Attendees: Martin Banning, Keith Biegert, Mark Christy, Tom Doligalski,
Bob Gamble, Brian Garrett, Jerry Jester, Roger Lear, Susan Long,
Pam Sen, Robbie Spivey and Ron Werley (12).
1. The Pledge of Allegiance was led by Robbie Spivey.
2. Crosswinds District minutes for February were approved as written.
3. Executive - Robbie Spivey: We still have the following positions that have
not been filled. Training positions (Brian Garrett is working on them),
a Cub Program Chairperson and a Civic Service and Activites Chairperson.

*** NOTE TO ALL COMMITTEE MEMBERS: ***
We will hold a combined District Planning Meeting from 8:30 am until 4:00
pm on April 3, 2004 for all District Committee Members from the Crosswinds
District and the Hemlock District. It is very important for all Committee
Members from both districts to show up as we will be setting the plans for
both districts for 2004 and formulating plans for 2005 and doing the
calendarizing for both years. The meeting will be held at the Century 21
Becky Medlin Realty Building at 407 Judd Parkway NE in Fuquay-Varina.
Religious Awards Programs - Robbie is trying to firm up a date for the
Cub religious award training at White Plains United Methodist Church. When
he gets a date firmed up, we will advertize it on the web site.
4. Commissioner's Report - Susan Long: The re-charter turn-in planned for 3/11
has 45 units scheduled. Two units will turn in charters at Round Table.
ADC Roundtable - Susan Long (suggestions for Gary Thorn): We need to cut
the pre-opening session for general information to 15 minutes and then split
up into the two district groups and have a 15 minute concurrent session for
information unique to each district. We also need to have the two groups
use the very front of the church and the very back of the church and close
the room dividers during the two session programs, to keep the noise from
one group bothering the other group. All of this will help get us prepared
for the split-up of the Round Tables, which is planned for August.
Boy Scout Roundtable - Jerry Jester: Bill Fairhurst and a group of Venture
Scouts did a great program on Venturing at the February Round Table. March
RT program will be on the BS Camporee and a review of the Troopmaster
Program and the April RT will be on hunter safety, with a guest speaker.
Cub Scout Roundtable - Rudy Rowell is going to help us out in this position.
5. Membership and Relationships - Mark Christy: Mark attended the Council
Memberhip meeting last week. They talked goals and they want balanced
growth for the Quality District award, but to reach goals a 2% growth.
6. Finance - Martin Banning: Our Family Campaign is at $36K, Major Gifts at
$19K and the Community Campaign is just starting up with the FOS breakfast
on March 25 at the McGregor Downs Country Club. If you know of a small
business/individual we should invite to the breakfast, call Martin. Our
2004 Finance goal is $86K and we are presently at about $55K.
7. Activities & Civic Service - Open - Roger Lear and Keith Biegert reporting:
Roger Lear reported that the Scouting for Food is now up to 5,282 pounds.
Keith Biegert reported that more than 200 Cubs have signed up for the March
6 Pinewood Derby at the Cary Towne Center Mall. Futher reports in April.
8. Cub Scout Program - Open position:
Cub Advancement - Pam Sen: No forms turned in to Pam as the Scout Office is
way behind in entering advancement reports. Maybe April will be better.
Cub Day Camp - Marting Banning: The 3 Cub Day Camps for the 5 Wake County
Districts will all be held at the NC Fairgrounds.
9. Boy Scout Program:
Boy Scout Advancement - Tom Doligalski: Same report as Cubs; no advancement
sheets from the Scout Office yet.
Eagle Board of Review - Tom Doligalski for Tom Allen: The Eagle Board final
on 2/11 that was on hold has been approved, so we had 3 Eagles in February
for the Crosswinds District (and 2 Eagles in Hemlock).
Camporee - Jerry Jester and Bob Gamble: There are 482 Scouts and adults
from 18 units from both districts signed up so far. If your unit has not
signed up yet, you need to do it.
10. Order of the Arrow - Tom Doligalski: The OA had the largest Chapter
meeting they have ever had at the last Round Table. The Tipi newsletter was
sent out 2 weeks ago. Chapters will be named soon and OA elections are in
process. If your unit has NOT been contacted about holding your OA
elections, please contact Tom Doligalski right away. OA Spring Pow Wow is
March 19-21 and if you are in OA you need to signup NOW! The OA Spring
Conclave is April 16-18 at Camp Bonner.
11. High Adventure/Venturing - No report.
12. Training - Brian Garrett: Brian is still looking at how we will structure
the training function. The Council Training Committee is planning another
super training session from the 5 Wake County districts sometime this fall.
Brian has had some responses from units requesting a Pack or Troop or Crew
Trainer from each unit. He will keep working on the units for a name.
Brian has basically finished the "training" section on our web site. He
would like everyone to review the training information and let him know of
any suggestions as to how he can make it better. To get to the training

13. District Executive's Minute - Martin Banning: Martin said that the old
Dan Beard District had received the Quality District award for last year.
That means that all Committee Members from Crosswinds and Hemlock Districts
can wear the Quality District strip on their sleeves. He also wanted to
congratulate Chris Siegl and Steve Stewart on being awarded the last of 35
Silver Beaver awards for the Dan Beard District (their pictures are on our
web site).
District Committee Member of the Month: Brian Garrett for his effort in the
training area and his work on the training section of our web site!
