Attendees: Martin Banning, Jerry Jester, Roger Lear, Lu Little and Bill
Reynolds (5).
1. The meeting was called to order by Martin Banning and the Pledge of
Allegiance was led by Roger Lear.
2. The minutes for September 2008 were approved as written.
3. Membership/Relationships - Bill Reynolds: To be ranked as a Quality
District we need 138 Cubs, 33 Boy Scouts, 8 Venture Scouts and 2 Explorers.
We also need to form 4 new units and we only have one coming on-line for
sure. Bill and Martin are looking into various avenues of opportunity to
increase Membership.
4. Training - Lu Little for Will Highsmith: The Troop 224 Troop Committee
Challenge had 7 attendees. Mega training had close to 200 attendees and
lots of staff from Crosswinds. We host the Mega training next year. T216
and T212 Troop Committee Challenge will be held on October 11 at
St. Michael's church. University of Scouting in on November 1.
On 11/22 we will hold CS Leader Specific, New Leader Essentials and Youth
Protection Training at Cary First Baptist Church.

5. Activities & Civic Service - Chris Thomson (via e-mail): Chris reported
that JOTA has about 15 Scouts registered and she is going to broadcast the
availability to other Districts. Thanks to our local HAM operators we are
going to do the classes again. She still has not heard from any units about
attendees at the November 11 Veteran's Day Parade in Raleigh. Units are
being slow in signing up for Scouting For Food for the rest of this year.
We do need to have our units start signing up for the 2008-2009 Scouting For
Food program. We really want to have about 4 units sign up for each month
to get all of our units involved. If we could do that, we would collect
much more food every year. Contact Chris (info on our web site) to sign up
your unit. PLEASE DO IT NOW, so that we do not have to pester you, plus if
you sign up early, you can probably pick the month of your choice.
6. Finance - Martin Banning: The Council 2009 FOS Kick-off is October 9, 2008.
We have a Community Chairperson and Martin is working on a Major Gifts
Chairperson. Jerry Jester should be "knighted" as he is going to be our
Family Campaign Chairman for the fifth year in a row. Our District is going
to be expected to raise around $150,000 this next year.
7. Popcorn - Jerry Jester for Beckie Dayton: Scouters unloaded an 18 wheeler
full of SNS popcorn in 31 minutes on Sept. 25. Then workers sorted the SNS
cases, about 2000 of them, into the orders for the units. All units had
picked up their orders by Friday afternoon. Beckie wanted to thank all
the Scouters who made that possible.
8. Eagle Board of Review - Gantt Edmiston (via e-mail): The September
Crosswinds EBOR approved 3 Eagle Ranks and 7 Eagle Projects.
9. Commissioner Service - Jerry Jester: Jerry announced that Martin has gotten
some new members for our District Committee. Amy Edge has agreed to be our
Advancement Chairperson. We do not have any Cub or Boy Scout or Venture
Advancement Chairpersons for our District yet this year. Mike Stellar has
agreed to be our District Finance Chairman.
Jerry said that he is also out there recruiting and has signed up 4 new Unit
Commissioners. He is also trying to get the last of our units to send in
their Centennial Quality Unit Awards, about 65% of them are already in.
10. Web Site Fee - Roger Lear: The $100 per year web site fee will be due to
be paid in December for continuing the web site thru 2009. Martin said
that the money is available in the Council budget to pay that bill.
Roger Lear has contacted Gantt Edmiston and Gantt will have a bill for the
2009 year sent to Martin.
The December District Committee Meeting will again be in the form of a
District Christmas party for Committee members and their spouses.
Committee Member of the Month: Beckie Dayton for her work as the District
Popcorn Kernel for the fourth year in a row.
