible. The NRA donates money to our Scouting units and provides
services to the BSA. Scouters should support the NRA fund raising efforts.
The March 5, 2009 District Committee Meeting will be held in the Cary Baptist
Annex #3 (our normal location) unless we announce otherwise.
Committee Member of the Month: Jerry Jester for his work as our District
Commissioner and his FIFTH year of heading up our FOS Family Campaign.
