Crosswinds District Committee Meeting Minutes
June 3, 2004

Attendees: Tom Doligalski, Bob Gamble, Brian Garrett, Jerry Jester, Kevin John,
           Roger Lear, Susan Long, Pam Sen, Chris Siegl, Robbie Spivey and
           Gary Thorn (11)

1. The Pledge of Allegiance was led by Robbie Spivey.

2. Crosswinds District minutes for May 2004 were approved as written.

3. Membership/Relationships - No report.

4. Religious Awards - Chris Siegl:  Council is hosting a Religious Emblems
   Awards Banquet on June 19.  It has been advertised on our e-mail list server
   and on our web site.

5. Commissioner's Report - Susan Long:  The unit Charters are in the hands of
   the Unit Commissioners for presentation to the units.  The units were
   mailed or handed a Council unit roster during April.  Susan and the UC's are
   going to do a telephone unit inventory on June 8, 2004 at 7pm at Financial
   Directions, Inc. offices.  Unit leaders will be notified by an e-mail list
   server note that they will be called and UC's will be notified via e-mail.

   Roundtable ADC - Gary Thorn: Jerry Jester will take over for Gary at June's
   RT as Gary is going to be out of town.  We may have to meet outside at the
   church as we may have an event conflict with them.  Gary is going to need
   some help putting together the August RoundTable Kick-off and meal.  If you
   are willing to help, please contact Gary!

   Gary presented RT attendance statistics that showed that since January we
   have had representation from every unit except for Packs 120, 231, 313 and
   431 and Troop 201 and Crews 208, 212, 231 and 531.  We have about 50 units.

   A discussion was then held about attendance and changing the RoundTable
   meeting night to some other night.  There will be more discussion later.

   Boy Scout Roundtable - Jerry Jester: June's RT will be an agenda planning
   RT for 2005 and a discussion of how we can increase unit participation.

   Cub Scout Roundtable - Rudy Rowell:  No report.

6. Finance - Robbie Spivey for Martin Banning:  The District Committee is
   already working on the Financial Campaign for our district for 2005.

   Popcorn - Roger Lear for Cindy Smith and Suzie Slopek:  The area kernel
   kick-off meeting was held on May 27th.  Information has been given to our
   District Kernels for their action.

7. Activities & Civic Service - Open Position - No report.

8. Cub Scout Program - Open position: - We MUST fill this position.  Robbie
   Spivey is going to contact some of the more active Packs in our District and
   see if they have someone who can take the position as District Cub Scout
   Program Chairperson.  PLEASE, if you know of someone, let Robbie know.

   Advancement - Pam Sen: Pam reported that our 21 Crosswinds Cub units are
   doing well with advancement so far this year.

   Cub Day Camp - We heard that the first two weeks of Cub Day Camp are getting
   full.  We don't know about the third (year rounder) week.

   Cub Family Campout for 2005 - We really need to fill this position for the
   planning for the 2005 Family Campout.  It can be held with the BS Camporee
   at Camp Reeves (all in Camp Reeves), with one program for Cubs, that could
   be some compass program or something else, while the Boy Scouts have a Land
   Navigation program; or the Cubs can meet on another date at Camp McNeil or
   Camp Reeves on March 18-20 with just the Cubs involved.  The cost per Scout
   at Camp McNeil would be about $14/Scout and at Camp Reeves it would be about
   $8/Scout.  If no adult Cubbers come forward to take the Family Campout
   planning in hand then we may not have a Cub Family Campout in 2005.

9. Boy Scout Program:

   Advancement - Tom Doligalski: Units are progressing in Crosswinds.  Tom has
   not received any recent advancement reports.

   Eagle Board of Review - Tom Doligalski for Tom Allen:  The May 12th EBOR
   approved 4 Scouts for their Eagle rank.  Five (5) projects were reviewed,
   3 were approved, 1 was suspended and 1 was rejected.  A special EBOR was
   held June 2 for an Eagle candidate that had enlisted in the Armed Forces and
   they gave him a report date which meant he would not get his Eagle Rank
   unless he could get a special board.  Thanks to the Doligalski's and Jim
   McSherry, he got the EBOR and was approved for his Eagle Rank.  Good luck to
   Raymond Fricker of Troop 200 our newest Eagle and Armed Forces member.

   2005 Camporee - Jerry Jester:  The 2005 Camporee Staff, including those who
   directed the 2004 Camporee, met and discussed the 2005 Camporee.  The plan
   is to do "Land Navigation" for the Boy Scouts.  The date set aside at Camp
   Reeves is April 8-10, 2005. This date may also be the date for the Cub
   Family Campout, if one is held combined with the Boy Scouts.  That will all
   depend on what the Cub Program people decide to do, if we have any Cubbers
   to help plan the Cub side of the program! Kevin John and Ed Walsh have
   agreed to be Boy Scout Camporee Program Chiefs.  If you want to help,
   contact Jerry Jester.

10. Order of the Arrow - Tom Doligalski: The new name for our District OA
    Chapter is "Netami", which in the Lenni-Lenape language means "to be
    first".  A new e-mail list server has been set up for the Netami Chapter.
    To get OA messages from the list server send a blank e-mail to:
    netami104-subscribe@yahoogroups.com.  The Hemlock District has named their
    new OA Chapter "Amangi Newo" which means "the big four".

    Spring inductions were a big success.  75 OA members showed up and 33 new
    OA members were inducted (28 Boy Scouts and 5 adult Scouters).  Our Netami
    Chapter did 6 pre-Ordeal and 5 Ordeal ceremonies at the Spring Inductions.

11. Venturing - Chris Siegl:  Powder Horn had about 24 Scouters in attendance.
    Susan Long attended and said that Ed Williams and his staff did a good job.
    Robbie Spivey said that he personally was going to try to emphasize the
    Venturing Program in our District this next year.  Robbie feels that with
    some education we can boost the our District's Venture Crew registrations.

12. Camping - Kevin John:  Kevin is trying to map out a Campmaster document for
    our Troops.  The Council may soon put out a new "Where to Go Camping".

13. Training - Brian Garrett: Brian wants the web site Training information to
    go on-line.  He will work with Roger Lear to get that done.  He has finally
    received the council "District Totals Report".  There is more work to do.
    He has waited for answers from the Council HRT committee on the judgement
    of who in the District has to have basic Youth Protection training.  After
    several tries and waiting for months for an answer, Brian asked the
    District Committee to approve the following (and they did, unanimously):

    ***NOTE***
    All registered adult leaders in the Crosswinds District must complete the
    BSA's internet or 25 minute video training session for Youth Protection.
    Note that this is not a National or Council requirement, but is a District
    requirement.

District Committee Member(s) of the Month:  Tom Doligalski, for his work as OA
Chapter Advisor, Eagle Board of Review member, Email list server administrator,
District Boy Scout advancement Chair and Troop 210 ASM.  He is on a week long
trail hike with Troop 210 right now!  Need we say more?
