NOTE: Robbie Spivey could not be at the meeting, so he asked Tom Doligalski
to chair the District Committee meeting and Tom chaired the meeting.
1. The Pledge of Allegiance was led by Susan Long.
2. Crosswinds District minutes for April were approved as written.
3. Membership/Relationships - Suzie Slopek: The dates for the Fall Cub Scout
Round-up are August 19 and August 24, 2004. A round-up orientation and
information session will be held on June 7th at the Fairgrounds, with a meal
served to attendees. Martin is trying to get a Tiger Cub Round-up lined up
on May 20. If our units show enough interest, Martin and the Membership
staff will get flyers distributed to the kindergartners in our district
schools in the next few weeks. He needs to hear from our Cub Packs as to
what they want to do. A note will go out on our e-mail list server and on
our web site.
4. Religious Awards - Chris Siegl: The Catholic religious awards classes have
started and there are 17 or so Scouts taking the course.
5. Commissioner's Report - Susan Long: The re-charter process for some units
that register in April and May have been adjusted so they will re-charter in
March along with all of our other units. Susan is going to send every unit
a roster printout with a cover letter, and then reprint the updated rosters
for the June unit inventories. Susan feels we should not vary from our 3rd
Thursday Round Table schedule as it is very confusing to our units.
Boy Scout Roundtable - Jerry Jester: Susan Long will do a program on "What
the District can do for your unit" at the May 13th (one week early) Round
Table.
Cub Scout Roundtable - Rudy Rowell is going to do the program for the May
13th Round Table.
6. Finance - Our FOS campaign has reached $90,000, $4,000 over our $86K goal.
The Family Campaign got $56,000, the Community Campaign got $2,500 and the
Major Gifts Campaign got $31,500. Thanks to everyone that helped in this
outstanding FOS campaign that reached 105% of our 2004 goal.
Popcorn - Suzie Slopek: We found out at the Trail's End seminar on May 4
that Scout popcorn sales represent 35% of Trail's End's yearly income! We
also found out that our Council receives the most money from FOS and the
second largest amount of income from the popcorn sale.
7. Activities & Civic Service - Open Position - Roger Lear reporting:
The Council has set May 29-31 as bag delivery day and June 5 as Scouting for
Food pickup day. If your unit has not done Scouting for Food yet this year,
please take this opportunity to help your communities. Pack and Troop 208
collected 1198 pounds of food and delivered it to the Christian Community in
Action site in Cary. That 1198 pounds of food, per a note from CCA, FED 55
FAMILIES, A TOTAL OF 178 PEOPLE FOR A FULL MONTH! Do you see the benefit of
doing Scouting for Food now?
8. Cub Scout Program - Open position:
Advancement - Pam Sen: Pam reported via e-mail that our Crosswinds Cub units
have all shown some advancement YTD. There does seem to be some problems
with the number of Packs they are listing for Crosswinds on some reports.
She will try to talk with Martin Banning and go over the problem with him.
Cub Day Camp - Keith Biegert for Robin Biegert: Cub Day Camp planning is
going fine.
Cub Family Campout - Rog Lear reporting for Steve Fuller: Steve has
completed his Cub Family Campout report and it is posted on our web site.
The FIRST Crosswinds District Cub Family Campout is wide open for dates,
location and leadership. Do our Cubbers want to be left completely out of
the planning? If so don't sign up to do anything for our FIRST Cub Camporee
and the District Committee will tell you when, where and what you will do!
9. Boy Scout Program:
Advancement - Tom Doligalski: National and Council have moved towards having
merit badge counselors approved at the District level instead of at the
Council level. The Council Advancement Committee has voted to "allow the
District Advancement Committees to approve merit badge counselors". Our
District is not going to take any action at this time.
Eagle Board of Review - Tom Doligalski for Tom Allen: The April 14th EBOR
approved 3 Scouts for their Eagle rank. Seven (7) projects were reviewed,
4 were approved, 2 were suspended and 1 was rejected.
If an Eagle candidate is not affiliated with a religious institution, the
parent must write a letter in lieu of the religious reference as outlined in
the Guide. The scout will still need 3 additional letters of recommendation
before the board can be scheduled. This from the Council Advancement
Committee.
Camporee - Ed Walsh: The April Boy Scout Camporee had 797 in attendance.
Pictures are on the web site and stats of winners in campsite inspections,
etc. are coming from Camporee Chief Ed Walsh. We had $85.00 left over that
we turned in to the Council and we had 592 Scouts and 205 Scouters in
attendance from 29 Troops (18 from Crosswinds and 11 from Hemlock). Another
great campout arranged by our dedicated Scouters! Thanks to all the leaders
and units who helped make it a success!
Our 2005 Camporee is scheduled for April 8-10, 2005. That will be our FIRST
Crosswinds District Camporee. Jerry Jester has agreed to be the Camporee
Chief and Bob Gamble the Registrar. The theme will be "Land Navigation".

10. Order of the Arrow - Tom Doligalski: Tom sends his thanks to everyone who
helped with the last elections and tap out. Crosswinds elected 54 Boy
Scouts and 14 adult Scouters for the OA. 35 Boy Scouts and 9 adult
Scouters were tapped out at the Camporee.
Spring inductions will be held May 14-16, 2004 at Camp Durant.
The Chapter will choose a Chapter name at the next Round Table (May 13th).
11. Training - Brian Garrett: Brian will get the Health & Safety training
course at our August Round Table approved by the Council. Crew 111 did
"Leave no Trace" training on Easter weekend. Chris Siegl and Suzie Slopek
attended the Wake Co. training group meeting last week. There will be a
number of courses added to the Council Training Calendar on the Council web
site once the HR Committee has approved them. Brian is going to talk to
the Wake Co. training group chairlady and get some assignments cleared up.
District Committee Member(s) of the Month: Ed Walsh, Jerry Jester, Bob Gamble
and Jim McGraw for putting on a successful and fun combined Crosswinds and
Hemlock Boy Scout Camporee!
